The Mandolin's primary purpose is to boost the local economy and offer resources that will aid in generating greater retention of recent University of North Alabama graduates, said CEO James Bobo.

The development is proposed to occupy the space between Tennessee Street, East Mobile Street, Walnut Street, and North Wood Avenue, across from Turbo Coffee and McDaniel Window and Door.

This much-needed resource for the Shoals area cannot happen without the public's help, though. "In order to attract, develop, and retain the jobs we need for our future, we need the types of developments that will attract and retain talented people," Bobo said. "We have to start thinking proactively as opposed to reactively."

Choyce Peterson Publishes Year-End 2020 Lower Fairfield County Office Space Availability Poster

This report shows otherwise as there was only a 2.0 percentage point increase in total availability, from 27.8% at Year-End 2019 to 29.8% at Year-End 2020.

The full-size poster depicts silhouettes of 96 buildings with a total inventory of 18.2 million square feet and tracks changes in office space availability from Year-End 2019 to Year-End 2020 in larger, primarily multi-tenanted Class A office buildings in Stamford, Norwalk, Greenwich, and Westport. The unique study illustrates the absorption and give back of direct and sublease space, as well as overall availability statistics.

The following refers to the poster's "availability rate" at Year End 2019 vs. Year End 2020 in each market surveyed:

* STAMFORD increased from 30.2 to 34.1%. Of the 31 buildings surveyed, 16 experienced a decrease in available square footage, 12 had an increase and 3 were unchanged. Three buildings added a staggering 570,000 square feet of available space: 1 Harbor Point Square (sublease space), 201 Tresser Blvd (Purdue Pharma building) and 301 Tresser Blvd (direct space).

* NORWALK increased from 32.5% to 34.6%. Of the 20 buildings surveyed, 6 experienced a decrease in available square footage, 8 had an increase and 6 were unchanged. 200 Connecticut Avenue and 535 Connecticut Avenue added the most space (94,222 square feet).

* GREENWICH decreased from 18.1% to 16.1%. Of the 25 buildings surveyed, 11 experienced a decrease in available square footage, 6 had an increase and 8 were unchanged. 1 American Lane and 100 West Putnam Avenue combined, decreased their availability by 46,003 square feet.

* WESTPORT, the strongest of the four markets, decreased from 15.9% to 12.6%. Of the 20 buildings surveyed, 6 experienced a decrease in available square footage, 4 had an increase and 10 were unchanged. 55 Post Road West, 276 Post Road West and 285 Riverside Avenue combined, decreased their availability by 41,516 square feet.

"I'm sure this report will perplex many people," stated John P. Hannigan, a principal at Choyce Peterson. Hannigan continued, "I've had numerous conversations with area executives and read many reports about the demise of office space. To date, our regional market has weathered the storm of COVID-19. In fact, two of the four markets surveyed, Greenwich and Westport, have seen a decrease in availability rates. Greenwich benefited from NYC based companies leasing space, while Westport's absorption was mainly comprised of companies relocating within Fairfield County."

He added, "With an increase in available space in Stamford and Norwalk, landlords in these markets are now more flexible with financial and business terms when negotiating leases. In fact, in the second half of 2020 we obtained significantly favorable results for our clients including rental rates below the ask and a substantial amount of free rent, with landlords funding and providing a new office buildout based on a tenant's specifications."

Adam Cognetta, vice president at Choyce Peterson noted, "While there has been and remains a heavy focus on strong residential market dynamics, commercial office market activity was frozen for most of 2020 and since late fall has been thawing out. We expect the uptick in activity to continue through 2021, partially offset by the longer-term implications of work-from-home flexibility and post-pandemic workplace planning. As leases expire, executives will be focused on evaluating appropriate sizing and lease terms among other key considerations."

Iowa Manufactured Homes Stand Up to ‘Inland Hurricane’

DES MOINES, Iowa /ScoopCloud/ -- One thing Iowans are familiar with is wild weather, says the Iowa Manufactured Homes Association (IMHA). Positioned in the heart of the Midwest, Iowa's weather ranges from extreme cold and snow to temperatures in the triple digits. And let's not forget tornadoes. Iowans see virtually everything mother nature can throw, but on August 10, 2020, the state was in for a record-setting weather incident.

What has been compared to an "Inland Hurricane," a ferocious storm called a derecho swept across the state with winds equal to a Category 2 hurricane, taking down 100-year-old oak trees, stripping homes of roofs, destroying business complexes and more. But through it all, Iowa's manufactured homes, generally perceived an easy target for wind and storm damage, stood up to the derecho.

"We're blessed to say the least," said Troy Hames, General Manager and VP of Sales for Hames Homes. "But, honestly, we're not surprised."

Cedar Rapids, Iowa, where Hames manages three manufactured home developments totaling over 900 units, seemed to suffer the worst from Iowa's derecho. Striking an area with a population of just over 130,000, the damage was overwhelming. Businesses saw structural damage to buildings and signage. Parks and rural areas lost up to 80% of their trees, and thousands of acres of crops will need to be plowed under. Residential areas seemed to fare the worst. Over a month later, many residents are still cleaning up fallen trees and thrown debris. But Hames' communities, along with other manufactured home communities throughout the state, saw comparatively little damage.

While common perceptions of manufactured homes would lead one to think hurricane force winds would be catastrophic, reality and the recent derecho proved otherwise. Out of Hames' 900+ units, only three (3) were damaged beyond repair. That's less than 0.5% destruction. Most units, like the surrounding residential areas on the Southwest side of the city, saw shingles and siding damage. Some external buildings like garages or sheds saw worse, but the homes themselves were safe and secure. Why?

More than old school "Mobile homes," today's manufactured homes are subject to strict Federal HUD (Housing and Urban Development) construction guidelines. Based on HUD Code 3280 and 3285(2), "All ... manufactured homes built in the U.S. after June 15, 1976 must contain a certification label (commonly referred to as a HUD Tag) on the home. The label is the manufacturer's certification that the home section is built in accordance with HUD's Manufactured Home Construction and Safety Standards."

As it relates to the Midwest Derecho and why the manufactured homes in Iowa fared so well: section 3280.306 (a) on windstorm protection, states, "Each manufactured home shall have provisions for support/anchoring or foundation systems that, when properly designed and installed, will resist overturning and lateral movement (sliding) of the manufactured home as imposed by the respective design loads."

"This is where we have an advantage over homes built on foundations or even over basements," said Hames. "HUD requires manufactured homes to have another level of structural integrity - being anchored with galvanized steel straps, at a minimum of four feet into the ground at multiple places on each home."

Where other construction throughout the area saw devastating damage ranging from missing roofs to complete upper levels destroyed by the derecho, the manufactured homes anchored through their walls and floor joists into the earth saw little impact from winds that reached up to 140 miles per hour and lasted over 20 minutes.

According to a Cedar Rapids Gazette article from August 18, 2020, Lon Pluckhahn, City Manager of Cedar Rapids suburb Marion, Iowa said, "Ninety to 95 percent of all properties in the city sustained some degree of damage."

As Hames drove through his Summit View development in the southwest corner of Cedar Rapids, he saw the manufactured home community come together to help clean up the damage that did happen. Weeks after the storm, debris from the storm had all but disappeared from the streets of the community, but some units were still waiting on insurance and contractors to finish up minor repair projects.

"These are good, hard-working people," said Hames. "From first time homebuyers to retirees, we get to see every aspect of the community."

Chad and Laura Curl, who have been residents in the Summit View development for over 14 years, stopped Troy to give updates on the recovery process for their unit. The Curls property sustained minor roofing damage and cracked siding on the exterior of the home, but nothing more from the derecho. Directly across the street from the development stood a twisted heap of metal girders and splintered wood from a manufacturing plant that didn't survive the storm.

"Mobile homes have gotten a negative stigma over the years," said Laura Curl about their development. "Well, I rode a CAT3 hurricane out in mine, and it's still here," she continued with a wave of her hand.

The Curls were quick to point out that throughout their manufactured home community, it wasn't the actual structures that received the brunt of the storm damage, but the ancillary construction - decks, garages, car ports not included in the original structure - that were impacted most.

"We can deal with a little cracked siding," said Chad Curl. "It's good to know we have a strong home in a strong community."

While storms throughout the Midwest come with a litany of risks, the perception that manufactured homes are high risk investments because of these storms just doesn't hold true. With some models starting as low as the $30,000 range, first-time homebuyers have the advantage of "lower-than-renting" entry points. Others, like empty-nesters or retirees, find many more modern designs with over 2400 square feet of living space, granite countertops, hardwood flooring, all appliances and more.

"These aren't your grandfather's mobile homes," said Hames. "A manufactured home is as safe and secure as most of the houses in the neighborhoods surrounding us, but ours come with community services like snow removal and storm shelters and much less upkeep."

Executives Call for Congressional Action to Prevent Homelessness

WASHINGTON, D.C. /ScoopCloud/ -- Faith Schwartz, President, Housing Finance Strategies, Washington, D.C. and Lee Raagas, CEO, Skid Row Housing Trust, Los Angeles, Calif., issue statement on housing crisis:

With the Congress' inability to come together to pass a COVID-4 relief package, we and those that we collaborate and represent rise to give voice to what we see as an upcoming wrecking ball coming to a community and neighborhood near you. That significant impact is homelessness.

This is not a new challenge; it is one that has been on the radar for multiple years in multiple industries that have been advocating housing as a human right. This challenge spans all "housing" whether it is mortgage and homeowners to market rate renters all the way through affordable housing spectrums. A challenge we posit should have been addressed in the same manner the CARES Act addressed mortgage forbearance.

For homeowners impacted by COVID-19, Congress provided unlimited relief. Troubled mortgagors simply had to raise their hand, attest to a COVID-19 impact, and their federally-backed mortgage servicer was on the hook for mortgage payment relief for up to a year.

We applauded and supported this action for homeowners because it facilitated a process and safety net to ensure that homeowners did not lose their home and "housing." Even as the CARES Act was rolled out to a questioning mortgage industry, we saw the need as urgent and imperative and that mortgage companies needed to take swift action. In record time, mortgage servicers met the challenge and performed in a fastidious manner taking the worry and risk off of homeowners battling COVID-19.

And while we applaud the Centers for Disease Control action last month to halt evictions through year-end, we see this step as a half-measure. Yes, it postpones near-term evictions, but it provides no funding mechanism to support multi-family property owners or owners of rental properties - only the Congress can authorize such payment. This demographic and "housing" group represents a significant amount of our citizens and more importantly, represents those that are struggling due to COVID-19 financial, economic and health impacts.

We are learning with each new unemployment report that the coronavirus is hitting the service sector, retail and food and beverage industries harder than white-collar jobs. The contrast is even more significant when you compare high tech no collar jobs to those lower-income jobs and impacted employees who often pool a higher percentage of income to afford rental payments.

As housing professionals - one from the public policy side, and one from the development side - we implore the Congress to prioritize what we see a looming eviction risk driven by COVID-19 job loss.

The protections afforded to homeowners in the CARES Act must now be allocated to renters, in like size and fashion, especially as we witness the disproportionate job loss in sectors ravaged by COVID-19 week after week after week. That impact has disproportionately affected brown and black individuals and families.

Therefore we join together with 31 national organizations, including the Mortgage Bankers Association and the National Alliance to End Homelessness in their August 21, 2020 letter to Congress; and we support their call for action including their statement:

"Failure to act will put tens of millions of renters at risk of being evicted, undermine the stability of our rental housing system, and needlessly prolong our nation's ability to fully recover from the economic damage that has been wrought by this pandemic."

We understand election year politics is contributing to the impasse surrounding the COVID-4 legislative funding package, yet we implore Members to reach across the aisle and fund federal relief for COVID-19 impacted renters. And while we acknowledge and appreciate the recent action by FHFA and HUD to extend eviction moratoriums, more must be done by the Congress through appropriation to address specific COVID-19 measures that afford rental relief.

With specific expertise in permanent supportive housing for homeless individuals and families, our street level view is that we are on the brink of a health crisis becoming a rental crisis leading to a surge in homelessness. Our vantage point at Skid Row Housing Trust leverages three decades of real estate development and more than 20,000 formerly homeless housed. The cliché of 'drinking from a firehose' is a daily reality for those of us serving growing homeless numbers compounded by a pandemic.

Data and experience from that organization and vantage point is key because it provides a threefold benefit; 1) a data driven verification of what is being communicated today, 2) an opportunity to look back and see what could have been modified to avoid current circumstances and 3) an opportunity to look forward to forecast what could happen if we do not take this combined crisis of how health meets housing seriously and expeditiously.

Fortunately, Skid Row Housing Trust has innovated development models that are replicable across the country, but time is not on our side. Skid Row's pipeline of development projects is like many other real estate businesses where five-year plans and strategic initiatives create a nexus of housing units delivered. Yesterday, as a nation, homeless providers were strapped by funding, resources and demand. Today, those needs are stretched beyond what we could have quantified just months ago. And the trend line is worsening.

It is our goal to avoid the trauma of a national housing crisis. Housing Finance Strategies knows all too well we have too many lessons learned from the 2008-2009 housing crisis not to see this one coming.
