Down Payment Resource releases Q3 2022 Homeownership Program Index

ATLANTA, Ga. /ScoopCloud/ -- Down Payment Resource (DPR), a technology provider helping the housing industry connect homebuyers with homebuyer assistance programs, today announced findings from its latest Homeownership Program Index (HPI). The firm's analysis of 2,309 homebuyer assistance programs in its DOWN PAYMENT RESOURCE® database revealed that the net number of homebuyer assistance programs increased by 1.6% from Q2 to Q3 2022.

This marks the fourth consecutive quarter of growth in homebuyer assistance programs. Increased program availability and funding are especially timely given recent research from Redfin indicating that the median U.S. down payment on a home grew from $32,917 in July 2019 to $62,500 in July 2022.

Methodology

Published quarterly, DPR's HPI surveys the funding status, eligibility rules and benefits of U.S. homebuyer assistance programs administered by state and local housing finance agencies, municipalities, nonprofits and other housing organizations. DPR communicates with over 1,200 program providers throughout the year to track and update the country's wide range of homeownership programs, including down payment and closing cost programs, Mortgage Credit Certificates and affordable first mortgages, in the DOWN PAYMENT RESOURCE® database. Homebuyer assistance programs that waive the first-time homebuyer requirement for veterans and military personnel are tracked as two separate programs to enable reporting on dedicated assistance for military buyers.

Key Findings

The Q3 2022 HPI examined a total of 2,309 homebuyer assistance programs that were active as of October 3, 2022. Key findings are as follows:

* The net number of homebuyer assistance programs continues to grow. The number of programs increased by 36 in Q3 2022, including 16 new statewide programs, seven new municipal programs and several new programs administered by employers or nonprofits. These programs provide assistance in the form of affordable first mortgages, community second mortgages and combined down payment and closing cost support, among other types of homebuyer assistance.

* More programs are receiving funding. More than four out of five (83.9%) programs are currently funded, and the number of actively funded programs grew by 34 in Q3 2022, a 2% increase over the previous quarter.

* Programs offering incentives for educators increased. The number of programs offering unique benefits for educators grew by 16.4% over the past quarter. The 10 new programs added this quarter brings the total number of homebuyer assistance programs for educators to 71 nationwide.

"Home price appreciation and low housing inventory have caused the median down payment to nearly double from this time two years ago," said DPR CEO Rob Chrane. "At the same time, rising interest rates are driving up monthly mortgage payments, making homeownership even more difficult to achieve. Consumers, lenders and real estate agents need to know about the large and growing number of homebuyer assistance programs available nationwide that can make a real difference."

Power of the Ballot Debate Watch Party and Comedy Show Set Off GOTV Mobilization Efforts with Celebrity Talents BPhlat, Erin Jackson and MESHELLE

ATLANTA, Ga. /ScoopCloud/ -- Call it the calm before the midterm election storm. Georgia Black Women's Roundtable (GA BWR) treated staff, volunteers, local and national leaders, and members of the community to a night filled with tasty food, great company, and a lot of laughter when they hosted a Power of the Ballot Debate Watch Party and Comedy Show this past Friday, October 14 at IBEW Local 613. The event kicked off a weekend of organizing as election activists hit the streets to educate and motivate citizens to be among the first to cast a ballot for early voting which begins on Monday, October 17.

"We are beginning this very serious mobilization phase with a fun event because our workers and volunteers have been pounding the pavement for months and we know how hard it will get over the next few weeks to motivate and mobilize frustrated voters," expressed Helen Butler, executive director of Georgia Coalition for the People's Agenda (People's Agenda) and convener of GA BWR.

Butler continues, "We are also fighting voter suppression tactics so we are training more poll workers than usual and, if it's anything like 2021, we may have to deal with angry voters retaliating because they believed there was voter fraud. Black voters understand the power of the ballot and will turn out like they did in 2020 so we want to make sure they can vote. We have a lot of work to do so it was great to relax and enjoy the comediennes."

In addition to Butler, members of GA BWR that organized the event included: Felicia Davis, Clayton County Black Women's Roundtable; Deborah Scott, GA STAND-UP; and Sandra L. Williams, Retail, Wholesale Department Store Union. Melanie L. Campbell, president of the National Coalition on Black Civic Participation's (NCBCP) and convener of BWR, was on hand to bring greetings from the national office.

As part of the organizing weekend the nonpartisan groups traveled through the Atlanta area on a bus wrapped with get-out-the-vote messages about the power of the ballot and urging people to vote. The bus will continue to visit cities in Georgia to mobilize Black voters and let residents know they can get a free ride to the polls by calling the GA Coalition for the People's Agenda hotline at 877-524-8683.

Additional events over the weekend included a tailgating event on Saturday at the NCBCP Thomas W. Dortch, Jr. Institute during Clark Atlanta University's Homecoming, and on Sunday Georgia STAND-UP hosted a brunch and gospel concert at their headquarters in East Point, GA. The organizing weekend was part of NCBCP's seven-state Unity '22 Black Women's Roundtable Power of the Ballot GOTV Comedy Tour and Organizing Weekend.

Comediennes Meshelle "The Indie Mom" of Comedy, Erin Jackson and BPhlat were just a sampling of the special guests who lined up to get out the vote. The comedy show followed the debate between former football player and businessman, Herschel Walker, and Georgia Senator and Pastor of Ebenezer Baptist Church, Senator Raphael Warnock.

National Partners include AARP, SEIU, Neo Philanthropy/State Infrastructure Fund and Kapor Center. Local partners are Black Male Initiative and Atlanta-North Georgia Labor Council.

Down Payment Resource releases Q2 2022 Homeownership Program Index

ATLANTA, Ga. /ScoopCloud/ -- Down Payment Resource (DPR), the nationwide database for U.S. homebuyer assistance programs, today announced findings from its latest Homeownership Program Index (HPI). The firm's analysis of 2,273 homebuyer assistance programs in its DOWN PAYMENT RESOURCE® database revealed that the net number of homebuyer assistance programs increased by 1.6% from Q1 to Q2 2022. This marks the third consecutive quarter the number of homebuyer assistance programs has grown.

Methodology

Published quarterly, DPR's HPI surveys the funding status, eligibility rules and benefits of U.S. homebuyer assistance programs administered by state and local housing finance agencies, municipalities, nonprofits and other housing organizations. DPR communicates with over 1,200 program providers throughout the year to track and update the country's wide range of homeownership programs, including down payment and closing cost programs, Mortgage Credit Certificates and affordable first mortgages, in the DOWN PAYMENT RESOURCE® database.

Key Findings

The Q2 2022 HPI examined a total of 2,273 homebuyer assistance programs that were active as of July 5, 2022. Key findings are as follows:

* The net number of homebuyer assistance programs increased. The number of programs increased by 35 Q2 2022. Among them were five nationwide or multi-state programs and 12 statewide programs. Assistance for first mortgages, combined down payment and closing cost support, community second mortgages and deed restriction programs were also added.

* Support for manufactured homes increased again. For the third consecutive quarter the number of programs that support manufactured home purchases have increased. 625 programs now support manufactured home loans, up from 594 in Q1 2022.

* Programs offering veteran exemptions grew. The number of programs that waive first-time homebuyer requirements for veterans increased from 176 to 184 (4.5%) this quarter.

"Despite a slight increase in the number of inactive and suspended programs, our analysis indicates that opportunities for homebuyer assistance are continuing to grow," said DPR CEO Rob Chrane. "With inflation reaching 40-year highs, aggressive interest rate hikes and limited housing inventory, connecting consumers with financial support for down payment and closing costs is more important than ever. In this especially challenging housing market, program providers are finding creative ways to help qualified homebuyers overcome economic obstacles and achieve the long-term financial benefits of homeownership."

Down Payment Resource analysis finds that 33% of declined mortgage applications are declined for reasons addressable with homebuyer assistance

ATLANTA, Ga. /ScoopCloud/ -- Down Payment Resource (DPR), the nationwide database for U.S. homebuyer assistance programs, today announced findings from an analysis showing that a substantial share of mortgage loan applications are both declined for reasons that can be addressed with homebuyer assistance and eligible for homebuyer assistance programs.

Methodology:

Findings were derived by analyzing HMDA data for tens of thousands of declined purchase mortgage loan applications representing $3.7 billion in volume furnished by mortgage lenders. Loan applications declined for either insufficient cash-to-close or disqualifying debt-to-income (DTI) ratios were categorized as potentially recoverable with homebuyer assistance. Homebuyer assistance eligibility for this group of applications was determined by running loan application data - including location, home price, loan amount, income and homeownership history - through the DOWN PAYMENT RESOURCE® database.

Matching assistance programs were then applied to each loan to determine how applying homebuyer assistance to eligible declined loan files would have impacted loan-to-value (LTV) ratios.

KEY FINDINGS

Key findings are as follows:

* A large share of declined loan files were eligible for homebuyer assistance. 33% of all declined purchase mortgage loan applications were declined for either insufficient cash-to-close or disqualifying DTI ratios and also eligible for homebuyer assistance at the time of declination. The large share of loans potentially recoverable with homebuyer assistance highlights a significant, low-cost opportunity for lenders to increase purchase volume.

* Declined loan applications were typically eligible for multiple programs. On average, declined loan applications were eligible for 10 homebuyer assistance programs, indicating there are often multiple options available to homebuyers financing with homebuyer assistance.


* Many declined loans could have been recovered with homebuyer assistance. Applying homebuyer assistance to eligible declined loan applications would have reduced LTV by an average of 5.85%, making many of the loan applications recoverable. Lowering LTV can open the door to better and more affordable first mortgage scenarios, including conventional (rather than FHA) financing, reduced mortgage insurance costs and better interest rates.

"In light of National Homeownership Month and the state of the housing market, it is important for the mortgage industry to reflect on ways it can improve financing outcomes for homebuyers," said DPR CEO Rob Chrane. "Our analysis definitively shows that homebuyer assistance programs are the most promising pathway to homeownership for a sizable share of the homebuyer population. Yet, homebuyer assistance programs are seldom offered as an option. It is my hope that this information will help lenders better serve their communities by showing that qualified homebuyers who need down payment assistance are not a niche market, but a major market that continues to grow."

Students Complete HBCU Green Fund’s Fellowship – Primed for Growing Opportunities in Clean Energy

ATLANTA, Ga. /ScoopCloud/ -- After successfully completing a rigorous fellowship that exposes students to opportunities in clean energy and sustainability, Serena Echols was awarded an internship assisting a community in Florida that was exposed to contaminated groundwater. One of twelve students selected by the HBCU Green Fund to participate in their inaugural Atlanta University Center (AUC) Fellows Program, Echols will document the experiences of the residents and seek resources for long overdue environmental justice.

A partnership between the HBCU Green Fund and the Russell Innovation Center for Entrepreneurs (RICE), the AUC Fellows Program connects students at Spelman College, Clark Atlanta University and Morehouse College with entrepreneurs and professionals that provided training, mentoring and internships in energy and STEM industries. A grant to RICE from the U.S. Department of Energy provides resources for the program.

"The inaugural AUC fellowship was a huge success," said Illai Kenney, national program director, HBCU Green Fund. "Whether you look at the increase in catastrophic climate events or the impacts of oil on the global economy, the critical need for a swift transition to clean energy is clear. This program will help expand the pipeline of skilled professionals required to achieve energy independence. The students were introduced to various energy careers and gained hands-on training in renewable energy technologies. They conducted energy audits of buildings in Atlanta, received instruction on electric vehicle charging stations, and learned to mount solar panels. The program emphasized information on starting an energy-related business and identifying business opportunities. The fellows also attended the annual BIPOC Climate Justice Dialogue, a discussion between climate justice scholars, organizers, academics, and government officials about opportunities in President Biden's Justice40 Initiative.

"It was very helpful to be able to question someone who works in sustainability daily and has created a profitable business in the area," adds Echols, an environmental science major headed into her senior year at Spelman College. "I am excited about the internship the HBCU Green Fund helped me secure at the University of South Florida where I will explore the cultural construction of risk in a peri-urban African American community whose groundwater was contaminated by chlorinated solvents from the former American Beryllium Corporation site."

The AUC Fellows were trained by successful Black entrepreneurs and executives who work in the energy sector; many of them are also HBCU graduates. Dr. Anthony Kinslow, CEO of Gemini Energy Solutions; Sheryl E. Ponds CEO of Dai Technologies; Gilbert Campbell, CEO of Volt Energy Utility LL; Kristal Hansley, CEO We Solar Energy; and the WDC Solar team provided instruction. Helen Butler, GCPA Executive Director, Statement On Election Integrity In Georgia Primary

ATLANTA, Ga. /ScoopCloud/ -- Helen Butler, executive director of the Georgia Coalition for the People's Agenda (GCPA), issued the following statement about election integrity during the Georgia Primary on May 24, 2022:

"We are still assessing the impact of the numerous problems Georgia voters reported across the state, and will provide a formal briefing in the near future. Today, based on reports from coordinators and coalition members across the state, we can say that several locations opened late, machines were broken, and we had reports of voters receiving error messages. A few precincts, including Savannah High, reported that machines were not operating for the first few hours and they didn't provide provisional ballots until after 9 a.m.

"We received several complaints about voters who got the incorrect voting precinct on MVP. Once voters found out they received erroneous precinct information, rather than have a system to accommodate those voters, some voters were sent to another wrong polling place. The mix-up appears to be related to an inadequate amount of time to provide voters with correct precinct information between the acceptance of redistricting maps and the date of the primaries. Elections officials anticipated this problem and requested to change the date of the primaries, however, the Georgia legislature decided not to reschedule.

"Details matter. To protect the integrity of the election we must give election officials and staff enough time to disseminate correct information. The only way for every eligible voter to cast a ballot that counts is for them to receive accurate information from their board of elections. Voters have jobs, families and other responsibilities and should not have to travel from precinct to precinct in search of a place to vote. Instead of focusing on ways to make voting harder, our legislature and elected officials should make voting easier and ensure that we have fail-safe backup systems for people who are provided inaccurate information by the board of elections.

"Another issue we encountered was people who changed their names on their drivers license but the name wasn't automatically updated in the system. One person that had this issue went home to get their passport but with the strict ID requirements, some voters don't have an alternate acceptable form of ID and others don't have time or transportation to go home for more ID. We must make sure that the automatic voter registration system is automatic.

"Clearly, as we progress to the General Election, Georgia officials need to spend less time thinking of ways to restrict voting and more time focused on protecting the integrity of our elections by providing reliable information to voters, maintaining working voting machines, opening all precincts on time, and improving systems to ensure that democracy works for all voters."

Methodology

Published quarterly, DPR's HPI surveys the funding status, eligibility rules and benefits of U.S. homebuyer assistance programs administered by state and local housing finance agencies, municipalities, nonprofits and other housing organizations. DPR communicates with over 1,200 program administrators throughout the year to track and update the country's wide range of homeownership programs, including down payment and closing cost programs, Mortgage Credit Certificates and affordable first mortgages, in the DOWN PAYMENT RESOURCE® database.

Key Findings

The Q1 2022 HPI examined a total of 2,238 homebuyer assistance programs that were active as of April 6, 2022. Key findings are as follows.

* Marked increase in number of programs introduced. Programs introduced in Q1 2022 include two first mortgage programs, two combined funding programs, 10 grants and 32 second mortgage programs. This marks a 2.1% increase in the number of homebuyer programs available compared to Q4 2021.

* Largest gains in nonprofit programs. There was a 5.7% increase in nonprofit-sponsored programs introduced in Q1 2022. Additionally, there was a 2.3% increase in programs supporting home purchases in defined locales and a 1.3% increase in statewide programs.

* Support for manufactured housing continues to increase. 31 additional homebuyer programs opened eligibility to manufactured housing in Q4 2021. Now 28.8% of all homebuyer assistance programs support the purchase of manufactured homes.

* More than one third of programs do not have a first-time home buyer requirement. It is a common misconception that homebuyer assistance is only available to first-time homebuyers, however 38% of homebuyer assistance programs in Q1 2022 did not have a first time homebuyer requirement.

"Both the number of homebuyer assistance programs and the volume of available funding increased in Q1 2022, a trend we have observed for several consecutive quarters," said DPR CEO Rob Chrane. "With affordability on the decline in 79% of U.S. counties and the availability of homebuying assistance on the rise, homebuyers need real estate agents and mortgage lenders to connect them with programs that make homeownership more affordable."

RICE Grant Enables HBCU Green Fund to Expand STEM & Energy Training, Mentorship, and Internship Opportunities for Atlanta University Center Students

After completing Energy Audit training, the fellows will contribute to an investment-grade audit on the campuses of Morehouse College, Spelman College, and Clark Atlanta University. Several AUC Energy Fellows will participate in the U.S. Department of Energy Solar Decathlon, a collegiate competition where teams of students compete to design and build sustainable solar-powered house.

Given the surge in voting restrictions across the country as well as the attempts to limit access to Black History, it's critically important to learn about the sacrifice and success of Fannie Lou Hamer, the daughter of a sharecropper."

The audience is in for a treat as Aimbaye couples her exceptional storytelling abilities with her mellifluous voice and commanding stage presence to take the audience on an incredible journey as Fannie Lou Hamer returns from heaven on a mission to invoke a sense of purpose and responsibility. Through intimate conversation and twelve emotionally moving songs Aimbaye gives a witty and personal account of Fannie Lou Hamer growing up as the youngest of 20 siblings in the 1920s on a Mississippi sharecropping plantation and the struggles she encountered fighting for the right to vote.

"Black History is American History and we have a duty to make sure our children and grandchildren know our struggle," adds Djehuty Se Hotep, producer of "The Fannie Lou Hamer Story." He adds, "Mzuri created this play after being moved by footage of Hamer's truthful account of voter registration suppression and brutal jail-house beatings. Mzuri knew that she needed to find a way to give an oral rendition of Hamer's testimony that would create the same emotion, authority, and call to action to vote that Hamer did."

Down Payment Resource releases Q4 2021 Homeownership Program Index

The firm's analysis of 2,192 homebuyer assistance programs in its DOWN PAYMENT RESOURCE® database showed measurable quarter-over-quarter gains in program funding levels and an increased prevalence of programs aimed at assisting community heroes.

Methodology

Published quarterly, DPR's HPI surveys the funding status, eligibility rules and benefits of U.S. homebuyer assistance programs administered by state and local housing finance agencies, municipalities, nonprofits and other housing organizations. DPR communicates with over 1,200 program administrators throughout the year to track and update the country's wide range of homeownership programs, including down payment and closing cost programs, Mortgage Credit Certificates and affordable first mortgages, in the DOWN PAYMENT RESOURCE® database.

Key Findings

The Q4 2021 HPI examined a total of 2,192 homebuyer assistance programs that were active as of January 6, 2022. Key findings are as follows.

* Funding levels are on the rise. 84% of programs had funds available for eligible homebuyers. That level of funding reflects a nearly 2% increase from Q3 2021.

* More programs now target community heroes. Nearly 9% of all homebuyer assistance programs available in Q4 benefit teachers, first responders, law enforcement officers, firefighters, healthcare workers and other providers of critical community services. Another 11% of programs offer benefits for veterans, members of the military and surviving spouses.

* Three out of four programs (73%) focus on helping homebuyers with down payments and/or closing costs. This figure includes repayable, partially forgivable and fully forgivable programs. Other major categories of assistance include affordable first mortgage programs (11%), Mortgage Credit Certificates (5%), matched savings programs and Housing Choice Vouchers.

* Assistance is available for repeat homebuyers and landlords. Approximately 38% of programs do not have a first-time homebuyer requirement. In addition, 27% of programs allow buyers to purchase a multi-family property as long as the buyer occupies one of the units.

* Availability varies by location. Three out of four (74%) programs are targeted to properties in specific locales such as cities, counties or neighborhoods, with the balance of programs available statewide through state housing finance agencies. The states with the most homebuyer assistance programs are California, Florida and Texas.

* Support for manufactured housing is increasing. While homebuyer assistance programs have historically favored site-built homes, as of Q4, 28% of programs allow manufactured housing as an eligible property type, up nearly 2% from the previous quarter.

"First responders, military, educators and other community service roles have been front and center for their extraordinary pandemic contributions," said DPR CEO Rob Chrane. "Many locales - especially in higher-cost markets - are determined to find creative ways to recruit and retain these workers, including by helping them make homeownership more affordable."
