Bonneville GOP Legislative District sends nominees to replace Senate Majority Leader Bart Davis to Governor C.L. Butch Otter

Southern Iowa Mayor Issues Life-Changing Challenge to His Community

A run across the entire state of Iowa certainly takes serious commitment, but, true leadership also takes commitment - and Mayor Kedley understands that. These days, it's not just the duties as Mayor, coach, educator, and new father that Kedley focuses on, but how to harness the success of his own personal evolution from overweight teenager to a healthy, passionate leader of a growing community that finds itself in desperate need of its own health and wellness guidance.

Osceola, Iowa is a sleepy manufacturing city in the heart of south central Iowa. The people work hard and, as Mayor, Kedley wants to see their hard work pay off. In 2016, Clarke County Iowa, of which Osceola is the county seat, was ranked 98th out of all 99 counties in Iowa for health and wellness. This news, received shortly after his election, shook Mayor Kedley to the core -- literally.

"Growing up as an overweight kid in Iowa, I know the struggles families face when it comes to the availability of health and wellness options," Kedley stated. "If it weren't for the local Rec Center where I grew up, who knows where my life would be today."

Tipping the scales at over 300 pounds by age 17, young Thomas Kedley had to cut weight to wrestle as a heavyweight in high school. His blood pressure was equal to that of people twice his age and his knowledge of nutritional values was based on what he received through subsidized school lunches and quick meals at home.

Once Thomas had a public facility to go to on a regular basis, and through the support and education from around his community, he started his path to wellness. While it didn't happen overnight, Mayor Kedley now works daily on his health and, at almost half his heaviest weight, considers his life saved and the best it has ever been.

Elected in 2015, one of the first items Mayor Kedley had on his agenda was the development of a new Recreation Center for the City of Osceola. Currently without public fitness facilities, the community is forced to share time and space with the middle school, the high school and their sports teams. This, for a growing community, has become quite a challenge and consequently a detriment to the school's aging facilities.

"I understand the challenges working families face when it comes to being healthy," said Kedley. "Not everyone is able to join a club, hire a personal trainer, or participate in organized sports. That's why we need to provide low-cost, year-round public access to the building blocks of good health and an improved quality of life."

Moving quickly on his plan, Kedley, his wife Becca and other leaders in the community established Operation Recreation, a non-profit dedicated to raising funds needed to build a recreation center capable of supporting the thriving community. It's the team's goal to have funding enough to break ground and start development as soon as 2018 with council approval.

"That's where the challenge developed," said Kedley. "To get shovels in the ground on a timeline this community needs, my goal is for Operation Recreation to raise over $250,000 by the end of the summer. If we can do it, I'll run the entire state of Iowa, from the Minnesota border to the Missouri border, to show my gratitude."

While Kedley knows he can count on the dedication to the Rec Center from his friends and family, his associates, and those throughout the community, his hope is also to raise awareness for health and wellness across the state of Iowa. From townships to cities around the state, Kedley knows the challenge rural Iowa faces keeping health and wellness as a priority mindset.

City of Sacramento Deploys its First Small Cell Site, Working with 5 BARS

Tenaja Environmental Concerns Association Requests County Stop Issuing Kennel Permits

MURIETTA, Calif. /ScoopCloud/ -- The Tenaja Environmental Concerns Association (TECA) is requesting a call to action from Riverside County public officials to stop issuing kennel permits in Residential and Equine neighborhoods. It says that the existing ordinance needs to be updated to address specific property rights of surrounding residents and to introduce additional conditions to safeguard them from the negative impact these kennels present to these communities.

"When Ordinance 630 was first written, there were more open spaces than there are today. Now, those same spaces are home to residential and equine neighborhoods and while the area has changed, the ordinance has not," Scott Becker, resident and active member of the Tenaja Environmental Concerns Association, says.

As a result, TECA members are asking the county to implement additional conditions before issuing new kennel permits.

"Many counties and cities throughout the U.S. provide for stringent restrictions such as distance and zoning requirements before a kennel permit is approved," Becker says. "Issuing kennel permits in pre-existing residential communities is unfair and unjust to residents and surrounding property owners."

According to TECA members, kennels create the likely potential for a noise nuisance, undue stress and possible health concerns. They significantly decrease surrounding property values and pose a danger to children, domestic pets and horses. These residents also feel that kennels do not belong in the sensitive Santa Rosa Plateau area as the noise, feces and introduction of too many dogs disrupts the natural environment and wildlife.

"We're asking the county to recognize the rights of its citizens and to protect sensitive ecological areas. The current and very antiquated ordinance needs to be amended to provide more protection to the residents of Riverside County," Becker says. "Other surrounding areas such as the City of Riverside, Kern County and San Bernardino County have already updated their ordinance to recognize and define kennels as a commercial use, which would be a prohibited use in residential areas.

Culver City, California Becomes a Sanctuary City

CULVER CITY, Calif. /ScoopCloud/ -- At its March 27, 2017 meeting, the City Council of the City of Culver City adopted a Resolution to declare itself a sanctuary city. According to the Resolution, "The City of Culver City is a sanctuary city for all of its residents, and the City stands in solidarity with other sanctuary jurisdictions. The adoption of this Resolution is the latest in a recent string of actions by the City, the Culver City Police Department, and the Culver City Unified School District to support human and civil rights, such as:

1) The City Council's 2016 Legislative and Policy Platform, which "commits to pursuing a policy agenda that affirms civil and human rights";

2) the City's October 12, 2016 Resolution 2016 R-099 condemning violence and hate speech;

3) the Culver City Unified School District's November 22, 2016 declaration that every school campus is "a safe zone";

4) multiple statements from Culver City Police Chief Scott Bixby expressing the Department's commitment to protecting the rights of all persons, regardless of immigration status; and

5) the City Council's February 27, 2017 Resolution 2017-R014 supporting state Senate Bill 54 (SB 54), also known as the California Values Act.

"This is not a decision the City Council came to lightly, and it is always helpful when the community expresses their opinions on an issue," said Mayor Clarke. "Even though Culver City has not historically participated in the enforcement of immigration laws, it is important to cement our promise to protect the public's safety as well as the rights of all of our City residents, regardless of their immigration status."

The City of Culver City joins a growing number of cities in declaring itself a sanctuary city. According to the adopted resolution, Culver City will continue to "act in a manner consistent with the American Civil Liberties Union (ACLU) 9 Model State and Local Law Enforcement Policies and Rules."

Some of the City's current practices include not voluntarily releasing personal identifiable information to Federal immigration authorities and requiring judicial warrants before detaining any individuals at the request of Federal immigration authorities. At its March 27, 2017 meeting, the City Council of the City of Culver City adopted a Resolution to declare itself a sanctuary city. According to the Resolution, "The City of Culver City is a sanctuary city for all of its residents, and the City stands in solidarity with other sanctuary jurisdictions."

Housing Advocates and Los Angeles Residents Call on Los Angeles City Council to Limit Short-Term Rentals in LA

LOS ANGELES, Calif. /ScoopCloud/ -- A growing alliance of affordable housing advocates, local neighborhood renters and homeowners, hotel employees and hotel representatives gathered today in front of Los Angeles City Hall to call on City officials to adopt smart regulations for short-term rentals, according to Keep Neighborhoods First.

Participants urged the City Council to adopt a low limit on the number of days per year a host could rent a unit short-term.

"Regulations must include a cap on the total number of days hosts are permitted to rent short-term. This cap must be low enough as to not economically incentivize landlords to rent short-term instead of long-term," explained Becky Dennison, Executive Director of Venice Community Housing Corporation. "The current draft has a cap that is much too high. We believe the right number is 60 days per year - and other cities agree."

Dennison mentioned caps in Santa Monica and Amsterdam of 60 days; as well as 90-day caps recently implemented in San Francisco, New Orleans and London. Palm Springs enacted a cap of 32 days. The draft ordinance currently being considered in Los Angeles includes a cap of 180 days, or six months out of the year.

The group also expressed strong support for banning any type of short-term rentals in rent-stabilized (RSO) units, arguing that allowing RSO units to be rented short-term will result in significantly more risk for some of our most vulnerable renters than any possible benefit.

"As a longtime tenants' rights advocate, I can assure you that short-term rental practices has literally put a target on the back of every renter living in RSO housing. Tenants are being evicted and units are being converted to short-term because landlords make MUCH more money renting short-term," said Larry Gross, Executive Director of Coalition For Economic Survival. "We can no longer allow short-term rental companies to continue to operate practically unchecked. Their practices of taking critically needed affordable rent control units off the market is making our already dire housing situation worse."

Also on hand were hotel representatives that called on the City to enact regulations built on sound politics, not false budgetary needs. Specifically, the California Hotel and Lodging Association quoted a recent report related to the downfall of cities accepting voluntary taxes from Airbnb and other short-term rental platforms. The voluntary agreements are being questioned all over the nation.

"We're adding the voice of the state's hotel industry to the Los Angeles community asking for a city ordinance that ensures a level playing field for those of us in the hotel industry and full transparency from all short-term rental platforms," said Lynn Mohrfeld, President & CEO California Hotel & Lodging Association.

The City Council is expected to take up the current draft ordinance in coming weeks, beginning with the Planning and Land Use Committee (PLUM).
