This represents a 2% increase from the previous quarter (2,619 programs), reflecting continued expansion of resources designed to improve affordability and access to homeownership.

DPA programs provide meaningful financial support that strengthens borrower profiles. By reducing loan-to-value ratios and covering upfront costs such as down payments, closing costs and rate buydowns, these programs help convert qualified demand into successful homeownership outcomes.

The majority of programs in DPR’s database remain active and available to buyers, with 2,073 programs (77%) currently funded and accessible. As affordability challenges persist, these programs continue to play a critical role in helping lenders qualify borrowers, reduce upfront costs and expand homeownership opportunities.

KEY Q1 2026 HPI REPORT FINDINGS:

An examination of the 2,679 homeownership programs on April 1, 2026, resulted in the following key findings:

  • Program count continues to climb: The total number of programs increased to 2,679, up from 2,619 in Q4 2025 and 2,509 year over year (YoY), reflecting steady growth in available assistance options. 2,073 programs (77%) are currently active and funded, providing immediate opportunities for homebuyers across the country. By state, California has the highest number of programs (424) and providers (263), followed by Florida (271/174) and Texas (196/103).
  • More programs with no income limits: 284 programs (11%) do not have income restrictions, a 5% increase from the prior quarter, giving lenders greater flexibility to qualify a broader range of borrowers.
  • Second mortgages remain dominant: Second-mortgage programs make up 56% of all program types, offering flexible structures such as deferred or forgivable loans that reduce upfront costs for buyers. Combined assistance programs account for 10% of programs, while first-mortgage programs represent 9%. 220 programs (8%) are grants, which offer significant value because they do not require repayment, an increase of 6% from the prior quarter.
  • Local providers lead program availability: Municipalities account for the largest share of programs at 39% (1,056), up 3% from the prior quarter, followed by nonprofits at 22% (578), also up 3% and state housing finance agencies (HFAs) at 18% (469), up 1%. Local HFAs represent an additional 8% (208 programs), reflecting continued growth in community-based program delivery.
  • Support for first-time and first-generation buyers expands: 1,666 programs (62%) are available to first-time homebuyers, up from 1,639 in the prior quarter, while 33 programs support first-generation buyers, holding steady from last quarter. These programs continue to expand access to homeownership for those entering the market for the first time or without family homeownership history respectively.
  • Incentive programs broaden access: 206 programs offer special incentives based on occupation or borrower characteristics, up from 201 in the prior quarter. There are 71 for educators (34%), 58 for Native American homebuyers (28%), 54 for Veterans (26%) and 50 for protectors such as law enforcement and first responders (24%), reflecting continued support for key community segments.
  • Expanded property and housing options: Programs supporting multi-unit properties (2–4 units) increased to 934 (35%), up from 923 in Q4 2025, while 1,053 programs (39%) now support manufactured housing, up from 1,041 (40%). These trends reflect continued expansion of more flexible and affordable homeownership pathways, including options that support rental income potential and lower-cost housing alternatives.

The Q3 report saw the number of national homebuyer assistance programs increase by 29 to 2,444.

Notably, the report showed a 5% increase in programs for first-generation buyers. First-generation homebuyers have been singled out by the Harris Presidential campaign, which along with building 3 million affordable housing units for rent and ownership, proposes to provide $25,000 down-payment assistance to first-time homebuyers who have paid rent on time for two years, with more generous support for qualifying first-generation homeowners.

“We are pleased to see a growing number of these programs, and think they are becoming a targeted way to help first-time and first-generation homebuyers struggling to save for a down payment get into a home they can afford,” said Rob Chrane, founder and CEO of DPR. “Our data show the average DPA benefit is roughly $17,000. KEY HPI REPORT FINDINGS

An examination of the existing 2,444 homebuyer assistance programs on October 1, 2024, resulted in the following key findings:

  • The number of U.S. homebuyer assistance programs increased by 29 over the past quarter. This represents a 1.2% increase over the previous quarter.
  • There was an 8% increase in below market rate/resale programs and 7% increase in grant-funded programs, and 6% increase in other homebuyer assistance from Q2 2024. Below market rate or BMR homes are affordable homes sold at a lower price than the market average and are intended for low- to moderate-income buyers. When a BMR homeowner wants to sell, they must sell the home to an income-eligible buyer.
  • 949 municipalities offered DPA programs. Municipalities represented the majority of funding sources in Q3 2024 at 39%, which is virtually unchanged from last quarter. Nonprofits were the second highest funding source, 21% in Q3 2024, followed by state HFAs at 19%. A few of these programs have seen increases from federal program resources, including the American Rescue Plan Act (ARPA) and US Department of Health and Human Services (HHS).
  • 777 programs supported multifamily purchases, up 7% from the previous quarter. Of those, 526 allowed for 3-unit properties, up 7% from Q2 2024, while 501 allowed for four-unit properties, up 8% from Q2 2024.
  • 195 programs offer incentives for special groups. 35% offer special funding for educators, 29% for protectors, 26% for firefighters, 24% for healthcare workers, and 24% for Native Americans, and 22% for military homebuyers.

During a year when home affordability hit a nearly four-decade low, housing agencies introduced 135 homebuyer assistance programs and expanded eligible inventory to make homeownership more accessible.

"As the housing market grappled with historic affordability challenges in 2023, our HPI report reveals a critical response: the introduction of 135 innovative homebuyer assistance programs - a six-percent increase over the previous year. This surge in programs, which now totals 2,294 nationwide, represents a concerted effort by housing agencies to expand opportunities and break down barriers to homeownership," said Rob Chrane, Founder and CEO of DPR. "With a significant increase in programs for manufactured homes, multi-family properties, and specific buyer demographics like service members and Native Americans, this year's report underscores a growing commitment to diversify housing solutions and empower a broader spectrum of aspiring homeowners."

Key HPI Report Findings

An examination of the existing 2,294 homebuyer assistance programs on January 8, 2024, resulted in the following key findings:

* 804 programs allow for the purchase of a manufactured home, up 20% from the previous year. Housing agencies are expanding program eligibility to include more property types. Manufactured housing has a lower entry point than other types of homes and is helping many buyers get their foot in the door. DPR expects to see the number of programs that allow for manufactured housing continue to grow.

* 686 programs allow for the purchase of a multi-family property, up 8% from the previous year. Using DPA to purchase a multi-family property has become increasingly popular. This allows people to become homebuyers as well as investors - a strategy that has been called "house hacking" in recent years. In addition to completing a homebuyer education class, borrowers purchasing a multi-family home with homebuyer assistance typically have to go through classes on being a landlord to ensure long-term sustainability.

* 448 programs are funded by state Housing Finance Agencies (HFAs), up 2% from the previous year. Programs from state HFAs account for 20% of all programs.

- 86 programs are offered through Florida's State Housing Initiatives Partnership (SHIP), up 12 programs from Q4 2022. Florida Housing's SHIP program funds are distributed on an entitlement basis to all 67 counties and 55 Community Development Block Grant entitlement cities in Florida. SHIP dollars may be used to fund emergency repairs, new construction, rehabilitation, down payment and closing cost assistance, impact fees, construction and gap financing, mortgage buy-downs, acquisition of property for affordable housing, matching dollars for federal housing grants and programs, and homeownership counseling.

* 922 programs are available through municipalities, up 5% from the previous year. There has been steady growth in programs from municipalities, especially states with high home prices like California, where many homebuyers struggle with affordability.

* 475 DPA programs are available through nonprofits, up 15% from the previous year.

* 194 programs are "incentive" programs, meaning they target a segment of homebuyers by profession or ethnicity. In Q4 2023, there was a 47% increase in programs YoY for service members and Veterans and a 13% increase in programs targeting Native American homebuyers.
