RMA Real Estate Services Brokers Sale of Pelican Harbor Marina for City of Palm Bay

RMA's senior broker Bill Dehlinger, CCIM handled the transaction for the City, which resulted in Space Coast Marinas purchasing three parcels of land known as Pelican Harbor Marina for $1.7 million. The almost seven acres will be redeveloped to include a boat launch, public boardwalk, a marina, and restaurant.

"We are honored to have brokered this real estate transaction for the City of Palm Bay and the Bayfront Community Redevelopment Agency," said Bill Dehlinger. "The sale of this property will usher in the revitalization of Bayfront Village."

In 2015, Bayfront Community Redevelopment Agency (BCRA) applied for and won a Competitive Florida grant from the Florida Department of Economic Opportunity. The City used the grant to hire RMA to perform a scope of work that included market analysis, public input, and development of an economic development strategy and action plan. At that time, RMA found that Pelican Harbor Marina, with access to the Intracoastal Waterway and Indian River Lagoon, was a prime catalyst for future development of Bayfront Village.

RMA also helped implement the plan by attracting Deltona's Portland Industrial Park developer that brought Amazon as an anchor tenant. This development will provide 500 full-time jobs with an average annual payroll over $16 million and deliver a $100 million project to the tax base.

‘I am Lauderhill’ Campaign Features City’s Police Officers – Short Form Videos Reveal Fun Facts about Local Law Enforcement

"These videos have been a tremendous tool in our overall campaign to enhance the positive connection between our officers and residents."

RMA was hired to develop a strategic communications plan for the City, with special emphasis on creating new avenues to engage the community with law enforcement. This initiative was conceived well before the recent headlines, but its implementation has come at a most opportune time.

"During our biweekly collaborative meetings with the City's leadership, we agreed that it was imperative for Lauderhill's residents to feel comfortable calling the police not only in an emergency, but also to report critical information," said Sharon McCormick, RMA's Director of Business Attraction & Marketing. RMA Presents Long-term Strategic Finance Action Plan for North Miami Beach

Key recommendations in the Plan include:
1. Transformation of the Snake Creek Canal area, capitalizing on its potential to become a regional waterfront amenity.
2. Create a lively urban "main street" along Hanford Blvd/164, which could feature ground floor restaurants, bars, cafes, offices and artists' studios.
3. Expand the current mural program, and more aggressively identify locations for murals and public art to enhance cultural community pride and diversity.
4. Encourage the City to continue assisting local businesses and take advantage of the mom & pop business cluster north of the canal while adopting incentive programs specific to further the redevelopment of this area.
5. Create a bold and beautiful Civic Commons atmosphere with a grand Boulevard or promenade in the area which currently predominantly features governmental institutions, a theater, offices and schools.
6. Attract private investment to transform underutilized parcels and industrial space into a future industrial arts area with maker's spaces and repurposed co-working spaces.
7. Develop a complete streets initiative along 163rd Corridor to create an area that invites residents to stroll the neighborhood.

RMA Reveals Behind-the-Scenes Strategies that Helped Secure Amazon Deal for City of Deltona

RMA's economic development and real estate project management team brokered the deal between DOT Properties headquartered in Australia; Seefried Industrial Properties, the developer for Amazon; and the City. RMA was hired by the City just one year ago to create a 5-year Strategic Plan, and now, a 2020 opening is anticipated for the business park.

"Our strategic plan revealed an opportunity which we aggressively pursued; making the right connections and creating a win-win scenario for all."

As RMA crafted the Strategic Plan, it became apparent that the key to a business park included approximately 240 acres of prime undeveloped property along Interstate 4. This undeveloped property provided all of the necessary attributes required by major distribution centers. RMA contacted the owners abroad and commenced a series of meetings to discuss and define goals for the property. All agreed that the highest and best use was as a business park with logistics facilities, and RMA utilized their extensive network to reach out specifically to developers that specialized in those target industries.

Deltona's Economic Development Department, headed up by Jerry Mayes and Dr. Tom Tomerlin, had identified specific targeted industries with the stated goal of the City to attract corporate business investment and quality jobs. Early stages of RMA's discussions included meetings with Duke Energy, Halifax Health, Deltona Village, Team Volusia and other stakeholders in the region.

With the land secured and a vision in place, RMA contacted Seefried Industrial Properties headquartered in Atlanta and initiated the plan to secure the Amazon distribution center, a pivotal move for the industrial park.

"We were confident that RMA would create the strategies and relationships necessary to achieve the development of a business park and manufacturing related recruitment," said Jerry Mayes, Economic Development Manager. "However, what they accomplished in such a short time span is truly remarkable and will spur additional commercial growth in the City. Development of the site will begin immediately, with a planned 2020 opening. Within the first 5 years, 500 new jobs will be created according to the incentive agreement with the City and County. The City's focused 5-year strategic plan, with targeted economic development implementation strategies, is quickly and successfully becoming a reality.

The Citywide Redevelopment Plan identified opportunity areas that offer a significant upside for development. These areas and the identified catalyst sites will serve as building blocks for positive economic development including increasing the tax base, improving quality of life and providing a variety of new benefits to the community. RMA detailed specific ideas and concepts for each area throughout the entire city, which include the River District, the Meeting Street Corridor, Triangle City, the former Colite Property, District 5, I-26 and Highway 378 and I-20 and Highway 378.

RMA also created the Community Revitalization Plan which focused on ways to engage residents throughout the redevelopment process. Recommendations focused on building community pride, renovating homes and educational/ training opportunities to develop skills for working in hospitality & tourism, construction, culinary arts and more. The Plan connects people to the process of redevelopment to promote authenticity and community ownership of the vision.

"Our goal with these two plans was to position West Columbia in a progressive light," continued Briesemeister. "The plans work in tandem to benefit the residents, the business community and the stakeholders within the city. The plans, which are comprehensive and long-term, were unanimously adopted by the city council and will be now be prioritized for implementation."

The Pompano Beach CRA knew it needed to devise an engaging and impactful way to communicate the great opportunities in the Innovation District. RMA's Rodriguez and Mulder created a comprehensive booklet and dynamic video to promote the Innovation District and tell the story of the steps the City and CRA have taken to bring prosperity to the community.

These marketing tools are now being used by the City, CRA, and by the Chamber of Commerce to attract new commercial businesses and developers, retain the existing industrial base, and continue to improve the neighborhood and quality of life of the residents, making the City, and in particular the Downtown, a more attractive place to live, work, invest and visit.

Future development in the Innovation District could include 750,000 square feet of office space, 166,000 square feet of retail space, 35,000 square feet of restaurant space, 1,500 residential units and two hotels. Job creation and other benefits will spill into the surrounding neighborhood and throughout the city.

Central to the success of the Innovation District is its unique approach to a new system of self-contained, linear waterways, which will create a scenic setting for outdoor restaurants, offices, shops and mixed-use buildings. Inspired by the waterway systems in Amsterdam, Netherlands and San Antonio, Texas, these waterways eliminate the need for dry retention ponds, allowing developers to maximize buildout across the parcels while creating an inviting and activated urban area that benefits the entire city.
