RMA Joins RVi to Update West Tampa CRA Redevelopment Plan

Renowned Firms Partner to Chart Next 10 Years of Growth

The nine-month program is designed to help small business owners scale, build operational capacity and access supplier diversity opportunities. This year, 23 diverse entrepreneurs will participate at no cost thanks to $100,000 in scholarships funded by corporate sponsors.

Funding to be used for Improvements to City Centennial Park

Earlier this year, the National Park Service selected the park, alongside more than 50 local parks across the country, in a competitive process. The ORLP program is a nationally competitive, dollar-for-dollar matching grant program that aids communities that lack access to close-by outdoor recreation.

Planned improvements at City Centennial Park include:

Green infrastructure and advanced drainage system to enhance sustainability.
Open-air seating and a performance space with lawn seating for community gatherings, cultural events, and performances.
ADA-compliant multi-use trails and parking to ensure accessibility for all residents and visitors.
Enhanced landscaping and upgraded lighting to create a welcoming and secure environment.

Phase 1 of City Centennial Park, completed in October 2022, introduced five pickleball courts, two basketball courts, an accessible playground, family restrooms, a renovated concession stand, and Oakland Park’s first splash pad. City Park was the first of several projects in the Comprehensive Facilities Plan aimed at Building Oakland Park’s Second Century. Funded through a bond that was approved by 67 percent of voters in 2018, the ten-year redevelopment plan includes additional projects like the North Andrews Gardens Community Center, opened in 2023, and Fire Station 9, completed in 2024.

Future phases of City Centennial Park include plans for a new community library, furthering Oakland Park’s role as a center for learning and cultural enrichment. The city also plans to expand the park by repurposing the adjacent public works complex, adding five acres of green space to this vibrant neighborhood. Strategically located in a qualified census tract within the Oakland Park Community Redevelopment Area, the park embodies the city’s revitalization efforts and underscores a commitment to inclusive growth, ensuring all neighborhoods benefit from enhanced resources and amenities.

“Sports in the Los Angeles Basin: 2024 Economic Impact Study” was the centerpiece of a panel at the LA Sports Innovation Conference on Monday that detailed how the region’s sports industry generated $11.7 billion in economic output in 2023, about $2.8 billion higher than the previous year, or a jump of more than 31%.

“L.A. is home to the world’s best professional sports teams, unparalleled venues and committed fans so it’s promising to see this industry continue to create economic impact for our region,” said Los Angeles Mayor Karen Bass. “As we gear up for major sporting events like the FIFA World Cup in 2026 and the 2028 Olympic and Paralympic Games, which will generate billions of dollars in economic impact here in our region, my focus, alongside partners like LAEDC and the LA Sports Council, will be on ensuring that Angelenos and our local businesses benefit from these opportunities for decades to come.”

The report details how both professional and collegiate sports in the Los Angeles Basin, which includes Los Angeles and Orange counties, contributed to robust economic growth in 2023. Combined, professional and collegiate sports were associated with approximately: 83,880 total jobs, $8.9 billion in total labor income, and $704.8 million in state and local taxes.

KEY FINDINGS INCLUDE:

The increase in economic activity resulted from the sizable growth in the sports industry. Direct revenues grew by more than $816.2 million from 2022 to 2023, a 22% increase.
Professional sports added more than 1,700 jobs, accounting for 84.6% of the total jobs and direct revenues in the industry, up from 83% the previous year.
Attendance at professional sports events grew by an average of 4.3% across all major teams in the MLB, MLS, NBA, NFL, NHL, NWSL, and WNBA from 2022 to 2023, reflecting strong local support.
Soccer continues to gain traction in the region, with LAFC, Galaxy, and Angel City FC attracting average crowds ranging from 19,750 to 24,100.

Osceola, Iowa’s Housing Boom: Working to Meet All Levels of Housing Needs

OSCEOLA, Iowa /ScoopCloud/ -- At the beginning of the year, another call into the Clarke County Development Corporation's (CCDC) offices rang, telling Executive Director, Bill Trickey, the Osceola Building Incentive Program is still connecting with home builders and developers. Since its inception in early 2019, the lot program, originally referred to as the "Free Land Program," has resulted in more than a half dozen lots exchanged with developers and home builders in lieu of standard homeowner tax abatements.

The latest call, from husband-and-wife team Andrew and Kaitlyn Harvey of Eighth + Harlow Design and Build out of the Des Moines metro area, saw two more homes on the list of Osceola housing developments from that program, adding to a housing boom across the area that addresses a wide range of income levels.

Kaitlyn Harvey, also a CENTURY 21 Signature Real Estate agent, spoke with the Development Corporation about the housing need to help their customer who was being transferred to Osceola, Iowa for a new job.

"We found about the {incentive} program through extended family when discussing our client's relocation needs," said Harvey. "Their timeframe was a bit more flexible, and the location of the lot fit the family's interests, so why not take advantage of the financing opportunity?"

Their lot, located at 401 Putter Ridge Place in the Country Club Estates area, was reasonably priced, considering its location. Where competing lots in the area were going between $120,000 and $180,000, the Harveys and their clients saw the Putter Ridge Place decision as a "no-brainer" and used the Osceola Building Incentive Program lot price as equity for the development of their 1,600 sq. ft. home. Eighth + Harlow Design and Build also utilized the investment opportunity to purchase the neighboring lot to build a 1,300 sq. ft. spec home.

"Our clients had a budget they needed to stick to, and the program gave us the flexibility to finish out some higher-end detail work and the basement before they permanently moved to the area," said Harvey.

As Kailyn discussed the details of the two homes, both that will fall in the $290,00 to $400,000 price range as new listings, she estimated development of both homes to be complete by August of 2024.

The two new developments in the County Club Estates area added to a housing boom Osceola has been experiencing over the recent 18-24 months.

More than two years ago, local manufacturers communicated their need for workforce housing to maintain employment and help grow their base. To answer that call, a new, 122-unit development will be coming online in the next 30- to 60-days. Another, recently finished, 18-unit condominium off South Gustin was fully leased by November of 2023. As part of the workforce housing tax credit program, Osceola developer, Advanced Homes 360, has delivered 4 new, single-family homes throughout the city and are considering additional plans.

To add to the much-needed workforce housing, mid-level and executive homes continue to go up off Clay, behind Revelton Distillery and at the picturesque Arbor Valley Lake. And, with the City of Osceola and Clarke Community Schools on their second trades housing development project of the school year, it makes more than 160 new front doors and 160 new opportunities across a wide range of income levels hitting the local housing market.

Analysis shows significant growth and resurgence in the region's sports industry, surpassing both 2021 and pre-pandemic levels of economic activity and benchmarks in employment, labor income and total output.

"Los Angeles has always been a resilient city, and the resurgence and growth of our sports industry is testament to that. We didn't just recover to pre-pandemic levels, we surged past them," said Los Angeles Deputy Mayor of Business and Economic Development Rachel Freeman. "This is a testament to our sports ecosystem, the professional and collegiate teams, business, venues, fans, and the enduring spirit of our community. It's not just about numbers, it's a roadmap to leveraging a vital sector for the city's economic, social, and cultural prosperity."

The economic impact of sports in 2022 totaled $8.9 billion, increasing by $1.9 billion since 2021. Direct revenues surged by more than $717 million from 2021 to 2022, up $340 million for collegiate sports and $377 million for professional sports - resulting in significantly larger economic impacts. Total jobs also increased to 83,000, more than doubling both 2021 and 2018 figures. Total labor income was $6.9 billion, compared to $4 billion in 2021 and $3.6 billion in 2018.

"COVID-related disruptions are thankfully in the rear-view mirror for both professional and collegiate sports, and we've experienced tremendous growth and economic activity since last year's analysis. We can expect an even more robust sports economy in the years ahead," said Stephen Cheung, President and CEO of LAEDC. "Understanding our region's continued economic growth in sports helps us to see the ongoing need to invest in infrastructure, especially community-centered infrastructure. Attendance grew an average of 4% across teams in the NFL, NBA, MLB, NHL, and MLS, underscoring the enthusiasm for the return of in-person sporting events. Abad's installation work creates environments that include sculptural elements and video projection that relate the history of anticolonial movements to international surrealism and magical realism.

Renée Rey's art reflects a vision for an inclusive, just, and healthy world. In both large and intimately scaled paintings, mixed media, and assemblage artwork, she creates other-worldly ecospheres that celebrate connection and kinship among diverse people, cultures, nature, and technologies. As she considers these concepts, Rey experiments with combining abstraction, realism, and surrealism, and varied media including oil, acrylic, paper, sandpaper, pins, clay, and wood branches.

Walter O'Neill had been a painter for over 30 years, exhibiting his oil and fresco paintings in group and solo exhibits in New York, Maine, Washington, D.C., and Baltimore. In 2017, his artistic focus changed after taking a clay class and now ceramics is his primary art form. The Deerfield Beach resident has exhibited his work at ArtServe in Fort Lauderdale, Gallery 21 in Wilton Manors, Sugar Sand Community Park in Boca Raton, and in several venues as a member of the LGBTQ arts group ArtsUnitedFlorida.

Terrence "T.M." Pride is a multifaceted artist, with an expansive career showcasing many roles including director, choreographer, dancer, costume designer and teacher. A graduate of Florida A&M, he has choreographed over sixty pieces of work, including musicals, and commissioned ballets. T.M. is a member of Actors Equity Association and the Stage Directors & Choreographers Society, with Off-Broadway credits including For Colored Boyz; Regional credits in American Black Princess and American Son; along with Film/TV credits in: First Ladies, Lovecraft Country, and Underground Railroad. He currently serves as the producing artistic director for Brévo Theatre and director of the dance program at Dillard High School for the Arts.

Louiveste La Croix is an artist born in Haiti and currently based in South Florida. His artwork is a unique combination of multimedia techniques, gestural figures, and abstract color schemes that captivate viewers. La Croix uses his art to convey messages of spiritual awareness, unity, and consciousness through natural elements while also paying tribute to historical roots to promote conscious evolution. He believes that true artistry comes from taking risks and doing something that has never been done before, as well as expressing oneself authentically.

McNab House & Botanical Gardens Awarded $1.5 Million in Grants – Pompano Beach CRA Announces Next Phase of Redevelopment

POMPANO BEACH, Fla. /ScoopCloud/ -- The Pompano Beach CRA is proud to announce that the McNab House & Botanical Gardens project has been awarded two prestigious grants totaling $1.5 million. The Cultural Facilities Program Grant has awarded $500,000 for the construction of the botanical gardens and children's classroom, while the $1 million Land and Water Conservation Fund (LWCF) Program Grant will go towards outdoor recreational use of the site. These grants will facilitate the progress of this historic preservation and economic development project, with further advances coming with the September announcement of the architectural firm that will be awarded this project.

"We are honored to have been awarded these significant grants, which attest to the importance of this project," said Nguyen Tran, CRA Director. "The McNab House and Botanical Gardens will create a destination venue which will have a positive economic impact on our City. These grants will help us continue developing our vision of a world-class experience for residents and visitors alike."

The CRA relocated the McNab House and garage to its namesake park located on the main commercial corridor of Pompano Beach for adaptive reuse as a restaurant and botanical garden. The LWCF grant will specifically go towards the construction of pathways, an interactive water feature, playground elements, seating, landscaping, restrooms, and design and engineering fees for the McNab House and Botanical Gardens Project, and the Cultural Facilities grant will support the building of the children's classroom and the botanical gardens.

These grants are part of the next phase of this project, which will be advancing with the announcement of the architectural firm. An RFQ was announced for architectural design services several months ago and received five respondents. An evaluation committee scored the respondents, and a recommendation for the highest scoring architect will be brought forth at the CRA September board meeting. With board approval, the site plan process will continue along with restauranteur operator negotiations. Additional opportunities to provide public input will be available in the future.

The McNab House, built in 1926, was moved from its original location on Atlantic Boulevard, when the owners sold the land for development. With the support of the Pompano Beach Historical Society, the Pompano Beach CRA saved the historic home, moving it several blocks to McNab Park, with the vision of transforming the home into a restaurant and the surrounding land into a botanical garden. The goal of the McNab House & Botanical Gardens project is to continue economic growth within the East CRA and Atlantic Boulevard corridor. Activation of the public space will encourage more pedestrian activity and create a unique attraction for residents and visitors to enjoy.

It has two independent districts: Northwest CRA and East CRA established by City government for the purpose of carrying out redevelopment activities that include reducing or eliminating blight, improving the economic health of an area, and encouraging public and private investments in a CRA district.

The CRA is funded through Tax Increment Financing (TIF). The funds are collected as property values increase and a portion of that increase is captured by the Agency. TIF raises revenue for redevelopment efforts without raising taxes.

The city estimates the dispensaries will generate $9 million in tax revenues in the 2023-24 fiscal year which will support programs for homeless relief, health clinics, community events and new parks.

RMS announces California Lottery® could offer its first game option for SuperLotto Plus®, Powerball®, and Mega Millions®, increasing funding for schools

This is still a windfall, life-changing amount of money.

Player options = more revenues.

Players like having options. Research studies show an average increase in draw game sales from pooling to be 25%. For California, if this option was available in FY2022, this would have produced an additional $341 Million dollars in sales revenues, resulting in over $115 Million dollars to California public schools, the lottery's primary beneficiary.

California's looming budget deficit will negatively impact statewide programs. This option can boost lottery benefits to public schools and help mitigate funding reductions therein.

This sample state lotto ticket shows 1 personal play for $1 and the add-on of 1 pool consisting of 10 more plays for an extra $1. In this example, the player would receive 100% of any winnings from their personal play and 10% of all winnings from the pool of 10 plays.

There is no financial risk to the California Lottery.

The uniqueness of the pooling option is that it doesn't introduce any new prize liability like that of other games. Every pooled ticket contributes to the current prize fund and every winning prize share is paid for from the same prize fund. Since it's not a new game, rather an add-on, player education and marketing incur virtually no cost with simple measures like ticket messaging and social media.

The purpose of this Request For Proposal (RFP) process is to select a qualified respondent with proven experience, financial resources, and professional expertise to design, renovate and construct a new restaurant on this pivotal site. The City will receive sealed proposals until 2:00 p.m. (local), Monday, July 11, 2022.

"The Old Town Arts and Entertainment District has already attracted several leading restaurateurs, and now with this new opportunity, we look forward to partnering with an outstanding developer/operator who shares our vision for the area," said Nguyen Tran, CRA Director.

Locals have dubbed the location the "Wash House," as the historic building was once a former laundromat. Conceptual ideas for the 6,089 square foot building include a high-quality, unique, diverse style restaurant or a craft brewery/wine bar with a food component of light bites or full kitchen. Roof top seating must be incorporated as an active use.

Currently, two restaurants are under construction in the district including South Bar & Kitchen by Mike Linder and Papamigos by Brian Faeth.

An Optional Pre-Proposal Conference will be held on Thursday, June 9, 2022 at 9 a.m. (local) at 11 N.E. 1st Street, Pompano Beach, Florida 33060 to provide Proposers with a site tour of the Old Town Arts and Entertainment District.

About the Pompano Beach CRA:

The CRA was created in 1989. It has two independent districts: Northwest CRA and East CRA established by City government for the purpose of carrying out redevelopment activities that include reducing or eliminating blight, improving the economic health of an area, and encouraging public and private investments in a CRA district.
