China Rescue Dogs Fights to Save 46 Golden Retrievers, 8 Puppies And 22 Corgis from Being Slaughtered in China

VASS, N.C. /ScoopCloud/ -- China Rescue Dogs, a leading International non-profit dog rescue based in the United States, is in the middle of an urgent dog rescue effort in China. Shanghai Animal Rescue reached out to China Rescue Dogs for help after they discovered a dog breed farm north of Harbin were selling all their dogs into the meat-trade. 46 adult Goldens, 8 puppies, and 22 Corgis were going to be trucked to Yulin to be slaughtered for the 2022 Yulin Dog Meat Festival.

"The living conditions at this dog breed farm are just awful," exclaimed Jill Stewart, President and Founder of China Rescue Dogs. "It is heartbreaking that this breeder was going to just discard their entire inventory of dogs to be slaughtered. We had to do something. Doing nothing was not an option."

Despite international pressure, dog slaughterhouses and eating dog meat are not outlawed in China. Even though the local government no longer sponsors the Yulin Dog Meat festival, it continues to take place every year in June. With no national animal rights laws in place in China, most dogs (and cats) have little chance at living a full life.

"Yulin happens every day in China," said Brandy Cherven, Vice President of Operations for China Rescue Dogs. "Dogs are still brutalized, tortured, and eaten due to outdated beliefs of gaining more wisdom, warding off evil spirits, or keeping cool in the summer months."

"The world needs to know about the continued brutality." said Jill Stewart, President, and Founder of China Rescue Dogs. "We just can't sit back and do nothing! Yes, there needs to be laws put in place to protect those animals from being uselessly slaughtered, but the urgency today is to save the dogs from the breed farm that are in imminent danger."

So far, China Rescue Dogs and its rescue partners in China have saved 29 adult Goldens, 8 puppies and 22 Corgis. They have seen the emergency veterinarian and are safe in a dog sanctuary. However, they are still trying to rescue the remaining Goldens from the breed farm. The rescue mission is not over yet.

The goal is to save all the dogs from the breed farm. Once rescued, China Rescue Dogs will find them loving forever homes in North America, where they can live out the rest of their lives with love and without fear.

"This is why the CDC Dog Ban needs to end now," said Stewart. "Even if we are able to save all of these dogs, we still cannot bring them into the United States to be adopted."

The suspension, which was announced by the CDC last year stated that effective July 14, 2021, all dogs imported from 113 countries (including China) may not enter the U.S. for a period of at least one year. Now, almost a year later, responsible international dog rescue organizations, like China Rescue Dogs, should be allowed to resume giving dogs a second chance at life here in the U.S.

California Ferret Owners Submit Ballot Initiative to Attorney General for Legal Opinion, But Attorney General Ignores Civil Code on Domestic Animals

SAN DIEGO, Calif. /ScoopCloud/ -- Non-profit Legalize Ferrets (legalizeferrets.org) announced today that we are disappointed that California Attorney General ignores Civil Code in Domestic Ferret Ballot Initiative.

LegalizeFerrets.org, a ferret legalization grassroots organization, has repeatedly asked the California Attorney General for a legal opinion.

Since the civil code says domestic animals are legal:

DIVISION 2. PROPERTY [654 - 1422]

There may be ownership of all inanimate things which are capable of appropriation or of manual delivery; of all domestic animals; of all obligations; of such products of labor or skill as the composition of an author, the good will of a business, trade marks and signs, and of rights created or granted by statute.

Every credible source, and even the name states - domestic ferrets are domestic animals Therefore we wanted to know if the state of California officially recognized the domestic ferret as domestic would that mean they're legal? But we never received a reply from the AG.

According to the California Attorney General's website:

* As the chief law officer of the state, the California Attorney General provides legal opinions upon request to designated state and local public officials and government agencies on issues arising in the course of their duties. The formal legal opinions of the Attorney General have been accorded "great respect" and "great weight" by the courts.

Supporters of LegalizeFerrets.org have asked their representatives to make this request without success. So, we filed a ballot initiative in hopes that the title and summary would answer this question.

It was a treacherous journey. The AG's office ignored all our questions. We dealt with the Legislative Analyst's office and the Secretary of State's office - all successful; those people were friendly and helpful. But we could not get an answer on how to submit the ballot initiative from the AG until a Democratic Party activist with the state of Alaska gave us a contact phone number at the Secretary of State's office. Anabel Renteria finally emailed us with the suggestion:

Five weeks later the title and summary were posted on their website:

California law identifies ferrets as wild animals that are restricted because "such animals are undesirable and a menace to native wildlife, the agricultural interests of the state, or to the public health or safety." Current law and regulations make it illegal to own ferrets as pets without a state permit.

No mention of the conflict between California's civil code which allows ownership of all domestic animals and other, namely Fish and Game Code which says:

* FISH AND GAME CODE 2116: Put ferrets in a group of wild animals. Says they are "not normally domesticated in this state as determined by the commission."

* FISH AND GAME CODE 2118: It is unlawful to import, transport, possess, or release alive into this state, except under a revocable, nontransferable permit as provided in this chapter and the regulations pertaining thereto, any wild animal of the following species: (ferrets are included in this list).

* (CCR), title 14, section 671: (a) It shall be unlawful to import, transport, or possess live animals restricted in subsection (c) below except under permit issued by the department. (You know ferrets are included in this list)

* (CCR), title 14, section 671: (b) The commission has determined the below listed animals are not normally domesticated in this state.

Why are these codes relevant but the civil code allowing ownership of all domestic animals isn't even mentioned?

Why won't the AG's office even communicate with us? We have a very valid and sincere question.

Facts are stubborn things. No one states that the domestic ferret is a wild animal. No one believes they are "wild," "undesirable," or a "menace." They are legal in 48 states without any negative consequences.

China Rescue Dogs, A Non-Profit Organization, Leads Fight to Save Dogs from Chinese Meat Trade in the face of CDC Import Ban

VASS, N.C. /ScoopCloud/ -- China Rescue Dogs, a leading American 501(c)(3) non-profit dog rescue, has been recognized for its efforts to save dogs from the Chinese meat trade. Over the past year, China Rescue Dogs has been rescuing and rehabilitating dogs from China and providing them with loving homes in the United States and Canada.

"Working with trusted rescues and shelters in China, our mission is to remove the dogs from imminent harm, treat the physical and psychological injuries from severe abuse and neglect, and socialize the dogs so that they can be integrated into loving family environments," remarked Jill Stewart, President, and Founder of China Rescue Dogs. China Rescue Dogs' efforts were recently hampered by a Centers for Disease Control and Prevention import ban, which effectively halted the imports of all dogs from 113 countries, including China. Issued without input from dog rescue groups, the ban has hurt the missions of international non-profit rescues, including the dogs they serve and forced dogs recused from China to be redirected to Canada. This has had a chilling effect on tens of thousands of animals, which only continues to grow as the ban remains in effect.

"Since the import ban, our rescue is among many others that have had to find a new normal," remarked Jill. "Our choices were limited and grim, but China Rescue Dogs has remained committed to saving dogs from China regardless of how we got it done. While rerouting dogs to Canada is the logical choice, costs have been exuberant," she added.

The growing international cargo crisis has tripled the cost of transporting dogs on cargo airplanes, which has increased China Rescue Dogs' reliance on donations from the international community. Without community support, funding shortages require organizations to make difficult choices and leave some dogs behind.

"Our shelters in China are reaching their maximum capacity, which means we will not be able to move the dogs out of China which will lead to the brutal slaughter of helpless dogs. Moreover, with the Yulin Dog Meat Festival beginning June 21st and CDC ban still in place, tens of thousands of dogs will be slaughtered. Thinking about this is gut-wrenching," said Jill.

Canada is providing immense support to this mission by opening its borders and assisting us in finding homes for these dogs. They support the organization and other U.S. rescue groups until the CDC ban is lifted or another resolution is found. "After I looked into the eyes of our dogs in China shelters, that is when we decided to reach out to our Canadian friends. Fortunately for the dogs and us, our rescue has been received with welcoming kindness," said Jill.

The past two years have been challenging for everyone around the globe. The world has seen pandemic challenges no one could have predicted. U.S. International dog rescue nonprofits have experienced extreme obstacles in carrying out their missions within the past six months.

"What these past six months have personally taught is never to give up! Although we have had to deal with many obstacles, our dogs are being saved - thanks to our Canadian friends and neighbors. For that, we will always be grateful." Jill added. "I have strong faith in our mission, and I know we will continue to find ways to rescue these dogs. Foster Volunteers Needed for Tornado Displaced Pets in Kentucky

Sacramento SPCA Receives Lifesaving Investment from Newly Named Petco Love for the Zoe K. McCrea Animal Health Center

SACRAMENTO, Calif. /ScoopCloud/ -- The Sacramento SPCA announced today that they received a $15,000 grant investment from Petco Love, to support their lifesaving work for animals through the newly constructed Zoe K. McCrea Animal Health Center.

A check presentation was held at the Petco retail store located at 855 E Bidwell Street in Folsom, California on Friday, July 9 at 11 a.m.

The Sacramento SPCA applied for the lifesaving investment as part of a year-long fundraising campaign to complete construction of the new state-of-the-art animal hospital located at 6201 Florin Perkins Road in Sacramento.

A remodel of the shelter's administrative office and sick bay building began in May 2020, renovations were complete in January 2021 and the Zoe K. McCrea Animal Health Center performed its first public surgeries in late January.

The expanded facility has allowed the Sacramento SPCA to immediately increase public access to low-cost and no-cost spay/neuter surgeries, vaccinations, and preventative care for animals in the Sacramento region and beyond.

The Kristan Otto Shelter Medicine Program, with species-specific housing for sick and injured animals; an isolation ward for managing contagious diseases; and examination, laboratory, and treatment space, is also located inside the new Zoe K. McCrea Animal Health Center.

China Rescue Dogs Requests Exemption from CDC’s Suspension on Imported Dogs

VASS, N.C. /ScoopCloud/ -- China Rescue Dogs is requesting an exemption for 501(c)(3) rescues from the recent U.S. Centers for Disease Control and Prevention (CDC) suspension of dogs entering the U.S. from countries classified as high risk for rabies.

The suspension, which was announced on June 14, states that effective July 14, 2021, dogs imported from 113 countries which present a high risk of spreading the canine rabies virus variant (CRVV) may not enter the U.S. for a period of at least one year.

The CDC claims that this emergency action is the result of an increase over the last year of incomplete, inadequate, or fraudulent rabies certificates presented upon entry to Customs and Border Patrol (CBP). The CDC has stated that it denies entry to about 200 dogs per year, permitted or otherwise. In its Report justifying the suspension, the CDC claims that, in 2020, this number rose to 450 cases in which dogs were denied entry due to incomplete, inadequate, or fraudulent rabies certificates. This number represents less than 1% of the estimated 60,000 dogs annually imported from high-risk countries.

"No one, least of all non-profits that rescue dogs, disputes the importance of ensuring that dogs with rabies do not enter the United States," said Jill Stewart, founder of China Rescue Dogs. "However, the CDC's solution is heavy-handed, tremendously overreaching, and inhumane. There are many responsible organizations that go above and beyond governmental requirements to help ensure the health and well-being of the dogs they rescue and the adopters they serve."

501(c)(3) rescues such as China Rescue Dogs ensure the dogs they import enter the U.S. with USDA-APHIS issued Import Permits, which require a valid rabies certificate and a health certificate attesting to the age and good health of the dog. The permit also requires that the dog has been vaccinated against distemper, hepatitis, leptospirosis, parvovirus and parainfluenza virus ("DHLPP"). This paperwork is thoroughly reviewed and verified by the USDA and Customs Brokers, are uploaded to the CBP system for CDC review, and are reviewed a final time upon landing by CBP. Thus, three government agencies review the documentation before the dog can enter the U.S.

501(c)(3) rescue organizations who have consistently complied with these regulations and provided proper documentation, including those with USDA-issued permits, are included in the CDC's suspension.

China Rescue Dogs requests that the CDC include an exemption to the suspension for all 501(c)(3) rescue organizations, such as themselves, who have continually worked in partnership with the government by only importing dogs with a USDA-APHIS issued Import Permit, with the involvement of CBP, ensuring the validity and completeness of required rabies certificates.

Failure to provide an exemption would mean companies seeking to profit off the sale and/or exploitation of dogs will benefit, while non-profits that rescue abused, abandoned, homeless dogs, many of which are destined for the dog meat trade, will suffer.

China Rescue Dogs receives international recognition award for saving dogs despite their need for more funding and adopters

A GoFundMe Page Is Now Live to Help China Rescue Dogs with Transporting Rescue Dogs

China Rescue Dogs has two hundred forty (240) dogs that will be arriving at John F. Kennedy International Airport from China over the next few months. These pups will then live the rest of their lives with their forever families, surrounded by love and affection. The first two groups of dogs are scheduled to arrive at JFK on March 18 and 20. 2021.

Once these rescue dogs arrive in the New York, they need to be transported to their forever homes across the country. Currently, China Rescue Dogs rents multiple cargo vans for this purpose. This is an enormous expense - since that money could go towards saving more dogs.

So, Sam Scaman, a small business owner and China Rescue Dogs volunteer, started a GoFundMe page to help the organization purchase a bus. According to Scaman, "Everyone in the organization is a volunteer. All the donated money goes to rescuing dogs. Crowd sourcing additional donations for a bus, only makes sense."

"Our mission is to save as many dogs as we can," said Jill Stewart, President and Founder of China Rescue Dogs. "The price of a reliable used bus is the equivalent to us saving 30 dogs. If people can help, we encourage them to go to the GoFundMe page."

The organization is interested in a used 2012 Ford F650 bus being sold by Midwest Transit Equipment in Kankakee, Illinois. It is a 41-passenger bus, but the seats would be removed to build custom shelving bins for the safe placement of the dogs in their crates.

China Recue Dogs is an organization founded by Jill Stewart, an ardent advocate of animal rights worldwide, and especially in China. Their global mission is to rescue and rehabilitate dogs from China and provide them with loving forever homes in North America. There are over a dozen other U.S. dog rescue organizations that are working with China Rescue Dogs on these rescues.

VASS, N.C. /ScoopCloud/ -- China Rescue Dogs, a 501(c)(3) organization committed to rescuing and saving dogs from the China and adopting them into homes in the U.S. and Canada, is calling on the public to help them save over 200 additional dogs.

One hundred forty-five (145) newly rescued dogs will arrive via three cargo planes on March 3rd, 4th and 5th, 2021 at (JFK) John F. Kennedy International Airport in New York. An additional sixty (60) will, hopefully, arrive in the United States at the end of March - but it all depends on donations.

These dogs were saved from the inevitable just before Chinese New Year. Many were saved off meat trucks, from slaughterhouses and rescued from abuse, and neglect. They have been stranded in China until the New Year celebrations come to an end.

"What was once the end of their lives, is now a new beginning for these beautiful babies," said Jill Stewart, President and Founder of China Rescue Dogs. "They all have been quarantined, micro-chipped, and received all the necessary vaccinations. Now, it is time for them to live the rest of their lives being safe and happy with their forever families."

China Recue Dogs is a 501(c)(3) organization founded by Jill Stewart, an ardent advocate of animal rights worldwide, and especially in China. Their global mission is to rescue and rehabilitate dogs from China and provide them with loving forever homes in North America. There are over a dozen other U.S. dog rescue organizations that are working with China Rescue Dogs on these rescues.

As Stewart reflects on the progress of the mission to save dogs, she is thankful for everyone's support. "Without People.com and its readers, we would not have been able to save 60 dogs at the end of January. Those dogs are now living in their forever homes and I become so emotional knowing how much joy and unconditional love they are now bringing to their new families."

Sam Scaman Marketing Director for China Recue Dogs, admits, "Although money can't buy love - it can buy a rescue! It's true, the larger dogs are more costly to transfer via cargo, but China Rescue Dogs does offer exceptions and scholarships to senior citizens that are living on a fixed income." Scaman adds, "We have placed many of our rescue dogs with elderly single parents. The close bond and companionship with a rescue dog and a senior citizen can work better than the strongest medicine -- especially during a pandemic. I think every lonely senior needs a rescue dog companion so they can both rescue each other."

Stewart, along with her small team of volunteers are calling donors and fund-raising for this new life saving project. They now need to raise an additional $30,000 so they can bring in all two hundred (200) dogs and not have to turn any away.

Everything the organization does relies on donations and volunteers. Ryan McDonnell, Vice President of China Rescue Dogs confirms, "all of us are volunteers - even our vet partner Bay Street Animal Hospital in Staten Island, NY. They come to every flight arrival at JFK and make sure all the dogs are healthy as soon as they land."

"What makes this project even more challenging are the number of states we transportation these dogs to," says Stewart. "From the east coast to the west coast, we have forever families waiting for their new babies to arrive. Delivering these babies to their new homes is worth the effort but is still expensive."

COVID-19 Scent Detection Dogs

The training process takes between 4-12 weeks, which depends on the dogs' level of experience upon entering the training program. Once trained, our dogs are deployed to real world environments such as Sporting Events, Cruise Ships, Conventions, Wedding Venues and Concerts amongst many others.

Unlike other scent detection applications, our dogs will be evaluated monthly due to the sensitive nature and importance of maintaining the best accuracy possible. Though we understand that the employment of our dogs will not guarantee a venue 100% accuracy, it will though allow the venues another layer of protection in limiting the possibility of positive COVID from entering the venue.

Our COVID detection services are greater than 90% accurate, can accommodate screening of a large number of people, but are also non-invasive in nature. Although the dogs are not the silver bullet in solving this particular detection problem, they are one of the most accurate, least intrusive methods for covering large areas or groups of people. An alert by a COVID-19 detection dog would be an indication that further testing is needed to confirm the presence of the virus.

The Sacramento SPCA Races to Complete The Zoe K. McCrea Animal Health Center

SACRAMENTO, Calif. /ScoopCloud/ -- The Sacramento SPCA announced today that they have reached more than 90% of their fundraising goal to finish construction of the Zoe K. McCrea Animal Health Center - and the non-profit organization is asking for community support to help cross the finish line.

Completion of the new 6,400 square foot animal hospital will increase the Sacramento SPCA's spay/neuter surgery capacity by 38% (to 23,000 annual surgeries), expand their low-cost vaccine and wellness clinics and help provide more animals entering the shelter with life-saving medical care.

The Zoe K. McCrea Animal Health Center was designed to help animals like Estelle.

When this four-week-old puppy and her littermates arrived at the Sacramento SPCA, they tested positive for Parvo, a highly contagious and often fatal disease. The shelter's medical team quickly began treatments and after making a full recovery, Estelle was placed in a loving foster home.

But Estelle's battle wasn't over, yet. After a few weeks in foster care, her family noticed that she was having trouble swallowing, and X-rays revealed an abnormal vascular ring around her esophagus, restricting her ability to consume solid food.

"One out of every five animals that enter the Sacramento SPCA needs specialized care before they can be placed up for adoption," said Sacramento SPCA CEO, Kenn Altine. "Completing the Zoe K. McCrea Animal Health Center will allow us to say yes to more animals like Estelle, who require life-saving care."

With her surgery scheduled in February, Estelle's future looks bright. Finishing the Sacramento SPCA's state-of-the-art medical facility will ensure a hopeful future for all animals and support the emerging needs of the community in 2021 and beyond by:

* preventing animals from entering all of the region's shelters

* getting animals who enter the shelter into homes faster

* providing early detection and treatment of high-cost illnesses that force many families to surrender their animal

Thanks to a generous lead gift by local business leader and animal lover Zoe K. McCrea, as well as the generosity of individuals and community partners throughout the Sacramento region, more than 90% of the funds needed to complete the project have been raised.

The shelter is seeking the community's support to help finish the life-saving project.

Doggy Dashing on June 27 – Walking Together to Save Lives

SACRAMENTO, Calif. /ScoopCloud/ -- The Sacramento SPCA is hosting their annual Doggy Dash this Saturday, June 27, 2020 - and this year is sure to offer more than just another walk in the park.

Now celebrating its 27th anniversary, the Doggy Dash has grown into Northern California's largest 2K/5K dog walk and pet festival - with a goal this year to raise $185,000 in registrations and donations to support the lifesaving programs that help animals and the people who love them in the Sacramento region. "During these challenging times, when other shelters have closed their doors and cancelled events, the Sacramento SPCA has found ways to adapt and continue saying 'yes' to the community's animals and the people who love them," said Foster. "Saving lives isn't cancelled - and neither is the Doggy Dash."

Pet enthusiasts living far and wide are encouraged to join the Sacramento SPCA on June 27, 2020 from their neighborhoods, parks and trails for the 2k/5k walk and also connect online to share photos and enjoy the event's live broadcast and pet festival.

For the first time in the Doggy Dash's 27-year history, participation will not be limited by one's zip code. "By participating in our own communities, people and dogs who would not normally be able to participate at William Land Park, can now do so," added Foster.

Dogs Trapped in Hot Cars – The Sacramento SPCA is Helping Keep Pets Safe

SACRAMENTO, Calif. /ScoopCloud/ -- As the Sacramento region heads into an extremely hot week, one local animal welfare organization is taking action to help animals left in hot cars. The Sacramento SPCA is providing thermometers to all animal control officers in Sacramento County in an effort to prevent animals from suffering and dying in hot cars and to hold those who caused this suffering accountable.

Each year police and animals control officers in our community respond to hundreds of calls about animals - most often dogs - left in hot cars. These are reported by Good Samaritans who hear the animals crying for help or, in the worst cases, notice an animal that has passed out or stopped breathing. California law now allows these Good Samaritans to break into the vehicle under certain circumstances.

"We need the community to know that there are consequences to leaving an animal in a car - no matter the reason," said Kenn Altine, CEO of the Sacramento SPCA. "The consequences for the animal are horrific," he said, "but too often the person is not held accountable."

Altine said the thermometers, which are certified tested and calibrated, will allow the animal control officers to accurately capture the ambient air temperature in the vehicle as part of their evidence collection.

"By having a reliable and accurate recording of the temperature using a certified thermometer, we can better hold the people accountable for their actions," said Sacramento County DDA Hilary Bagley-Franzoia. The Sacramento County District Attorney handles cases of animals left in cars.

They've already had several cases this year, including an animal who was left in a car where the temperature reached 130 degrees, causing the animal to have seizures, neuropathy and to bleed through its skin and paws. Forty-five minutes after the animal was freed from the car, its internal temperature was still 108 degrees (normal body temperature for dogs and cats is 101 to 102.5 degrees).

Sacramento SPCA – Giving More Than Shelter – Need for lifesaving work is surging during COVID-19 crisis

SACRAMENTO, Calif. /ScoopCloud/ -- The Sacramento SPCA announced today that demand for its COVID-related services is surging in May despite an anticipated decrease based on federal stimulus and unemployment payments to Sacramento area residents. The increase in need comes at a time when the organization is preparing to expand programs, including adoptions, as part of the area's re-opening plans.

"Instead of seeing a decrease as people's financial stability was bolstered by the stimulus plans, we are actually seeing a dramatic increase in need for our community's animals so far this month," said Sacramento SPCA CEO, Kenn Altine.

"The amount of free pet food being distributed at our twice-weekly drive-through panty is up 50% in the past two weeks, the number of animals we have placed foster homes has increased 84% since the lockdown was put in place, and the number of calls for people who need help with a sick or injured stray has continued to rise," said Altine.

While the Sacramento SPCA had to adjust their operations due to mandates surrounding COVID-19 in late March, the shelter continues to provide lifesaving care and support to animals at the shelter, hundreds of more animals in foster homes and those still arriving at their doors in crisis.

"As the only shelter in the region offering pet owners a place to take their beloved animals when they have nowhere else to turn; regardless of age, breed, health condition or behavior - closing our doors completely was never a consideration," said Altine. "From March 20 to April 30, the Sacramento SPCA took in 164 animals in crisis and treated more than 20 animals requiring emergency medical care."

Animals like Miss Chonk, who arrived to the Sacramento SPCA as a stray with pyometra, a serious and life-threatening infection. She also had a skin and ear infections as well as problems with her eyes. The shelter's medical team jumped into action to help the sweet girl - she received an emergency spay surgery and medication for her skin, ears and eyes and is now on her way to recovery.

When the shelter in place orders were first issued, the shelter teams worked diligently to find temporary foster homes for as many animals in the shelter as possible so they could focus on the urgent and emergent needs of the community, including animals requiring emergency medical attention.

The shelter reached out to recruit foster families just days before the County order to stay home was issued and in a matter of days, 800 community members volunteered to help. Since March 19, more than 260 animals have been placed in foster homes.

A positive side effect of people being at home is that many of the families fostering animals for the Sacramento SPCA have bonded closely with the animals and expressed interest in adopting. As of May 1, more than 40 animals have been adopted or are in the process of adoption by their foster families.

Because the shelter recognized that many of the people who use their low-cost vaccine clinic had animals at the beginning or half-way through a series of needed shots (canine influenza, distemper, parvo, etc.), they reached out to families and created a way for them to come in for the vital vaccinations while protecting their health and the health of the shelter staff. As a result, more than 500 vaccinations were administered to 376 animals (including booster vaccines for 263 puppies under seven months of age).

In addition to adapting their current programs, the Sacramento SPCA also launched a free pet food pantry to help keep pets and their people stay together and support those who could no longer afford to buy pet food. The twice-weekly drive-through #PAWPantry takes place at the Sacramento SPCA located at 6201 Florin Perkins Road in Sacramento from 11 a.m. to 1 p.m. every Tuesday and Friday. As of May 1, more than 900 families have visited the pantry and received more than 12,000 pounds of free pet food.

"As we watched the flood of layoffs wash over our region, we laid the plans for a drive-through pet food distribution to ensure that no one had to contemplate surrendering a pet because they couldn't afford or access food," said Altine. "This resource has been a lifeline for pet owners who weren't sure how they would buy food for their pets, especially as many are still waiting for income assistance."

But what started as a temporary relief program for area residents is now likely to become a long-term program at the Sacramento SPCA. "We thought the need would decrease as the stimulus packages came on line," said Altine, "but the opposite has happened."

Plans for Re-opening

While the Sacramento SPCA has had to restrict the number of people at the shelter, their lifesaving work has continued as an essential community organization. And with Governor Newsom's four-stage plan for how the state can ease stay at home restrictions in the coming months, the shelter is already planning to expand public access to programs in the coming weeks.

"Expanding access to lifesaving programs while maintaining the health and safety of the community and our staff is our highest priority," says Altine. "Our teams will be leaning heavily on technology to expand access through appointment-based processes for pet adoption, low-cost vaccinations, animal support and spay and neuter services."

Moving from COVID Pandemic to Kitten Crisis: The Sacramento SPCA Braces for an Overwhelming Kitten Season

SACRAMENTO, Calif. /ScoopCloud/ -- The Sacramento SPCA announced today that, since April 1, it has seen a 500% increase in the number of underage kittens (younger than six weeks) come in to the shelter at 6201 Florin Perkins Rd in Sacramento versus the same time period last year.

While most of the public programs are currently suspended at the Sacramento SPCA due to mandates surrounding COVID-19, the shelter is receiving a record number of stray kittens being abandoned in front of the shelter or dropped off by local citizens who are trying to help.

"Because the city shelter on Front Street and county shelter on Bradshaw are limiting stray animal intake due to COVID-19, we are seeing more stray animals in crisis - especially kittens - arriving at our doors," said Sacramento SPCA CEO Kenn Altine.

The Sacramento SPCA typically cares for more than 600 underage kittens each year, with about 10% of the kittens being under 6 weeks of age and arriving without a mother to feed them. With the number of these neonatal kittens already nearly exceeding the annual intake, the shelter is bracing for an overwhelming kitten season.

"We need the public's help to address this issue - in education on leaving kittens in place, in becoming 'bottle-baby' fosters, and in supporting our spay/neuter programs through donations," Altine said. "The needs of animals were not put on hold during this pandemic. We may be closed to the public, but we are always here for the animals. We are the only haven for unwanted animals and owners in crisis who need to surrender a cherished pet, regardless of its age, breed, health or behavior."

The Impact of Suspended Spay & Neuter

In addition to an increase in stray animals abandoned at the Sacramento SPCA, there is another looming concern: with spay & neuter programs suspended for the last month due to COVID-19 and potentially into the next month, animals that would have been altered are now able to reproduce, compounding the current animal overpopulation problem.

The Sacramento SPCA operates the 7th largest spay & neuter clinic in the nation, altering more than 18,300 animals annually and preventing hundreds of thousands of unwanted animals from entering our region's shelters. The clinic altered 11,867 cats and kittens in 2019, including nearly 4,000 additional cats that were altered during the Sacramento SPCA's Feral Cat Clinic offered each Sunday.

With these services being suspended in April and potentially longer, public animals and community cats have been left with the opportunity to reproduce and overwhelm a region that already needs more access to spay & neuter capacity.

"We recognize that demand for low-cost spay and neuter services in our region far outweighs the current capacity," said Altine. "With the shut down of our spay & neuter services in April, the need to protect our animals and community will be even greater."

The potential magnitude of this crisis is still uncertain, but with growing animal overpopulation, limited shelter capacity and animals requiring resources beyond the community's capacity, concerns are rising.

What to Do When You Find a Kitten

All local animal shelters recommend leaving the kittens where you found them. In most cases, the mother is nearby or out hunting and will return shortly. Because the shelter is currently receiving more neonatal kittens requiring specialized care, they are actively recruiting fosters with previous "bottle baby" experience to help with the current and impending kitten storm. As these young kittens transition from bottle feeding to wet food, they can be moved to other foster homes until they are old enough for spay & neuter and adoption.

Foster parents experienced in caring for neonatal kittens are encouraged to contact the Sacramento SPCA at catfosterrescue@sspca.org.

As the only full-service 100% non-profit animal shelter in the Sacramento region, the Sacramento SPCA relies on donations from individuals, businesses and foundations to support their work. They are local, independent, and do not receive funding from state or local government agencies.

And with the closing of the Sacramento SPCA's public programs, the revenue that provides a significant part of their income has disappeared. "First and foremost, we're here to save lives," Carla Forrest, founder of Small Lives Matter, says. "Most cats are not able to handle the stress of living in cages at a shelter; they can shut down, become unfriendly and aggressive and seem 'un-adoptable' (a fast-track to euthanasia).
