Nate Morris Endows Fellowship at George Washington University

WASHINGTON, D.C. /ScoopCloud/ -- The Center for the Study of the Presidency and Congress (CSPC) is proud to announce The Nate Morris Fellowship at George Washington University, the third endowed Presidential Fellowship launched in collaboration with Morris, an alumnus of the Presidential Fellows program.

Other Nate Morris Fellowships have been established at the Princeton School of Public and International Affairs and the University of Kentucky's Gatton College of Business and Economics. All three provide leadership development opportunities for students at each institution of higher education.

The Center for the Study of the Presidency and Congress created the Presidential Fellows Program in 1970 to inspire higher education students to become the public servants that would guide our nation's future. The Presidential Fellows program provides top collegiate students with a year-long opportunity to study the U.S. presidency, the public policymaking process, and our president's relationships with Congress, the media, and the American public. Former NATO Ambassador David Abshire created the modern iteration of the center.

Morris was also part of the historic Presidential Online Town Hall with Bill Clinton held on George Washington's campus while he was a student, the first-ever engagement between an American President and the public through the internet.

While a full-time student, Morris worked in the United States House of Representatives and Senate, the United States Department of Labor, and the White House. In addition, he worked on several Federal and State campaigns.

Nate Morris Endows Fellowship at Princeton University

This gift is the second Presidential Fellowship endowed by Mr. Morris, a member of the Board of Trustees of the Center for the Study of the Presidency and Congress, joining the Nate Morris Fellowship at the University of Kentucky's Gatton College of Business and Economics, and creates a new opportunity for graduate students at Princeton.

While a fellow, Morris's fellowship advisor was the former United States Congressman and then faculty member the Honorable James A. Leach ('64) who was the John L. Weinberg/Goldman Sachs and Co. Visiting Professor of Public and International Affairs and served as a member of Princeton's Board of Trustees from 2002 to 2006.

This fellowship will expand the Fellows Program to include a participant from the Princeton School of Public and International Affairs, where Mr. Morris was selected to receive the fellowship at the Center for Study of Presidency and Congress during 2008-2009 academic term. The fellowship is specifically for graduate students at SPIA and the second fellowship for Princeton Students at CSPC which includes The Gerald L. Parsky Fellowship for undergraduate students, created for the former Princeton Trustee (1981 - 1991) and former member of the advisory council of the School of Public and International Affairs, Gerald L. Parsky ('64).

Sales Boomerang releases Q3 2021 Mortgage Market Opportunities Report

Despite marketwide declines in loan volume, Sales Boomerang's report identified several fertile opportunities for mortgage lenders, including a high frequency of borrowers who are well positioned to refinance for a better rate, remove FHA mortgage insurance or tap into home equity.

Methodology

The Mortgage Market Opportunities Report draws on Sales Boomerang system data to identify market opportunities of relevance to today's borrowers and lenders. To generate the report, Sales Boomerang reviewed data from more than 150 residential mortgage lenders that use its borrower intelligence and retention tools to monitor millions of customer and prospect records. Sales Boomerang then calculated the aggregate frequency with which those contact records triggered loan-opportunity, prescriptive-scenario and risk-and-retention alerts during the second and third quarters of 2021.

Key Findings*

Sales Boomerang's loan-opportunity alerts identify the contacts inside a lender's database who are actively shopping for a mortgage loan or who may be able to benefit from a new mortgage loan. Across the sample group, the frequency of each alert type in Q3 2021 was as follows:

* Mortgage Inquiry Alert: 5.27% of monitored contacts (down 10.22% from Q2)

A customer or prospect has shopped with a competitor in the last 24 hours.

* EPO Alert: 2.23% of monitored contacts (down 8.23% from Q2)

A customer or prospect whose loan closed ≤ 6 months ago has shopped with a competitor in the last 24 hours.

* Credit Improvement Alert: 1.32% of monitored contacts (down 40.00% from Q2)

A customer or prospect has improved their FICO score.

* New Listing Alert: 1.04% of monitored contacts (down 24.09% from Q2)

A customer or prospect has listed their home for sale.

* Equity Alert: 8.02% of monitored contacts (down 6.20% from Q2)

A customer or prospect's home equity has increased.

* Rate Alert: 14.75% of monitored contacts (up 10.65% from Q2)

The interest rate of a customer or prospect's existing mortgage is significantly higher than current prevailing rates.

Sales Boomerang's prescriptive-scenario alerts analyze not only whether a consumer could benefit from a given loan type, but also whether or not the consumer is credit-qualified to apply for financing. This additional layer of intelligence makes prescriptive-scenario alerts among the highest-converting available to mortgage lenders today. The frequency of each alert during Q3 2021 was as follows:

* Cash-Out Alert: 4.31% of monitored contacts (up 291.82% from Q2)

A borrower is credit qualified and has built sufficient equity to tap into the cash in their home.

* Rate-and-Term Alert: 3.86% of monitored contacts (up 34.49% from Q2)

A borrower is credit qualified and can benefit from the current interest rates for a refinance.

* Debt Alert: 1.73% of monitored contacts (up 10.19% from Q2)

A borrower is credit qualified and can benefit from paying off other debts with the equity in their home.

* FHA MI Removal Alert: 7.27% of monitored contacts (up 366.03% from Q2)

An FHA borrower has exceeded 20% equity and can remove mortgage insurance (MI).

For a subset of lenders that maintain servicing portfolios, the frequency of risk-and-retention alerts was as follows:

* Risk & Retention Alert: 36.18% of monitored contacts (down 1.23% from Q2)

A customer is engaging in one or more of 15 credit activities that may put their serviced loan at risk

Analysis*

* Many FHA borrowers with mortgage insurance are unaware they have the option to remove their MI once they reach 20% equity. With a 366% quarter-over-quarter increase in FHA MI Removal alerts, lenders have the opportunity to deliver immediate monthly savings to borrowers.

* Although the frequency of Equity alerts fell slightly from Q2 to Q3, nearly one in 12 borrowers saw significant home equity growth over the last quarter. Moreover, the almost 300% quarter-over-quarter increase in Cash-Out alerts shows that borrowers have grown their credit scores alongside their equity, paving the way for more cash-out refinance and HELOC activity in the coming months. The strong performance of equity-based alerts is underscored by key observations from the latest CoreLogic Homeowner Equity Report, which found that the average homeowner gained $51,500 in equity during the past year while U.S. homeowners as a whole have seen their equity increase by a total of nearly $2.9 trillion since the second quarter of 2020.

* As long as interest rates remain low, refi opportunities remain on the table for many borrowers. This opportunity is apparent in the continued quarter-over-quarter growth of the Rate and Rate-and-Term alerts. However, with Mortgage Inquiry and EPO alerts both showing quarter-over-quarter decreases, lenders will need to be proactive in reaching out to potential refi customers, as many eligible customers do not appear to be shopping for rates on their own.

* With market experts long predicting a late 2021 home purchase boom, the 24% quarter-over-quarter decrease in New Listing alerts suggests lenders may need to revise their year-end revenue forecasts.

* Risk & Retention alerts held nearly steady from the second quarter. With more than one in three borrowers exhibiting risky credit behaviors, mortgage servicers should keep a close eye on their portfolios for default risk.

"As industry experts have predicted, we are starting to see the refinance market slow - and the purchase market has not yet picked up the slack," said Sales Boomerang CEO Alex Kutsishin. Individual with Down Syndrome Testifies for Phasing Out Subminimum Wages for Individuals with Disabilities

WASHINGTON, D.C. /ScoopCloud/ -- The National Down Syndrome Society (NDSS), the leading organization for all individuals with Down syndrome, and the Massachusetts Down Syndrome Congress (MDSC), the premier resource for information, advocacy and networking in Massachusetts, applaud the testimony of John Anton at Wednesday's Education & Labor Committee joint subcommittee hearing titled "Phasing Out Subminimum Wages: Supporting the Transition to Competitive Integrated Employment for Workers with Disabilities."

Mr. Anton, who works as MDSC's legislative specialist, has been a vocal advocate on issues concerning the rights of individuals with Down syndrome. His testimony is an important part of efforts by the community to support the passage of the Transformation to Competitive Integrated Employment Act (H.R. 2373) which was introduced by Congressman Bobby Scott (D-VA) and Congresswoman Cathy McMorris Rodgers (R-WA).

At the hearing, Mr. Anton spoke about the vast difference between his work at MDSC and his experience working in a sheltered workshop. While working for subminimum wages, he was bored and asked his boss for more work. He was told no and quit his job on the spot. He went on to work for the Massachusetts State House and intern in Congresswoman McMorris Rodgers' office prior to his role at MDSC.

"It is all about respect and dignity as a citizen for me and not being stigmatized by labels, which belong on jars not people!" said Mr. Anton.

"We are thrilled that John had an opportunity to lend his powerful voice in this important forum," said MDSC Executive Director Maureen Gallagher. "Being paid an unfair wage is, unfortunately, a topic that John knows all too well. But not only has he survived, he has become a leading spokesperson in the movement to ensure that all people with Down syndrome and other disabilities have equal access to employment and other opportunities." Gallagher added that MDSC is also working on programmatic solutions to the disability employment crisis. "Through our Your Next Star employment initiative, MDSC is outreaching directly to employers to open their eyes to the abilities of employees with Down syndrome and help them diversify their workforces," she said.

Section 14(c) of the Fair Labor Standards Act (FLSA) of 1938 allows employers to pay people with disabilities less than the minimum wage (subminimum wage). People with disabilities who are employed under the 14(c) certificates are trained to perform mundane tasks for as little as $0.02 an hour, according to a 2018 report from the National Council on Disability.

"Despite being referred to as training programs, these environments do very little to build capacity or transfer into skills necessary to help people transition into other employment options," said Matteo Lieb, Employment Policy and Program Manager at NDSS. "This practice reinforces the misconception that individuals with disabilities are less productive and creates an artificial barrier to future employment opportunities."

As support builds for wage equity for people with disabilities around the country, NDSS, in partnership with the MDSC and other grassroots advocates, will continue to support phasing out subminimum wage at the federal and state levels.

"Equitable employment is a key legislative priority for NDSS," said President & CEO Kandi Pickard. "We believe every individual deserves the opportunity to work in an inclusive, competitive role where they can acquire meaningful skills and are paid a fair wage. Sales Boomerang releases Q2 2021 Mortgage Market Opportunities Report

According to the report, refinance opportunities continue to dominate the market, but a promising uptick in new listings was also evident in the Q2 data. Methodology

The Mortgage Market Opportunities Report draws on Sales Boomerang system data to identify market opportunities of relevance to today's borrowers and lenders. To generate the report, Sales Boomerang reviewed data from more than 125 residential mortgage lenders that use its borrower intelligence and retention tools to monitor millions of customer and prospect records. Sales Boomerang then calculated the aggregate frequency with which those contact records triggered loan-opportunity and risk-and-retention alerts during the first and second quarters of 2021.

Key Findings*

Across the sample group, the frequency of each alert type in Q2 2021 was as follows:

* Mortgage Inquiry Alert: 5.87% of monitored contacts (down 33.97% from Q1)

A customer or prospect has shopped with a competitor in the last 24 hours.

* EPO Alert: 2.43% of monitored contacts (down 24.30% from Q1)

A customer or prospect whose loan closed ≤ 6 months ago has shopped with a competitor in the last 24 hours.

* Credit Improvement Alert: 2.20% of monitored contacts (up 41.94% from Q1)

A customer or prospect has improved their FICO score.

* New Listing Alert: 1.37% of monitored contacts (up 163.46% from Q1)

A customer or prospect has listed their home for sale.

* Equity Alert: 8.55% of monitored contacts (down 0.70% from Q1)

A customer or prospect's home equity has increased.

* Rate Alert: 13.33% of monitored contacts (up 31.85% from Q1)

The interest rate of a customer or prospect's existing mortgage is significantly higher than current prevailing rates.

For a subset of lenders that maintain servicing portfolios, the frequency of risk-and-retention alerts was as follows:

* Risk & Retention Alert: 36.63% of monitored contacts (down 5.69% from Q1)

A customer is engaging in one or more of 15 credit activities that may put their serviced loan at risk.

* Though New Listing alerts occurred in less than 2% of the sample data set, this alert type also saw the greatest quarter-over-quarter growth (163%). With home listings on the rise, we may be seeing the first signs of the purchase market's long-awaited reawakening.

* Refi opportunities continue to bear fruit; thanks to continued low interest rates, more than 13% of all contacts in the sample data set triggered a Rate alert in Q2, a 32% improvement over the previous quarter. But with Mortgage Inquiry alerts down nearly 34% quarter-over-quarter, lenders may need to proactively reach out to potential refi customers who aren't shopping for rates with the same gusto as they were at the beginning of the year.

* Equity alerts remained steady quarter-over-quarter, triggering for about 1 in 12 contacts (9%) in the sample data set.

* Risk & Retention was the most frequently triggered alert across the sample data set (37%). This result may be partially attributable to the sensitive nature of the Risk & Retention alert, which is triggered by any of 15 consumer behaviors that place a borrower in danger of missing a mortgage payment. The high frequency of this alert also underscores the nation's uneven economic recovery in the wake of the coronavirus pandemic, as more than 9.5 million people remain unemployed and around 2.5 million homeowners are in forbearance plans.

New Writing Program Mobilizes Writers and Therapists to Help Health Care Professionals

WASHINGTON, D.C. /ScoopCloud/ -- New Directions in Writing, an offshoot of the Washington Baltimore Center for Psychoanalysis, announces "The Things They Carry," a series of free writing workshops for health care workers and first responders, designed to help them face the deep trauma of their experiences with the corona virus pandemic. The first workshop will launch on April 13, 2021 and are staffed by therapists and writers from across the country who have come together specifically to help health care workers. They include: Jessica Anya Blau, Sarah Boxer, Kate Daniels, Aimee Molloy, Aria Beth Sloss and Valerie Tripp.

A recent survey of thousands of health workers by the Yale School of Public Health, recently published in the journal PLOS One, found that nearly one quarter of all participants showed signs of PTSD, and almost half had probable alcohol use disorder.

The Things They Carry workshops - http://thingstheycarryproject.org/ - will pair experienced writers with therapists skilled at working with people experiencing PTSD. If the title sounds familiar, that's intentional: it honors Tim O'Brien, the author of "The Things They Carried," a ground-breaking meditation on the Vietnam War, memory, and the redemptive power of storytelling.

The workshops are the brainchild of Kerry L. Malawista, Ph.D., a psychotherapist in private practice in Potomac, Maryland, and McLean, Virginia. Malawista is a co-chair of New Directions, which offers a postgraduate training program for clinicians, academics and writers who want to bring modern psychoanalytic perspectives to their work.

"I see several frontline health care workers in therapy," Malawista said. "From them, I hear about the ghosts of the COVID deaths they carry, the patients they have treated, those who were lost to the virus and those who still haunt them. Like soldiers returning from war, they cannot close their eyes to all they have witnessed - the smells, sights and sounds of people who died while in their care. And sadly, like the soldiers that O'Brien memorialized, the ghosts often pursue them in their dreams.... Along with talk therapy, writing provides an effective pathway to process traumatic memory."

Participants will learn a technique called "writing for resilience," in which writing prompts will be offered to encourage them to explore their COVID experiences, helping them to delve into their meaning. For the present, workshops will be held via Zoom.

Following the writing sessions, participants will have an opportunity to share what they have written, listen to other stories, respond to the group's writings, and explore their meaning in writing and conversation.

"Writing in the company of others has special benefits," Malawista said. "To have one's experiences witnessed and validated by other writers has been shown to relieve isolation and create a sense of solidarity.... Participants will have the opportunity to reflect on the life stories they have heard in the course of their work, as well as on the ways they can keep themselves calm and strong."

SECDEF Urged to Protect Troops from Sexual Assault Through Equity Boards

WASHINGTON, D.C. /ScoopCloud/ -- The Washington D.C., metropolitan-based law firm of Jordan Guydon, LLP, announced today a plan to reduce sexual assault and harassment in the military. "Our plan recommends that Secretary of Defense Austin update 75-year-old architecture," said managing partner Attorney Daryle A. Jordan, a former Army lawyer and veteran of the Gulf War.

Former Army lawyer Colonel Howard G. Cooley, USA (Ret.), recommends Secretary Austin empower Pentagon Boards for Correction of Military Records (BCMRs) to strongly prevent sexual assault and harassment before they occur; and promote fair adjudication of sexual harassment and assault claims by appointing an exponentially expanded pool of qualified civilian adjudicators.

Cooley and Jordan recommend Secretary Austin direct each Pentagon Service Secretary to establish a sub-BCMR entity designated as a BCMR Equity Panel (for Gender, Racial and Cultural Equity) - applying criteria to adjudicate sexual assault; sexual harassment; discrimination based on gender and sexual orientation; discrimination based on race, national origin, ethnicity, culture, and religion; and discrimination based on historical marginalization. Cooley and Jordan propose BCMR Equity Panels protect Servicemembers from sexually-based harassment, stalking, attempted attacks, offensive touching, or other harmful actions and consequences including depression, PTSD, fear, venereal disease, pregnancy, broken bones, retaliation and career damage.

Cooley notes, "Waiting for Servicemembers to be attacked before acting is not an option, as it would be unreasonable for the military to process 'red-tape' when 'vulnerable or marginalized' women and some other Servicemembers are under assault by lascivious superiors and co-workers in a culture of violence."

Cooley continues, "Thus, if a Servicemember is so pressured and the military's bureaucracy is unresponsive, the Service BCMR Equity Panel acts on behalf of the Secretary concerned as a 'safety valve,' upon contact by the victim; and prevents imminent harm such as by changing the records of Servicemembers to reflect reassignment and direct immediate compliance with that order, within 24-hours."

Cooley and Jordan recommend BCMR Equity Panels apply the standards and spirit of relevant laws and policies, including President Biden's Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government (January 20, 2021), and advance equity for all, including and especially the historically underserved and marginalized by or as follows:

* Designation by each Service of a BCMR Panel for Gender, Racial and Cultural Equity Issues (GRACE Panel), consisting of civilian legal, human relations, and other personnel appropriate for such duty, with the responsibility to ensure their decisions promote orderly personnel management.

* Elimination of preordained caps on the number of BCMR Board members, and appointment of globally based qualified members in accordance with the needs of Servicemembers, complexity of cases, and other considerations. The Equity Panel membership should be diverse and include members from the Senior Executive Service (SES). Appointments may be involuntary, temporary, extra-duty, part-time, full-time, voluntary or otherwise, at the direction or approval of the Secretary concerned.

* Designation in each Service of a highly trained BCMR Equity Panel, consisting of a standing civilian body of at least 600 members (200 panels) and reserve civilian body of at least 240 members (80 panels).

* Exercise broad authority to act on behalf of the Service Secretary, including transferring Applicants out of harm's way temporarily or permanently to prevent apparent, threshold, imminent or actual mental, physical or career injury, when it is determined DOD and Service protective procedures are inadequate. The Equity Panel's jurisdiction includes acts pertaining to an Applicant's superiors, colleagues, installation, or off-post sites reasonably related to the military.

* Report incidents to the Office of the Assistant Secretary (Manpower and Reserve Affairs) concerned for any appropriate disposition, consistent with existing laws.

* Consistent with the legislative history of the BCMR Statute, Board members shall personally review case materials, and decide each case through the exercise of independent and fair judgment based on a sound application of the legal, broadest equitable and remedial standards in a timely manner. Board members will not delegate decisional authority, in fact or appearance, to staff. Staff may conduct research, prepare administrative orders or draft Board decisions upon receiving explicit direction in writing from the chair of the panel or Board president or vice president. Staff, however, may not participate in the Board's adjudicational process regarding petitions.

* All commands shall cooperate with BCMR Equity Panels.

* This directive does not impact any Presidential, Congressional, judicial, DOD, Military Department or any other action that modifies/alters or declines to modify/alter case disposition under the UCMJ.

Jordan explains, "In 1945, as 16-million Servicemembers demobilized upon the end of WWII, a public angry over the military's mistreatment of many Servicemembers during the war demanded an immediate remedy from Congress, the sole body correcting military records since 1789." Jordan observes further, "In response, Congress materially changed the military records process to respond to public demands, and avoid potentially large numbers of post-WWII requests for correction of military records from clogging Congress' legislative focus on a possible WWIII with atomic implications and the restoration of the world economy." Thus, Cooley notes, "Congress delegated its authority to correct military records under the constitutional War Powers provision to Service Secretaries through newly established BCMRs, vesting in them more equitable power possessed by the U.S Supreme Court and federal courts, including the amazing ability to change facts in the record upon which to compel legal relief."

Commenting further, Jordan observes, "The touchstone of the BCMR process, however, is civilian employees appointed by their Service Secretaries exercise objective and independent review over personnel decisions by the military." Jordan observes, however, that, "By 1996, management consultant Booz Allen Hamilton's independent study advised DOD and Congress that the ABCMR functioned with a 'lack of independence' and an appearance as a mere 'rubber stamp' of the actual decisions by the staff."

Jordan states, "The ABCMR's failure of independent judgment was confirmed in 2016 by Attorney Sara Dareshori, then Human Rights Watch's Senior Counsel, who stamped the ABCMR with the momentous characterization as a nonresponsive 'graveyard' for marginalized female Servicemembers seeking vindication of their rights regarding sexual assault and retaliatory discharge through a process in which the ABCMR routinely and erroneously rejected their petitions in a mere 4 to 5-minute span without adequate review of the case materials."

Cooley further observes, "In 2018, the Deputy Assistant Secretary of the Army for Review Boards (DASA) informed the Military Personnel Subcommittee of Congress' House Armed Services Committee (HASC) the ABCMR had a history of adjudicating many cases by focusing on eliminating its high case backlog in the thousands [nearly 14,000 at the time] at the expense of doing justice for Servicemembers petitioning for relief." Additionally, the DASA represented the ABCMR would correct its course; however, Cooley and Jordan who "do not question the DASA's good-faith, but question the time it will take to reverse that extensive institutional damage tantamount to the loss of decisional integrity."
