Rogerson Water District wins Best Tasting Water in Idaho Award

BOISE, Idaho /ScoopCloud/ -- Rogerson Water District claimed the 2022 title of Idaho's best tasting drinking water during the Idaho Rural Water Association's (IRWA) Spring Conference on March 10, 2022. The other finalists were the City of American Falls, the 2021 taste test winners, and the City of Hagerman.

IRWA will send a representative of Rogerson Water District to Washington D.C. with their utility system's drinking water to compete against the other states' rural water association winners in a nationwide contest, The Great American Water Taste Test, which will take place in February 2023 as part of the Rural Water Rally.

Finalists were selected in a preliminary round. The final round was judged by a panel of experts which included Jami Delmore, Department of Environmental Quality; Johanna Bell, Association of Idaho Cities; and David Baird, Executive Board President for the National Rural Water Association.

Judges rated each water sample based on its clarity, bouquet, and taste. Each of the judges commended the quality of water and noted the difficulty in choosing the best tasting water in the state.

The representative from Rogerson Water District, A.J. Gray was honored to accept this award on behalf of the district.

This is the 2nd time Rogerson Water District will have competed at the national level. In 2014, the district was awarded the Best Tasting Water in Idaho and earned the nationally coveted silver Medal award in 2015 for the Great American Water Taste Test in Washington D.C.

Idaho Rural Water Association is a non-profit association comprised of 388 water and wastewater utility systems in Idaho that primarily serve populations of 10,000 or less. IRWA's mission is to provide technical assistance, training, and a strong representative voice for the benefit of Idaho's drinking water and wastewater utility systems.

Waste is a Growing Threat to National Security, says Rubicon CEO Nate Morris

LEXINGTON, Ky. /ScoopCloud/ -- A growing threat to America's national security is the improper disposal of electronic waste, said Rubicon Chairman & CEO Nate Morris in remarks this week to Princeton University's Center for Policy Research on Energy and the Environment.

Morris, who is involved with a variety of national security public policy groups, cited a number of examples, examining the root causes of the global waste crisis and how categories such as e-waste and space waste contribute to complications surrounding United States national security.

"I believe e-waste is going to be one of the biggest categories that we have to solve," said Mr. Morris. "The defense community and intelligence community are more aware than ever that their devices hold sensitive clues as to what the future holds in regard to our safety."

Mr. Morris also examined the role of e-waste in human trafficking and organized crime.

"One of the greatest human trafficking challenges we see is associated with waste," Mr. Morris said. "There are networks of groups that traffic individuals around the world to use as waste pickers to remove information from landfills. People who would do us harm are using child labor and trafficking to achieve this means."

Mr. Morris also discussed Rubicon Technologies, the company he founded to reinvent the waste and recycling industry. Rubicon was founded in 2008 with "$10,000 on a credit card" and now has operations in 20 countries.

"We like to believe that technology should stand for something that solves a problem for everyday Americans," Mr. Morris said, referring to Rubicon's mission to "end waste." "We believe that technology can help us spur R&D and level the playing field for small business owners, bringing in minority-owned and women-owned businesses that prior to Rubicon did not have space to grow."

Morris answered questions about how Rubicon is utilizing its software and technology to transform the waste and recycling industry.

"We started with this great mission to end waste - wasted time, wasted energy, wasted material. And that really informs everything we do in this business," he said.

Rubicon, a technology company focusing on the waste and recycling industry, was founded with a $10,000 line of credit and recently announced a merger with Founder SPAC that will bring the company public on the New York Stock Exchange at an implied pro forma enterprise value of $1.7 billion.

Asked why Rubicon has its world headquarters in Lexington, Kentucky, Morris said, "Rubicon was started here in Kentucky. I believe Kentucky is the future of what's happening in the industry. Because of our quality of life. Because of geographic advantage."

Morris went on to discuss some of Rubicon's major customers, like Walmart and Starbucks.

"I believe we can get to a zero-landfill world," he said. "Walmart, one of our customers, diverted about 90 percent of their garbage from landfills. They extract commodities and they are able to resell those materials. This is a testament to what is possible if we get good information and are asking the right questions. And a customer like Starbucks signs up with Rubicon for a reason. I believe it's because they believe in our mission to end waste."

Speaking to the importance of the Rotary Club, Morris alluded to his own success story.

"My mother was a single mother. Scholarships were very important to me in my life and Rotarians stepped up for me," he said. "Rotarians provide good, supportive services to their communities."

IRWA Honors Two City of Buhl Water System Operation Specialist Apprentice Graduates

BOISE, Idaho /ScoopCloud/ -- Graduates of Idaho Rural Water Association's Registered Apprenticeship program will be recognized at the Buhl City Council meeting in Buhl, Idaho on February 14, 2022, at 7 p.m. The two city of Buhl residents, Colton Alvey and Garrett Williams are the 2nd and 3rd apprentices in the state to graduate from IRWA's Apprenticeship Program. They will be awarded their Certificates of Completion of Apprenticeship for the occupation of Water System Operation Specialist.

Idaho Rural Water Association was the 5th rural water association in the nation to adopt and register their apprenticeship program with the U.S. Department of Labor, office of Apprenticeship.

Gary Sievers, Apprenticeship coordinator for the Idaho Rural Water Association stated, "The IRWA Apprenticeship Program is now able to reach all corners of the great state of Idaho. We currently have nearly 30 participants. Colton and Garrett were two of our first round of apprentices. Due to Colton and Garrett, we have been able to learn a lot about how to improve the overall program and make it more available to others. Their efforts have paved the way for many others."

Colton and Garrett have worked for the city of Buhl throughout their apprenticeships. AJ Gray, city of Buhl Water System Operation Specialist and IRWA Board Member, has served as their primary mentor. After graduation, Colton Alvey plans to continue working for the city of Buhl as a Water Systems Operation Specialist. He will be testing for his level 2 license in Water Treatment and Distribution and is enjoying gaining new experience in the wastewater field. Garrett Williams is embarking on a new adventure. He has enlisted in the army and is currently in basic training.

Negotiations for sanitation workers In Orange County make progress as the threat of strike looms

ORANGE, Calif. /ScoopCloud/ -- Over 1,100 sanitation workers in Orange County, CA are bargaining for a new contract for residential, commercial, and government waste removal services. Over the last 40 years, Teamsters Local 396 has bargained contracts that initially fought back against the poverty jobs created during the initial privatization and contracting out of public sanitation services.

But after several strikes, Unionized workers in the Orange County sanitation industry have won Union contracts with wage increases that are now knocking on the door of middle-class life.

Sanitation workers nationwide have seen significant improvements in their standard of living. This is a result of both solid wage increases in Union contracts, but mostly the abundance of available overtime to virtually all workers. This is due to a major shortage of commercial truck drivers.

"A lot of drivers take on a Sanitation job at some point, but most of them don't stick around. Not everyone can handle hard manual labor 12+ hours a day and six days a week," said Javier Bonales, Vice President of Local 396 and a 20-year veteran sanitation worker.

Teamsters Local 396 Secretary-Treasurer and rising labor star, Ron Herrera is pushing for contract settlements that move sanitation workers further along the road to the middle class. Herrera stated, "Sanitation workers are some of the hardest working and most reliable workers around. While some work 60-70 hours a week, they do so with great pride and appreciation since overtime pay has allowed them to buy homes, send their children to college, and more. It is time to reward the workers and their families."

Background: Wall Street is bullish on waste

The waste industry is highly profitable. Two major companies, Waste Management (NYSE: WM) and Republic Services (NYSE: RSG) have seen their stock values skyrocket over the last 5 years including major gains in 2021. Contract bargaining covers sanitation workers in Orange County cities such as Santa Ana, Garden Grove, Anaheim, Huntington Beach, Orange, and Seal Beach. If a contract is not agreed signed soon, Orange County could see a disruption in waste hauling by the end of the year.

Teamsters Local 396 Builds Momentum in Contract Campaign to Raise Wages and Working Conditions for Over 2,700 Sanitation Workers in Orange County

SANTA ANA, Calif. /ScoopCloud/ -- On Tuesday, August 17, 2021, the City of Santa Ana stood up for working people by rejecting the city staff recommendation to replace its unionized waste hauler with a non-union hauler with a track record of union busting, air pollution and paying near poverty wages, Teamsters Local 396 said today. Santa Ana residents are currently serviced by Waste Management, a unionized waste hauler that has serviced the city for over 30 years.

"The Santa Ana open bid process for residential waste services was important to protect consumer rates, hard-earned well-paid jobs, and opening up historically closed bidding processes," said Ron Herrera, Secretary - Treasurer of Teamsters Local 396.

Herrera added, "We are ecstatic Athens Services, a non-union company with a history of worker intimidation and exploitation will NOT be spreading its greedy tentacles in Santa Ana."

This is a huge victory in the first skirmish of the Teamsters Local 396 begins contract bargaining for roughly 2,700 haulers in LA and Orange County. With average wages around $28 an hour and full benefits, waste work is one of the few industries that has lifted workers out of poverty.

"Through organizing, strikes, and bargaining we went from over worked, disrespected and under paid immigrant workers to becoming over worked better paid homeowners who have lifted ourselves out of poverty, can pay college tuition for our kids, and take family vacations. Now we want to join the middle class," said Javier Bonales, Teamsters 396, Vice President and longtime OC waste hauler.

Teamsters Local 396 represents UPS and Sanitation workers in Southern California. The Local Union also serves Members in other miscellaneous industries such as logistics, recycling, and feed delivery services.

For the drive section, the participants will review the drive's features and how they work. Finally, the training will allow the class to calculate the cost savings of using a soft starter vs. a VFD.

Phil Aloisio is a 40-year veteran in the industrial repair industry. He is experienced in diagnosing, testing, and repairing electric motors, pumps, servo motors, gearboxes, rotating equipment, bearing problems, and lubrication. He has completed many hours of technical training in electric motor testing, troubleshooting, motor winding, and motor efficiency. Entrepreneur Moves Once Seasonal Lake Orion Sanitation Company to Year-Long Business Model

Turner Sanitation Finds New Success Spurred on by COVID Realities

We've suddenly become the go-to for those parks to meet the needs of campers expecting clean, updated and additional bathroom facilities," said Gross. "County parks and their extensive DEQ regulations for wastewater, never mind increased cleaning caused by COVID, has made us very busy in an area I couldn't have ever expected, even as late as March of this year."

As for the future, Turner continues to beef up its supply of portable washing stations for businesses, executive toilets and a focus on making sure cleanliness is the number one goal for their portable rentals. And while COVID has certainly given Gross a crash course in running a sanitation company, he also feels that the experience has made Turner more nimble and ready to tackle the future.

"I heard a lot of companies don't clean enough. That's certainly not our issue," said Gross. "I can definitely see, however, an increase in how many times per week we will be replenishing hand washing liquid and cleaning the facilities, probably two or three times more than we have in the past." As for reluctance by some to use portable facilities post-COVID-19, Gross says when it comes to locations Turner places its restrooms, people don't really have a choice such at places like outdoor events, festivals and recreational parks.

It ranks among the most water scarce nations in the world. Today, with a booming economy and thriving as a popular tourist destination, Malta is experiencing a "perfect storm" that is becoming all too typical across the globe: too little natural freshwater for its growing demand, made worse by more frequent droughts from climate change.

NOAH's patented water management system combines real-time data streams with AI and optimization models. The system helps identify optimal water management strategies that minimize costs while maximizing water sustainability and quality. Working with the startup incubation team at the University of Arizona Center for Innovation has helped NOAH identify new markets and prove how AI can be used in a variety of ways to provide meaningful predictions and optimization solutions for the water problems that nations like Malta are facing. NOAH's system is highly flexible and can be used in combination with pre-existing models and methods developed by a utility to augment their management objectives.

Currently Malta obtains approximately sixty percent (60%) of its water supply from three (3) reverse osmosis (RO) plants. The remaining water demand is met through extraction of diminishing groundwater via 100 production wells. The groundwater is extracted from complex limestone aquifers characterized by karst features. These limestone eroded aquifers with preferential flow pathways are extremely difficult to model with conventional physics-based groundwater simulation models. Historical over-pumping of the limestone aquifers has caused significant saltwater intrusion from the surrounding ocean, degrading groundwater quality.

A major challenge will be to identify the optimal trade-off between RO and groundwater sources among multiple conflicting objectives given that the water quality from RO is superior to groundwater, whereas the production costs required to produce freshwater by RO are higher than groundwater. These objectives include water quality and cost, proper targeting of specific groundwater wells to pump and the most effective pumping rates to minimize salt-water intrusion. Individual supply wells also have variable operating costs and water quality conditions; they also are subject to different salt-water intrusion effects on the aquifer that can dynamically vary due to regional pumping and other conditions.

Accurate predictions are essential for achieving superior real-time water resources management decisions. In collaboration with the Agency and WSC, NOAH's will explore the feasibility of applying their system to supplement the utility's existing models and methods to help manage Malta's enormously complex and challenging water problems.

A nation with a storied history and culture, optimal water management is an imperative that will allow this Mediterranean jewel to flourish far into the future.

North Miami Beach Commissioner Michael Joseph has been selected as a 2020 Miami Times ‘New Generation of Dreamers’

"This was exciting news and means water bills will effectively decrease throughout the year. The vote lifted a burden for nearly 200,000 customers in Miami Gardens, Aventura, Sunny Isles, and throughout North-Dade whose bills were three or four times that amount," concluded Commissioner Joseph.

Osceola City Council Green Lights Contractor Bidding On New Wastewater Plant

OSCEOLA, Iowa /ScoopCloud/ -- The Osceola City Council has approved a schedule for taking bids on construction of the updated wastewater treatment facility. A recent pre-bid meeting brought in a handful of interest, but with design and budgeting finalized, the City is now able to open the call for bids to contractors interested in undertaking the project.

As far back as 2010, new EPA regulations as well as the continued growth of Osceola itself made the need for modernizing and updating the wastewater treatment unavoidable. According to the EPA, the acceptable limits of certain water constituents were lowered, making the current water treatment plant incapable of meet the new regulations. After many years of research, studies, plans and financial estimates, the project is ready to move forward by beginning the contractor selection process.

The projected timeline for the new wastewater treatment plant's construction is scheduled roughly to take two years, then the repurposing of the current facility is slated to take another two years. All of this will be done before the project is finalized or costs are realized. At this time, total projected costs for the new plant is estimated to be just under $30 million dollars.

A large portion of that cost - roughly 47% - is being covered through a partnership with Osceola's major industrial contributors. The balance will be financed through the State Revolving Fund Loan via the Iowa Finance Authority. Utility payers will pay their proportionate share through minor updates, not expected to exceed the standard cost of living rate over the next several years.

While the updated treatment facility will meet EPA demands, increase treatment capabilities, as well as offer expansion to support future economic growth, several other benefits to the updates will be realized. Significantly, the city of Osceola was recently awarded a $2.4 million grant designated to fund projects which improve the quality of stormwater runoff. Their eligibility to even apply was granted through the planned wastewater treatment plant updates and the use of a State Revolving Fund Loan. Using this grant, green practices such as pervious pavers and intakes designed to separate debris from stormwater runoff will be incorporated in the downtown area, further improving water quality throughout the community.

In addition to better wastewater management, compliance and water runoff quality, the City of Osceola has recently taken on ownership of the local golf course wherein new wastewater treatment facility will allow for additional money-saving strategies.

"No pun intended, but we're 'teeing ourselves up' to be able to take advantage of the new graywater system so we can irrigate the municipal golf course," said Ty Wheeler, Osceola City Administrator. "While it's not part of the current plans for the treatment plant, we are expecting future strategies like this to save the city money and facilitate business and community growth."

Once completed, the updated treatment plant will not only increase flow capacity of the wastewater that's taken in, but will also see increased capacity in the treatment of the constituents found within that flow. Updates will ensure the city's compliance with DNR and EPA regulations for several decades to come.

New Study Strengthens Evidence that Fluoride Safely Prevents Tooth Decay, But Critics Ignore the Study They Once Welcomed

WASHINGTON, D.C. /ScoopCloud/ -- A study led by researchers at the federal government's National Toxicology Program (NTP) has found no link between elevated levels of fluoride and cognitive/learning deficits. The American Fluoridation Society (AFS) reports that the recently released NTP study examined rats that consumed food and water with varying exposures of fluoride. The researchers "observed no exposure-related differences in motor, sensory, or learning and memory performance" for any of the nine tests they conducted.

The Centers for Disease Control and Prevention (CDC) recognizes the benefits of adding fluoride to toothpaste and drinking water. The CDC and many leading health experts recommend adding fluoride to drinking water to help prevent tooth decay. Most public water systems in the U.S. add more fluoride to reach the level proven to reduce the rate of tooth decay for children and adults.

When the NTP study was first announced, an anti-fluoride group welcomed the news with a headline declaring that the study's findings "could end fluoridation." This group cited the NTP's "cutting edge scientific tools" and wrote that the NTP's decision to conduct a study "puts a lie to [proponents'] claims" about fluoridation. The American Fluoridation Society (AFS) noted that critics have been quiet since the NTP study results were publicly released.

"Critics of community water fluoridation were thrilled when the NTP said they would conduct a thorough study of this issue," said AFS President Johnny Johnson. "However, they have been as quiet as a church mouse since the NTP's findings were made public. Once again, they choose to ignore the studies that don't fit into their fear-based mindset. They're choosing silence over science."

The NTP research studied rats during their prenatal development through their adulthood. These rats consumed water with three different concentrations of fluoride (0, 10 and 20 ppm) and two different fluoride levels in food: 20.5 ppm (a standard diet) and 3.24 ppm (low-fluoride diet). Although fluoride critics often claim that fluoridation is harmful to the thyroid, the NTP study revealed that thyroid hormone levels were not altered by exposure to levels as high as 10 or 20 parts per million (ppm) of fluoride.

The only side effect found by the NTP study was inflammation of the prostate gland, which was observed only at a fluoride exposure that was far above the level of human exposure by drinking fluoridating water.

In addition to the NTP study, research published in 2015 by the American Journal of Public Health found no link at all between fluoridation and IQ scores. This 2015 study was conducted in New Zealand, where fluoridation programs are common. The New Zealand study examined a large sample of people and examined IQ scores collected over a 31-year period.

Few public health topics have been researched as thoroughly as CWF. In fact, the database maintained by the U.S. National Library of Medicine contains more than 56,000 studies or research papers on fluoride. And the Library's records include more than 6,400 studies that focus specifically on fluoridation.

Two other recent reports reinforce the safety of fluoridated water. In a report issued this March, Public Health England reviewed the evidence surrounding fluoridation and reached this conclusion: "The findings of this report agree with the view that water fluoridation is an effective and safe public health measure to reduce the frequency and severity of dental decay, and narrow differences in dental health between more and less deprived children and young people."

In April, the Food Safety Authority of Ireland (FSAI) issued a report stating that "there is currently no scientific basis for concerns about the safety of children and adults" due to fluoride exposure from foods and drinks.

Planning for the Future, Osceola Wastewater Plant, City Move On Renovations

OSCEOLA, Iowa, July 21, 2015 (SEND2PRESS NEWSWIRE) -- A city's growth and continued development relies on up-to-date, effective wastewater treatment and regulation, according to the City of Osceola, Iowa. This is always a priority for city administrators, managers, and their employees. How they manage the updates and costs associated with them is often a reflection of the care and commitment they have to residents and businesses.

The City of Osceola's current wastewater plant, designed and built in the late 1970's, was showing the wear of community growth and time by the early 2000's. So, in 2003, the plant underwent significant updates to sustain much needed services and help with the growth we see today. These updates addressed issues like corrosion of lines, concrete and infrastructure, volume limitations, as well as state and federal regulation updates.

"That's pretty standard," said Donnie McCuddin, Superintendent of the city's wastewater plant. "In an aggressive atmosphere like ours, a wastewater plant will need upgrades about every 15 to 20 years."

Now, 12 years after the 2003 renovations, the City and the Water Treatment Plant have embarked on plans for updating to meet the most recent demand and Osceola's future growth, as well as updated DNR standards required by the next certification deadline.

"Clean water regulations are being ramped up and they're affecting everyone's permits," McCuddin stated. "They're reviewing issues at big plants, handling of a million gallons of wastewater or more, first. Osceola is just below that benchmark, so we wanted to start now, making sure we were proactive in our management and upkeep of the plant."

An estimated $12 million will be needed to achieve the new wastewater plant renovation project. At an increase of 20 percent, this will affect rates for Osceola residents and businesses across the board. But, in an effort to lighten the burden, the city developed a plan to spread the rate increase out in 5 percent increments over the next few years. This computes to an annual increase of approximately 40 cents for average users. Businesses and residents alike will benefit from this slow distribution of costs over having the entire increase applied at once.

According to Ty Wheeler, Osceola's City Administrator, "While other similar-sized cities have applied the renovation update costs in a single rate increase - some as much as 65 percent - that just didn't bode well with us. So spreading the rate out over the next few years will make it easier on our residents as well as keep the cost of doing business in Osceola low."

DNR inspections are expected to take place at the Osceola plant within the next 12 to 18 months. If the necessary updates and repairs to the plant aren't made, Osceola could have their certification held or be fined until the issues are resolved.

"We've seen this on the horizon for almost five years, now. We can either plan now or pay later," said McCuddin. "They (DNR) appreciate the efforts that we are making. It happens everywhere. It's just something that needs to be done. And we wanted to do it right, for the plant, for our residents and businesses, as well as the future of Osceola."

Renovations to the wastewater plant will be complete, upgrading or completely replacing the current plant, by 2020. While some renovations have already started, the wastewater plant and the city will continue their sustainability and feasibility study, finishing by 2017. By 2019 a final wastewater plant design will be presented.

California Landfill Reduces Environmental Impact and Saves Money

PORTOLA, Calif., Feb. 4, 2015 (SEND2PRESS NEWSWIRE) -- Agru America, Inc. announced that the city of Portola, Calif. is now using its exclusive EPA Subtitle D compliant landfill closure system - ClosureTurf(R).

The landfill site located in the Sierra Nevada Mountains, recently completed an eight-acre final closure. The site is the second application in the state to use ClosureTurf(R), specifically designed to eliminate soil erosion, reduce post-closure maintenance costs, increase slope integrity and enhance landfill gas (LFG) management.

Throughout the process, Agru and its partner, Watershed Geosynthetics LLC, provided the city council and public with support on implementing the state's approved ClosureTurf(R) system for use as a final cover for the landfill. During the process, questions arose. For example, cost was a concern. While the construction cost of the system was similar to a traditional Subtitle D closure, the City of Portola would actually save on future maintenance costs, while reducing the environmental impact and improving safety and performance.

Officials at the landfill had to address significant challenges including ground water issues and a short construction window. The project was bid in August 2014 and installed in just six weeks that fall. This included the removal of the temporary liner along with subgrade preparation and installation of the entire ClosureTurf(R) system.

Todd Roberts, director of public works for the city said, "Everyone involved with the project was great to work with and we were happy with the installation of the system. Everything is performing as expected."

Tom Valentino, PE, president of TGV Solid Waste, Inc., Portola's solid waste consultant, reported that prior to ClosureTurf(R) becoming available, they had looked at the traditional Subtitle D vegetative cap. However, one of the greatest advantages of ClosureTurf(R) was avoiding long-term maintenance costs.

Ease of installation was also a plus because the city was under tight time constraints to get the project completed.

"Coincidentally, there was a storm the night the project was completed and we got the project done on time," Valentino said. "We chose a tan color that blended with the surroundings. From a short-term stability standpoint and a long-term post closure maintenance cost, the ClosureTurf(R) System was the absolute right decision to make for the Portola landfill."

Additionally, the landfill is located in a seismic zone with potentially high snowfall events. In the event of seismic activity or significant snowfall melt, the soil used in a traditional capping system would present a significant slide hazard. Cal Valley Construction (Fresno, Calif.) was the general contractor and infill installer, along with D&E Construction (Visalia, Calif.) - the approved ClosureTurf(R) installer.
