Study: Housing Workforce Shortage Is Barrier to Affordability

However, new research released today by Smart Cities Prevail shows the industry has failed to make the investments necessary to compete for the more than 200,000 new workers necessary to meet this ambitious goal.

"The data shows residential construction work is more dangerous, economically risky, and lower paying than most other jobs in our economy," said study author Scott Littlehale. "When you consider these dynamics alongside the industry's aging workforce, its failure to institutionalize investments in apprenticeship training, and a shrinking supply of young workers and immigrants, it is clear why the housing sector is struggling to attract the new workers it needs."

While construction jobs require longer commutes, more flexibility in work hours, and far higher risk of workplace injury and death than other jobs, Littlehale found residential construction workers earn 24 percent less per year than all other jobs on average, and less than half have health insurance coverage through their employer. Wage theft in the industry has grown by 400 percent since 1972. When adjusted for cost of living, California's median construction wage ranks 46th in the United States.

Compounding the problem, Littlehale found, is that the labor pool on which residential construction firms have relied since the 1980s is shrinking. California's stock of young male workers without a college degree has fallen since 2005, and its supply of non-naturalized immigrants has decreased by almost 350,000 between 2005 and 2016.

"Because of its decades-long reliance on a lower-wage, lower skilled workforce, California's housing construction industry finds itself ill-equipped to compete in today's labor market," Littlehale added. "Considering the inherent physical dangers and economic volatility, the work simply does not pay enough to lure workers away from other states or other industries."

While construction requires substantially more pre-employment training than most other jobs, Littlehale notes the residential construction industry has largely avoided institutionalized investments in apprenticeship. The few programs that are offered are managed only by employers and funded on a "voluntary" basis-and produce 90 percent fewer workers than "joint labor-management" programs financed through collective bargaining agreements and prevailing wage laws.

"Housing contractors have no real incentive to invest in training programs that would attach a more stable supply of skilled labor to the industry unless their competitors are doing it too," Littlehale said. "As a result, the industry lacks a training pipeline capable of attaching an adequate supply of skilled workers to residential construction careers."

The housing industry last produced new housing on the scale called for by HCD in the 1970s and 1980s. This was also a period when more residential construction workers were covered by collective bargaining agreements mandating competitive wage levels, fringe benefits, and apprenticeship training standards. But data shows that since then, productivity per unit of labor in construction has been declining, even as it has grown by more than 30 percent on average in other economic sectors.

"As the industry moved away from arrangements that were able to attract, retain and re-supply the industry's stock of skilled labor, it has generally relied on a large number of low wage workers to meet increased production demands," Littlehale observed. "That option no longer exists, so housing contractors need a strategy to attract and retain more skilled workers."

Though the housing sector has focused on regulatory reforms to accelerate approvals of new construction, Littlehale believes such changes are unlikely to affect the industry's overall productivity without addressing the shrinking labor pool and lagging productivity.

"Ultimately, housing builders' reservoir of low-wage, less-skilled labor is not refilling itself," Littlehale concluded. "The industry should consider labor-management cooperation measures like prevailing wage and collective bargaining agreements because they are consistently associated with higher wages, increased apprenticeship enrollment, more production efficiency, and fewer workplace safety problems. By improving labor market competitiveness, wider utilization of these workforce development arrangements would help restore California residential building to the production engine it once was."

Studco’s Vortex High Performance Framing System Eliminates Creaking in Tall Buildings

WEBSTER, N.Y. /ScoopCloud/ -- Tall buildings, much like tall trees, sway in windy conditions, says Studco Building Systems. This is caused by a phenomenon known as vortex shedding. Vortex shedding occurs when wind runs into a tall building and the wind is "split" into two separate air streams around the building.

This generates areas of low pressure on the opposite side of the building, which creates a suction-effect that causes the building to sway. And when that building sways, it creaks. Some buildings can generate creaking sounds up to 70 decibels (dB). This is louder than a conversation in a restaurant or office, and can be as loud as a running vacuum cleaner. This keeps apartment residents awake at night, and terrifies unsuspecting hotel guests.

Creaking has been a problem in tall buildings for a long time, but the specific causes of the creaking were unknown. So, Studco led an in-depth two-year research project that analyzed global wind studies and performed field investigations within buildings that had known noise problems. This led to the discovery that the head track in the steel stud wall system was not fit for purpose when fixing to an uneven surface: the head track becomes deformed as it follows the contours of the substrate's uneven surface, putting tension on the profile as a result of elastic buckling, and in some extreme cases, plastic deformation occurs when the track becomes creased and permanently damaged. As the building vibrates and sways in a cyclical pattern with the wind, the tension in the track causes an irritating creaking noise.

Studco's engineers designed the Vortex High Performance Framing System specifically to address the variable surfaces of modern concrete structure and the stresses and tension that tall buildings experience in high winds. This lightweight steel framing system reduces stress and tension from the building's internal framing by using features such as rigid beams which increases stiffness and resists buckling, anti-tension kerfs which limits deformation where the substrate is extremely uneven, and isolation clips to eliminate metal-on-metal contact at the bases of wall studs, door jambs and ceiling wall track sections. These are just a few of the features that significantly reduce the creaking sound in tall buildings, and that lead to positive experiences for the residents and guests within them.

ATI Innovates for the New York Aquarium with a One-of-a-Kind Shark Crane

MENTOR, Ohio /ScoopCloud/ -- Have you ever visited an aquarium and wondered how the animals found their way in there? Engineers at Air Technical Industries (ATI) learned first-hand by designing a creative solution for the Wildlife Conservation Society (WCS) in New York City: the first continuous, double-rail, serpentine crane system of its kind.

ATI thrives on customized designs, with a 50-year history built on tackling the projects that others have called "impossible." They pride themselves on their "Challenge Request" form on their website, which was how WCS found them.

WCS needed a magical system of continuous motion to gently move sharks weighing up to 600 pounds from one pool to another, as well as from outdoors to inside the pools in the building without compromising the sensitive indoor environment.

In addition to the unique requirements of the space, the business of moving sharks called for very special adjustments. The motion of the crane had to be smooth to keep the animals calm, not jerky or loud-like traditional models. The trolley needed to move at a continuous, but slow pace so the caretakers could walk alongside the moving sharks. The hoist had to lower carefully and smoothly into the pools without splashing down and the materials used could not interfere with the pH of the water or oxygen levels.

Due to the staggered pools, the path of the track had to pass over each pool in an offset formation, as well as miss the gates located between pools.

ATI's solution arrived as an S-shaped double-girder bridge crane track with a zero-headroom hoist and trolley system. The hoist was built directly into the trolley, saving headspace with only the hook hanging below.

Due to the sensitive nature of the environment, special considerations were necessary to prevent contamination of the aquarium pools including: a special food-grade epoxy coating, wash-down motor, and stainless steel lifting chain and hook, as well as non-toxic and environmentally friendly lubricants.

"The trolley travel was probably the biggest challenge in the whole project," explained Vida Novak, Lead Engineer at ATI. "After making several adjustments to the trolley, we converted it to 'four-wheel drive,' enabling all the rollers to navigate the curves in the track smoothly and effortlessly."

The months of creative collaboration resulted in the first ever double-girder, ceiling mounted, serpentine crane system that perfectly fit the needs of the aquarium.

It was time for the first live shark to go for a test ride on the Shark Crane. Search, "How Do You Move a Shark" for the New York Times May 16, 2018 article. It worked! People and sharks alike sighed in relief. The Shark Crane was perfectly designed for its unique space.

The Shark Crane is used regularly at the New York Aquarium. Customizing the Shark Crane for such a specific environment was certainly an enormous challenge, but the engineers at ATI know that anything is possible!

In addition to the no construction challenge, the city of Laguna Beach does not allow the installation white roofing. Both Alan and SureCoat had a solution for that.

"We proposed to get rid of the gravel, to smooth down the roof, to clean it up, and then install a colored version of the SureCoat Roof System," Stovesand adds.

This solution offered no stucco demolition, saved thousands of dollars, and provided the opportunity to have a smooth monolithic UV resistant roof that is leak free.
