In one study noted by the CDC, among infected patients, nearly 29,000 died within 30 days of being diagnosed, and more than half of those deaths (15,000) were directly attributable to a C. difficile infection.

As wireless carriers densify existing networks, it is estimated that the industry will deploy hundreds of thousands of small cells, making it increasingly difficult for cities to manage the applications process. In collaboration with the carriers, 5 Bars will streamline applications with a predictable process while preserving aesthetics. The State of California is looking to pass preemptive legislation SB649 intended to reduce control over ROW.

"We are thrilled to be working alongside the City of Placentia's leadership as they look to advance their wireless footprint in the growing environment for 5G and Smart City infrastructure," said Monnie McGaffigan, President, 5 Bars Communities.

5 Bars will act as an advocate for the City, offering its intelligent platform which provides an ongoing solution that identifies opportunities for wireless collocation, while minimizing impacts from wireless facility siting decisions. The decision for Fresno to partner with 5 Bars was based on maintaining control, preventing visual blight and increasing connectivity for businesses, residents and citizens. The solution will be the basis to deploy Smart City, enhance business investment, and improve city services.

Dania Beach CRA Issues RFQ for Real Estate Developer for Downtown City Center

DANIA BEACH, Fla. /ScoopCloud/ -- The Dania Beach Community Redevelopment Agency (DBCRA) invites interested parties to participate in a public private partnership and submit qualifications (RFQ) for the redevelopment of property known as the Dania Beach City Center. This 4.5-acre site is owned by the City of Dania Beach.

A primary focus of the DBCRA has been to create a vibrant mixed-use center in the downtown that will serve as an activated central gathering place for residents and visitors alike. Redevelopment of the site should include a new City Hall Facility and a Park/Open Space that incorporates sustainable elements, as well as market rate, multi-family housing.

The City of Dania Beach is experiencing revitalization in both the immediate downtown area and the surrounding area. Multiple hotels and residential units are under construction and less than one mile from the City Center site is Dania Pointe, a $900 Million mixed-use project currently under construction.

The City Center site is conveniently located near I-95, Fort Lauderdale/Hollywood International Airport, Port Everglades, and the Casino at Dania Beach. The CRA is also working on downtown redevelopment projects which include a multi-million dollar streetscape improvement project to enhance the City Center.

The City Center Site has great potential to become a transit-oriented mixed-use development due to its close proximity to the Florida East Coast ("FEC") railway and to the proposed Tri-Rail Coastal Link commuter rail system and station. The new mixed-use "City Center" will include retail, office and residential uses, and should incorporate the City parking garage structure that was constructed and completed in 2011.

Interested firms may secure the solicitation package and all other pertinent information by visiting http://daniabeachfl.gov/bids.aspx?bidID=200 or DemandStar.com.

* Questions regarding this solicitation shall be submitted in writing to the CRA Consultant through jenae@rma.us.com no later than 5 p.m. on August 24, 2017.

* The closing date and time deadline to submit RFQ responses is 2 p.m. ET on September 22, 2017.

Pompano Beach CRA and Urban Land Institute Symposium to Reveal Half Billion Investment Opportunity

POMPANO BEACH, Fla. /ScoopCloud/ -- The Pompano Beach CRA (www.pompanobeachcra.com) has partnered with the Urban Land Institute to host a unique symposium outlining the $500 million investment opportunity available for developers in the Pompano Beach Innovation District. Nationally recognized redevelopment experts and invested developers will provide comprehensive details about the last 24 acres of undeveloped parcels in Broward County with prime visibility from I-95.

The event will take place on June 23 from 8 a.m. - 11:30 a.m. at the Pompano Beach Cultural Center, located at 50 W. Atlantic Blvd. Admission runs from $25-$65, tickets at: http://seflorida.uli.org/events/.

"The Pompano Beach Innovation District is one of the most exciting development opportunities in South Florida," stated Emily Marcus, Project Manager with Redevelopment Management Associates, which manages the Pompano Beach CRA. "The Innovation District already has anchors and assets including three major cultural facilities, a culinary and tech industry presence, proximity to the Pompano Beach Airport, and contiguous access to over 30 million square feet of industrial space."

The symposium will feature over 15 esteemed speakers who will provide strategic insights about developing this prime location including Mitchell Weiss, now a Harvard lecturer, who was the Chief of Staff under Mayor Thomas Menino of Boston.

Mitchell will lead a session on how Boston used their public clout to launch their Innovation District and how the city of Pompano Beach can benefit from their experiences. In the afternoon, he will entertain roundtables of local stakeholders, business leaders and elected officials to share his depth of knowledge to assist the city in adopting a sound approach to building the area.

The CRA's reinvention of the original downtown is already visible with the transformation of the Ali Building and the Bailey Hotel into vibrant arts and culture venues. In addition, they spearheaded the plans for building the Pompano Beach Cultural Center and Library, which recently opened and the building of the City Vista apartments. Two new residential projects are also in the planning to permit stage, and multiple restaurants and retailer are scheduled to open in 2018.

The CRA has created a master plan for the 38-acre site, where 24 acres are owned by the CRA or the City. This plan is designed around a linear waterway system - narrow drainage canals between the parcels - to replace conventional man-made lakes that take up lots of space for drainage and result in suburban development patterns. This plan not only helps to free up more property for development but establishes an urban and walkable environment. This model is based upon similar linear waterways in locations such as San Antonio, Texas and the Netherlands.

Recent land use and zoning updates have made it possible for this type of development to take place in the downtown. The innovation district can accommodate approximately 750,000 square feet of office space; 165,000 square feet of retail; 35,000 square feet of restaurants; 1,500 residential units and two hotels with a combined 420 rooms.

For a complete list of speakers and topics please visit: http://seflorida.uli.org/events/.

Donald Eugene Lowe Ramps up Presidential Campaign for 2020 as the Right Choice

SAN ANGELO, Texas /ScoopCloud/ -- Four years ago, Donald Eugene Lowe launched his presidential campaign and ran for president in 2016. Today, he continues to be dismayed by the direction of the country and maintains his position that he is the right choice for president of the United States in 2020.

"A hard working rice farmer, Annel Mira, who spends much of his time caring for his family just endorsed me," Lowe says. "Why? Because he knows that I have his best interests at heart. When people get to know more about me and what I stand for, they too will begin to understand that my main desire is to 'keep America free.'"

Mira says that Lowe will do his best for the people of America.

"I am number one to support him," Mira says. "God Bless America."

Lowe says if the American people put their trust in him he will lower taxes to 12 percent, institute a fair healthcare system, ensure all U.S. citizens have access to higher education, reduce illegal immigration and more.

"It's time for better leadership," he says. "It's time for Donald Eugene Lowe for president."

He plans to run on the Republican Party ticket, and continues to seek endorsements for 2020 and promises not to give up the fight.

To help publicize his campaign, T-shirts are for sale for Republicans, Democrats and Libertarians. Each bears the message, "Time for new leadership. Giving you a voice. Donald Eugene Lowe with Annel Mira. Freedom 2020."

IRVINE, Calif. /ScoopCloud/ -- 5 Bars Communities, dba XG Communities, a premier provider of wireless master plans, asset marketing agreements and engineering services for cities and municipalities across the United States, announced today an agreement to develop a Wireless Marketing Plan for the City of Fresno, California.

5 Bars(r) Communities has entered into a multi-year agreement with the City of Fresno and will begin marketing the city's assets for small cell and wireless use. This effort will enhance the ability of Fresno's citizens to access high speed wireless connectivity throughout the city. The comprehensive program encompasses intelligent infrastructure technologies, Smart City initiatives and 5G wireless planning.

"This plan allows the City of Fresno to move forward in our 'Smart City' efforts while identifying innovative funding streams that are a part of our ongoing strategy of prudent fiscal management," said Fresno Mayor Lee Brand.

As wireless carriers densify existing networks, it is estimated that the industry will deploy hundreds of thousands of small cells, making it increasingly difficult for cities to manage the applications process. Mid America Mortgage Purchases eNote from First eClosing Transaction in North Carolina

ADDISON, Texas /ScoopCloud/ -- Mid America Mortgage, Inc. (Mid America) announced today it has purchased the eNote from North Carolina's first eMortgage transaction. The transaction, which was completed entirely electronically on May 5, was a refinance for a property in Winston-Salem and was executed by Hickory-based North State Bank. Upon completion of the closing, Mid America was able to purchase the resulting eNote within one business day after receiving the final loan package.

In a statement issued on May 9, North Carolina Secretary of State Elaine F. Marshall said: "This was our first North Carolina eClosing. It is not our last. We want this to become a regular option for lenders and their customers because of the many advantages eClosing offers versus the slower, traditional paper-based system.... We stand ready to work with all other North Carolina lenders to get them up to speed on this. One thing we all noted during this closing was that even though we tried to make it into a real ceremony -- it was still so fast and easy that we had a hard time not being finished in just a few moments."

"Given Mid America's desire to see full eClosings implemented nationwide, we were happy to play a role in this transaction by serving as the investor for this deal," said Mid America Owner and CEO Jeff Bode.

"We launched our eCorrespondent division with the specific intent of converting emerging mortgage bankers to eClosings and purchasing their eNotes. Having also implemented eClosings in our retail division, we've seen first-hand how eClosings can reduce errors in the closing process, resulting in lower origination costs and more satisfied borrowers. With origination volume expected to decline this year, now is the time for lenders to get on board with eClosings."

"As Secretary Marshall noted, eNotarization is an essential component in moving not just mortgages, but all legal filings, into the digital age," Bode added. "As such, Mid America has been working closely with the Texas Mortgage Bankers Association to move the Texas Remote Notary bill through the state legislature, and we feel confident that eNotarization will soon become legal in the state of Texas."

About Mid America Mortgage, Inc.:

Mid America Mortgage, Inc., Addison, Texas, is a multi-state, full-service mortgage lender serving consumers and mortgage originators through its retail, wholesale and correspondent channels. Open Letter from City Leaders Calls for Prevailing Wages in State Housing Reforms

SACRAMENTO, Calif. /ScoopCloud/ -- In an open letter that ran as a full page ad in today's Sacramento Bee, elected leaders from six of California's eight largest cities called on California Governor Jerry Brown and the State Legislature to include prevailing wage standards in state housing reforms. The ad was paid for by Smart Cities Prevail (SCP).

The Legislature is currently considering a range of proposals aimed at combating California's persistent housing affordability crisis.

Click Here to View the Ad (PDF): http://www.smartcitiesprevail.org/wp-content/uploads/sites/24/2017/05/SacBeeAd.pdf.

Smart Cities Prevail (SCP) is a non-profit research organization that focuses on wage policies and contracting standards in the construction industry. The ad was signed by a group of local elected officials from the cities of San Diego, Los Angeles, San Jose, San Francisco, Oakland, and Sacramento.

The ad references ongoing efforts to streamline more housing development - with several proposals under consideration to combat California's persistent housing affordability crisis again this year.

"Real housing reform needs to do more than simply streamline more development," the leaders write. "We need to promote investment in the people who are doing the building, and struggling to pay the rent in our communities."

The ad highlights findings from a new SCP study entitled, "The Value of Linking Good Construction Jobs to California's Housing Reforms (http://www.smartcitiesprevail.org/wp-content/uploads/sites/24/2017/03/SCP_HousingReport.0314.pdf)."

Utilizing Economic Census data and industry standard data analysis, this study highlights how a variety of factors are contributing to California's housing affordability crisis-including significant increases in profits for developers and builders, shrinking wages for blue-collar construction workers, and declining productivity for the construction industry as a whole. It concludes that including prevailing wage standards in state housing reforms would help the industry attract and develop the skills needed to boost housing supply, while also helping to close the affordability gap for working families, reducing racial disparities in pay, and saving taxpayers tens of millions of dollars per year by reducing reliance on public assistance.

"With real blue-collar construction wages down 25 percent over the last two decades, the suggestion that labor costs hinder the construction of more housing supply is simply not supported by the facts or the financial realities of the industry," said study author Alex Lantsberg. "With housing prices and profits soaring, the industry is well positioned to invest in productivity and affordability for its own workforce. We can make good progress towards both objectives by incorporating prevailing wage standards into state housing reforms."

Smart Cities Prevail has also posted today's open letter online. Members of the public who want to lend their voice in support of including prevailing wage in state housing reforms can do so at: http://www.smartcitiesprevail.org/housingpetition/.

Pompano Beach Cultural Center Opens with Dazzling Weekend of Events and Rave Reviews

POMPANO BEACH, Fla. /ScoopCloud/ -- The Pompano Beach Cultural Center (www.ccpompano.org) opened Thursday, May 11 with a spectacular ribbon cutting ceremony featuring dancers whose costume unfurled to become the red ribbon cut by Mayor Lamar Fisher and an esteemed group of City, County and State leaders.

Over one thousand patrons then toured the remarkable new venue, meeting eleven resident companies, exploring the world premiere Cuban art exhibit, "Shipwrecked of Reason" and enjoying performances by an array of musicians and dancers. The festivities then continued throughout the weekend as hundreds of patrons enjoyed The Preview Party fundraiser, Havana Nights and The Florida Grand Opera Family Day.

"The opening of the Cultural Center was truly one of the most exciting events in our City's history," said Mayor Lamar Fisher. "There had been so much anticipation surrounding this day, and everyone who attended was dazzled by the iconic beauty of this venue as much as the incredible performances."

The ribbon cutting ceremony highlighted the mission of the Center of nurturing emerging talent while showcasing internationally renowned artists. Patrons enjoyed the incredible movement of local Eta Nu Step Dancing team to the beat of Fushu Daiko taiko drummers and the Blanche Ely High School Jazz band's performance accompanied by Grammy-winning saxophone player Ed Calle.

"This four-day opening was truly a series of grand events that showcased this iconic new venue and the incredibly diverse programming that is in store for patrons," said Alyona Ushe, President and CEO of The Creatives, the organization which programs and manages the Center. "Thanks to the extraordinary vision of Pompano Beach City leaders, this community now has a venue that will draw national and international talent, while also supporting and nurturing regional and emerging talent."

"Every corner of this venue was activated with phenomenal performances," continued Ushe. "This weekend represented the excitement that will be here on a regular basis, not only with live music and dance performances, but also with visual and multimedia art. Our opening featured both local live art with Todd the Painter and the world premiere Cuban art exhibit, 'Shipwrecked of Reason.'"

This exhibit was curated by internationally renowned curator, Isabel Maria Perez Perez, who came in from Cuba for the event. The show features the top 20 Cuban Contemporary artists and will be on display until the end of July. Havana Nights featured two-time Grammy-award winner Marlow Rosado and brought the exhibit to life with Cuban dancers, big band, cigar rollers, antique cars, Cuban cuisine and coffee. "Our patrons were transported into Havana and enjoyed the best of Cuban culture throughout the night," said Ushe.

"This weekend would not have been possible without the tremendous support of so many amazing people including Melanie Riddick, who chaired the Preview Party; award winning playwright Michael McKeever, who helped produce our opening shows; Marlow Rosado who staged 'Havana Nights,' and to our many wonderful sponsors," said Ushe.

The opening presenting sponsors included Sabbia Beach, Pompano! Magazine, JetBlue, Lifestyle Magazine Group, NBC 6, OHL Building, Isle Casino and Bateman Gordon Sands.

NJ Manufacturing Extension Program Summit Sparks Creation of Senate Manufacturing Caucus

CEDAR KNOLLS, N.J. /ScoopCloud/ -- New Jersey Manufacturing Extension Program (NJMEP) congratulated President of the New Jersey Senate, Steve Sweeney, today on the formation of a Senate Manufacturing Caucus that will be charged with developing legislation and other programs to make New Jersey a more competitive environment for the Garden State's 10,552 manufacturers.

The Caucus grew out of discussions between NJMEP and teammate New Jersey Business and Industry Association (NJBIA), and was highlighted at NJMEPs first ever State-of-the-State - NJ Manufacturing event that brought together New Jersey legislators and manufacturers in late March. It will be headed by Senator Bob Gordon.

"When we decided to bring together leading manufacturing businesses in New Jersey with legislators throughout the state, we were confident that it would spark discussions between the two and lead to intensified efforts just like this, to reaffirm New Jersey's leading position in the manufacturing industry and to create positive job growth for the state," said John W. Kennedy, Ph.D., NJMEP Chief Executive Officer.

"We salute Senate President Steve Sweeney for taking the lead, and we support Senator Bob Gordon as he steps into this critical role in a $45+ Billion Industry for New Jersey. Lastly it is always a plus for us to team with NJBIA, as their ability to create cooperatives of this type is unparalleled in our State," concluded Kennedy.

Sweeney made the announcement at the New Jersey Business and Industry Association's "Meet the Decision Makers" event this week.

Senator Gordon is especially well poised to chair the Caucus, not only because of his extensive legislative experience, but his experience in the manufacturing industry as well. Gordon managed a family-owned textile mill in Paterson and has a decade of experience in business strategy and process re-engineering.

Southern Iowa Mayor Issues Life-Changing Challenge to His Community

OSCEOLA, Iowa /ScoopCloud/ -- How often are you asked, "How far would you go for what you need?" Would you ever answer, "Across the entire state?" That's exactly what Thomas Kedley, Mayor of Osceola in Southern Iowa, has challenged himself to do through Operation Recreation.

A run across the entire state of Iowa certainly takes serious commitment, but, true leadership also takes commitment - and Mayor Kedley understands that. These days, it's not just the duties as Mayor, coach, educator, and new father that Kedley focuses on, but how to harness the success of his own personal evolution from overweight teenager to a healthy, passionate leader of a growing community that finds itself in desperate need of its own health and wellness guidance.

Osceola, Iowa is a sleepy manufacturing city in the heart of south central Iowa. The people work hard and, as Mayor, Kedley wants to see their hard work pay off. In 2016, Clarke County Iowa, of which Osceola is the county seat, was ranked 98th out of all 99 counties in Iowa for health and wellness. This news, received shortly after his election, shook Mayor Kedley to the core -- literally.

"Growing up as an overweight kid in Iowa, I know the struggles families face when it comes to the availability of health and wellness options," Kedley stated. "If it weren't for the local Rec Center where I grew up, who knows where my life would be today."

Tipping the scales at over 300 pounds by age 17, young Thomas Kedley had to cut weight to wrestle as a heavyweight in high school. His blood pressure was equal to that of people twice his age and his knowledge of nutritional values was based on what he received through subsidized school lunches and quick meals at home.

Once Thomas had a public facility to go to on a regular basis, and through the support and education from around his community, he started his path to wellness. While it didn't happen overnight, Mayor Kedley now works daily on his health and, at almost half his heaviest weight, considers his life saved and the best it has ever been.

Elected in 2015, one of the first items Mayor Kedley had on his agenda was the development of a new Recreation Center for the City of Osceola. Currently without public fitness facilities, the community is forced to share time and space with the middle school, the high school and their sports teams. This, for a growing community, has become quite a challenge and consequently a detriment to the school's aging facilities.

"I understand the challenges working families face when it comes to being healthy," said Kedley. "Not everyone is able to join a club, hire a personal trainer, or participate in organized sports. That's why we need to provide low-cost, year-round public access to the building blocks of good health and an improved quality of life."

Moving quickly on his plan, Kedley, his wife Becca and other leaders in the community established Operation Recreation, a non-profit dedicated to raising funds needed to build a recreation center capable of supporting the thriving community. It's the team's goal to have funding enough to break ground and start development as soon as 2018 with council approval.

"That's where the challenge developed," said Kedley. "To get shovels in the ground on a timeline this community needs, my goal is for Operation Recreation to raise over $250,000 by the end of the summer. If we can do it, I'll run the entire state of Iowa, from the Minnesota border to the Missouri border, to show my gratitude."

While Kedley knows he can count on the dedication to the Rec Center from his friends and family, his associates, and those throughout the community, his hope is also to raise awareness for health and wellness across the state of Iowa. From townships to cities around the state, Kedley knows the challenge rural Iowa faces keeping health and wellness as a priority mindset.

By issuing this life-changing challenge, he hopes his personal evolution and success will impact and motivate others to do the same.

City of Sacramento Deploys its First Small Cell Site, Working with 5 BARS

SACRAMENTO, Calif. /ScoopCloud/ -- Working with 5 BARS(R), a leading innovator in Small Cell, distributed antenna systems (DAS) and Wi-Fi wireless services for intelligent infrastructure, the City of Sacramento has approved its first small cell test sites with two major wireless carriers.

Sacramento has been inundated with permit applications for small cell wireless facilities in the right of way. In a race to densify existing networks, wireless providers often submit multiple applications, in some cases over 40 applications simultaneously. As Sacramento struggled to work with carriers on better designs and locations for each submission, the City reached out to 5 Bars to act as a liaison between the carriers and the city's planning department.

After an extensive RFP process, the City of Sacramento selected 5 Bars to develop a Wireless Master Plan on behalf of the City of Sacramento. 5 Bars is successfully working with all 4 major carriers to minimize visual blight and accelerate cellular coverage for the citizens of Sacramento.

"This initial small cell site is the direct result from a collaborative effort between 5 Bars, the City of Sacramento and the carriers. We worked in collaboration on an approval process and an aesthetically pleasing solution that works for everyone," said Darin Arcolino, IT Director with the City of Sacramento.

As the California Legislature works to pass SB 649, a Bill that would preempt local authority on small cell siting by eliminating local zoning and aesthetic requirements, the City of Sacramento and 5 Bars proactively worked with the carriers to incentivize the deployment of wireless facility designs, where antennas and radios compliment existing structures.

"We have been working diligently with the City of Sacramento and the carriers to ensure the citizens receive the benefits of great coverage, and the carriers get what they need. Orchestrating a solution that all parties can agree to in a timely manner is a win-win for all," said Monnie McGaffigan, President 5 Bars.

As a result, the City of Sacramento has issued and built its first test site. Additionally, hundreds of applications are in process for smalls cells throughout the city. 5 Bars continues to work with the City of Sacramento towards its connected city goals.

5 Bars is an Irvine, California, privately held premier provider of Wireless Master Plans for Counties, Cities and Large Scale Venues developing comprehensive wireless strategies through a unique holistic view of all assets, coverage and capacity. 5 Bars offers fully managed wireless solutions, network development, ownership and end-to-end management delivering commercial indoor and outdoor distributed antenna systems (DAS), carrier-grade Wi-Fi networks, and small cell systems on behalf of properties and service providers.

Smokers’ Rights Group Objects to NYC Council Anti-Smoker Measures

BROOKLYN, N.Y. /ScoopCloud/ -- Smokers' right group NYC Citizens Lobbying Against Smoker Harassment (C.L.A.S.H.) was courteously extended a personal invitation by the office of the NYC Council to attend and provide testimony at the Health Committee hearing being held Thursday on a package of ten anti-smoker proposals. The invitation was initially accepted but now we decline.

C.L.A.S.H. founder, Audrey Silk, recalls, "At the end of 2010 when I testified against the council's plan to ban smoking in parks and on beaches I ended my statement with this: Approve this and soon I'll be here again testifying against your plan to ban smoking in homes. Well I don't think so."

Of course we were assured it would never come to that. But today, this hearing includes a bill to ban smoking inside apartments of city-financed apartment buildings and another creates the conditions for privately owned multi-unit dwellings to consider doing the same by forcing owners to single out the subject of smoking in lease documents.

Our previous concerns vindicated we now stand by our word that airing objections at what amounts to no more than a pro forma proceeding on a preordained conclusion is not only a waste of time but beneath our dignity. Rather, C.L.A.S.H.'s position, as further stated at that last time at bat, is to advocate peaceful individual resistance. Good men disobey bad laws. One need only to take a stroll in a park or on a beach today to see this is what has unfolded.

While C.L.A.S.H. will not be physically present at the hearing, testimony will be submitted on paper for the sake of the historical documentation of our objections. For the record, it will include the following:

* Int 1140-2016, sponsored by Council Member Fernando Cabrera, seeks to prohibit smoking and vaping (of electronic cigarettes) in vehicles when a child under the age of 8 is present.

Congratulations for giving police officers a beautiful way to get around the clamp down on stop, question and frisk! Pulling people over for something as inane as smoking as an excuse to probe for more is a gift. I should know. I'm retired NYPD.

* Int 0977-2015, sponsored by Council Member Donovan J. Richards, will ban smoking inside apartments of city financed buildings.

Congratulations for putting more minorities out of their homes to loiter on the sidewalks and attract the attention of the police while the more affluent get to remain comfortably and safely in their homes!

* Int 1544-2017, sponsored by Council Member Corey D. Johnson, increases the floor price on a pack of cigarettes from $10.50 to $13.00. It also raises the price and tax on cigars, little cigars, smokeless tobacco, shisha and loose tobacco.

Congratulations for increasing the number of "buttleggers" ready to meet the demand for lower cost smokes (New York already has the highest rate of cigarette smuggling at over 55%).

So congratulations too for making it easier for minors to buy cigarettes! Teens know better than anyone else where to get "the goods." (Where do you think they get their pot?) And unlike stores no carding!

Congratulations for helping to fund terrorism and using those minors and adults to do so! Terror-tied individuals are well known to take advantage of this lucrative endeavor created by our politicians. Better a bomb that no one invites than freedom to make an invited, informed legal choice, right?

Congratulations for creating an even greater incentive to burglarize and rob bodegas and convenience stores! Many times the details in a news report include the fact that cartons of cigarettes were targeted during these crimes. And hey, that's more illicit street sales to minors. Way to go!

And a really hearty handshake and congratulations for beating out your competitor - the tobacco industry - by making more money off the sale of a pack of cigarettes than they do! Who is it really that is in the business of selling cigarettes these days?

Just last week the NY Times reported how Iraqis, liberated from ISIS control, expressed their joy. The headline read, "After ISIS, Smoking Openly to Feel Free." Our sentiments exactly. It's a matter of being let alone to live freely rather than the way demanded by a group in power.

Tenaja Environmental Concerns Association Requests County Stop Issuing Kennel Permits

MURIETTA, Calif. /ScoopCloud/ -- The Tenaja Environmental Concerns Association (TECA) is requesting a call to action from Riverside County public officials to stop issuing kennel permits in Residential and Equine neighborhoods. It says that the existing ordinance needs to be updated to address specific property rights of surrounding residents and to introduce additional conditions to safeguard them from the negative impact these kennels present to these communities.

"When Ordinance 630 was first written, there were more open spaces than there are today. Now, those same spaces are home to residential and equine neighborhoods and while the area has changed, the ordinance has not," Scott Becker, resident and active member of the Tenaja Environmental Concerns Association, says.

As a result, TECA members are asking the county to implement additional conditions before issuing new kennel permits.

"Many counties and cities throughout the U.S. provide for stringent restrictions such as distance and zoning requirements before a kennel permit is approved," Becker says. "Issuing kennel permits in pre-existing residential communities is unfair and unjust to residents and surrounding property owners."

According to TECA members, kennels create the likely potential for a noise nuisance, undue stress and possible health concerns. They significantly decrease surrounding property values and pose a danger to children, domestic pets and horses. These residents also feel that kennels do not belong in the sensitive Santa Rosa Plateau area as the noise, feces and introduction of too many dogs disrupts the natural environment and wildlife.

"We're asking the county to recognize the rights of its citizens and to protect sensitive ecological areas. The current and very antiquated ordinance needs to be amended to provide more protection to the residents of Riverside County," Becker says. "Other surrounding areas such as the City of Riverside, Kern County and San Bernardino County have already updated their ordinance to recognize and define kennels as a commercial use, which would be a prohibited use in residential areas.

A public hearing is scheduled before the County Board of Supervisors on April 25, 2017 at 9 a.m.; Riverside County Building, 4080 Lemon Street, 1st floor. Transportation and carpooling are being provided to the hearing. To schedule a ride, call: 951-660-2586.

Concerned residents can also contact Supervisor Kevin Jeffries at: 951-955-1010 or district1@RivCo.org to voice their concerns.

A petition has been started and the goal is to collect 10,000 signatures by April 25. The petition and additional information can be found on their website at https://www.savemyneighborhood.com/.

Residential communities need to be protected and Riverside County has an important role to play. It can update Ordinance 630 and stop issuing kennel permits to ensure a quiet, safe and peaceful environment for its citizens.

Ferret Owners Hopeful as California Fish and Game Commission Consider Issuing Permits for Ferrets

LA MESA, Calif. /ScoopCloud/ -- Legalize Ferrets, a California organization that continues to advocate for ferret legalization in the state, has a watchful eye on The California Fish and Game Commission this month. Why? The commission is set to consider issuing permits for ferrets during its April 26, 2017 meeting in Van Nuys, Calif.

Currently, ferrets are legal in 48 states - California and Hawaii are the exceptions. But ferret lovers are hopeful that California is ready to join the ranks.

"Previously, the commission rejected a proposal to remove ferrets from the prohibited species list," Pat Wright of LegalizeFerrets.org says. "It said doing so would remove ferrets from its jurisdiction and that ferrets could pose a threat to wildlife."

However, prior to 1985, the commission had issued permits for neutered male ferrets. So, ferret advocates countered the recent proposal rejection asking it to revisit its previous position. The commission agreed to study and hear the proposal.

California ferret lovers have submitted an open letter to the commission which highlights the commission's two objections and provides ferret advocate responses.

The commission's first objection that eliminating the ban would eliminate the commission's control is countered through a response suggesting that permitting would enable the commission to maintain their jurisdiction. Secondly, concerns over threats to wildlife are countered through letters submitted from all 50 states, and a few Canadian provinces, that report no instances of ferrets attacking or harming wildlife.

In fact, Wright shared that a ferret was recently confiscated in Arroyo Grande. It had gotten out and a neighbor turned it into local animal control.

"After a big deal and lots of tears the ferret was returned to the owner and she was given 30 days to get rid of it. This is just another example of the futility of the ferret ban," Wright says. "There's not a single documented case of feral ferrets in the United States. It's time that California ferret owners have protection from confiscations and possible euthanasia of their pets."

Culver City, California Becomes a Sanctuary City

CULVER CITY, Calif. /ScoopCloud/ -- At its March 27, 2017 meeting, the City Council of the City of Culver City adopted a Resolution to declare itself a sanctuary city. According to the Resolution, "The City of Culver City is a sanctuary city for all of its residents, and the City stands in solidarity with other sanctuary jurisdictions. The City reaffirms its commitment to welcome individuals with diverse backgrounds and will uphold and protect the human and civil rights of all individuals under the State and Federal Constitutions, regardless of immigration status."

"That is part of what it means to be a City of Kindness," said Culver City Mayor Jim B. Clarke.

The adoption of this Resolution is the latest in a recent string of actions by the City, the Culver City Police Department, and the Culver City Unified School District to support human and civil rights, such as:

1) The City Council's 2016 Legislative and Policy Platform, which "commits to pursuing a policy agenda that affirms civil and human rights";

2) the City's October 12, 2016 Resolution 2016 R-099 condemning violence and hate speech;

3) the Culver City Unified School District's November 22, 2016 declaration that every school campus is "a safe zone";

4) multiple statements from Culver City Police Chief Scott Bixby expressing the Department's commitment to protecting the rights of all persons, regardless of immigration status; and

5) the City Council's February 27, 2017 Resolution 2017-R014 supporting state Senate Bill 54 (SB 54), also known as the California Values Act.

"This is not a decision the City Council came to lightly, and it is always helpful when the community expresses their opinions on an issue," said Mayor Clarke. "Even though Culver City has not historically participated in the enforcement of immigration laws, it is important to cement our promise to protect the public's safety as well as the rights of all of our City residents, regardless of their immigration status."

The City of Culver City joins a growing number of cities in declaring itself a sanctuary city. According to the adopted resolution, Culver City will continue to "act in a manner consistent with the American Civil Liberties Union (ACLU) 9 Model State and Local Law Enforcement Policies and Rules."

Some of the City's current practices include not voluntarily releasing personal identifiable information to Federal immigration authorities and requiring judicial warrants before detaining any individuals at the request of Federal immigration authorities. The resolution also includes language supported by the Culver City Action Network (CCAN), a local advocacy group that promotes sanctuary policies. For questions about the City of Culver City's stance on immigration enforcement, please contact Community Relations Lieutenant Troy Dunlap at (310) 253-6258.

Housing Advocates and Los Angeles Residents Call on Los Angeles City Council to Limit Short-Term Rentals in LA

LOS ANGELES, Calif. /ScoopCloud/ -- A growing alliance of affordable housing advocates, local neighborhood renters and homeowners, hotel employees and hotel representatives gathered today in front of Los Angeles City Hall to call on City officials to adopt smart regulations for short-term rentals, according to Keep Neighborhoods First.

Participants urged the City Council to adopt a low limit on the number of days per year a host could rent a unit short-term.

"Regulations must include a cap on the total number of days hosts are permitted to rent short-term. This cap must be low enough as to not economically incentivize landlords to rent short-term instead of long-term," explained Becky Dennison, Executive Director of Venice Community Housing Corporation. "The current draft has a cap that is much too high. We believe the right number is 60 days per year - and other cities agree."

Dennison mentioned caps in Santa Monica and Amsterdam of 60 days; as well as 90-day caps recently implemented in San Francisco, New Orleans and London. Palm Springs enacted a cap of 32 days. The draft ordinance currently being considered in Los Angeles includes a cap of 180 days, or six months out of the year.

The group also expressed strong support for banning any type of short-term rentals in rent-stabilized (RSO) units, arguing that allowing RSO units to be rented short-term will result in significantly more risk for some of our most vulnerable renters than any possible benefit.

"As a longtime tenants' rights advocate, I can assure you that short-term rental practices has literally put a target on the back of every renter living in RSO housing. Tenants are being evicted and units are being converted to short-term because landlords make MUCH more money renting short-term," said Larry Gross, Executive Director of Coalition For Economic Survival. "We can no longer allow short-term rental companies to continue to operate practically unchecked. Their practices of taking critically needed affordable rent control units off the market is making our already dire housing situation worse."

Also on hand were hotel representatives that called on the City to enact regulations built on sound politics, not false budgetary needs. Specifically, the California Hotel and Lodging Association quoted a recent report related to the downfall of cities accepting voluntary taxes from Airbnb and other short-term rental platforms. The voluntary agreements are being questioned all over the nation.

"We're adding the voice of the state's hotel industry to the Los Angeles community asking for a city ordinance that ensures a level playing field for those of us in the hotel industry and full transparency from all short-term rental platforms," said Lynn Mohrfeld, President & CEO California Hotel & Lodging Association.

The City Council is expected to take up the current draft ordinance in coming weeks, beginning with the Planning and Land Use Committee (PLUM).

Free Land and Incentives for Builders Looking to Develop in Osceola, Iowa

OSCEOLA, Iowa /ScoopCloud/ -- As part of a new housing development initiative, Osceola, Iowa's Clarke County Development Corporation (CCDC) is offering home builders and developers shovel-ready sites at no cost for residential projects as well as reimbursements on interest for construction loans for a 12-month period. The CCDC launched the Zero-Cost Development initiative in an effort to capitalize on the recent growth trends and development throughout south central Iowa. While tax abatements and other incentives are offered throughout the state, the concept of Zero-Cost Development offers builders and developers a bigger opportunity for establishing profitable programs throughout Osceola.

Even with Iowa's housing bubble leveling out and market prices becoming steady, builders are still seeing costs of materials and equipment climb. Tax abatements offered to buyers still leave builders struggling to cover the gap costs between development and sale of the homes. If a home sits on the market longer than 60 or 90 days, many builders can see a considerable loss of revenue and even end up losing profit altogether on the development. By offering the builders and developers Zero-Cost, shovel-ready land, the initial investment for the building is considerably lower and gives an advantage back to the builder before the sale. By also providing reimbursements for construction loans over a 12-month period, the builder can better manage their investment risks - enabling faster return and reinvestment of moneys for additional development.

Over the last decade, Osceola and Clarke County's population and workforce have steadily grown at a time when many rural areas are losing residents in droves. With a population of over 5,000, Osceola offers over 4,400 non-farm jobs, making it a hub for commerce for southern Iowa counties. As commerce continues to expand, a sense of community is growing and the urgency to build homes to suit the burgeoning workforce has become a priority.

"Development Land in Des Moines, Waukee and Ankeny as well as surrounding communities can cost builders upwards of $80,000 to $200,000 per lot. By offering developers free, shovel-ready lots, they're given the opportunity to build quality homes at an affordable price and pass that savings on to the buyers," Bill Trickey, Executive Director of Clarke County Development Corporation stated. "With Osceola's proximity to metropolitan amenities added to a quality of life you can't find in larger cities, developing in Osceola offers safe neighborhoods for children, a sense of community among neighbors, and peace of mind for growing families."

The goal of the Zero-Cost Development initiative is to encourage an economical connection to an estimated 2,500 commuters in Osceola, helping them become not only a permanent asset to the local workforce but be part of the community as well. Research has shown, when families put down roots in Osceola, their children and generations to follow are likely to remain a part of the community.

"The key is giving them the resources to plant roots," Trickey continued.

Employment opportunities and a quality school district are two of the city's bigger selling points. At just under 1,400 students, the Clarke school district is small but advanced beyond even some suburban Iowa schools. The district recently integrated over 1,500 Chromebooks, offering each student a chance to take this technology home. It's an attractive option for families who'd prefer a smaller district without sacrificing quality of technology and curriculum.

Families in Osceola also benefit from several new recreational developments, including an expanding trail system, city parks, and the future development of a community Recreation Center.

Officials hope the Zero-Cost Development initiative will continue to strengthen the area's neighborhoods, encouraging families to call Osceola home.

If you're a builder who is interested in the Zero-Cost Development initiative and would like to see if your project qualifies, contact Bill Trickey at the Clarke County Development Corporation at info@clarkecountyiowa.com or 641-342-2944.

Former Military Officers Seek Greater Due Process for CA Bonus Troops

WASHINGTON, D.C. /ScoopCloud/ -- Two former military officers of the Washington D.C. law firm of Jordan Guydon sent letters today to U.S. Senator Boxer, other Congressional leaders, the Secretary of Defense and Secretary of the Army, urging the strengthening of due process for the California National Guard bonus recipients. The two are Darlye Jordan, managing partner of the firm and a former Army major who advised commanders during the Gulf War; and, Howard G. Cooley, of-counsel, and a retired Army colonel.

Cooley and Jordan are concerned that there is no mention of the role of the Board for Correction of Military Records (BCMRs) in the remedy of the bonus cases. In the letter, they argue the Guardsmen have an administrative due process right to the extraordinary decisional and equitable powers Congress conferred on the boards.

Jordan, also a former finance officer in the military, notes that "the remedies of waiver and remission of the remaining debt" may still leave some servicemembers with a historical record of problematic "past due" notices. Jordan also notes "it may take longer than expected for negative information to be removed from some credit records." Cooley and Jordan argue that since only BCMRs have the authority in DOD to cause the debt to be eradicated as through it never existed, Guardsmen should have the opportunity to appeal to their Service BCMR.

Cooley states, "For the Army Board to be poised to fairly evaluate the appeals of Guardsmen, it must get its own house in order, and can do so easily by shutting down its illegal adjudication system immediately and adopting the adjudication process used by the Air Force BCMR." Cooley notes, "20 years ago, management consultant Booz Allen Hamilton, in effect advised DOD that the Army Board breached decisional integrity because the ABCMR staff impermissibly took over the decisional process from the board and reduced the board to a mere rubber stamp for the staff."

Cooley asserts "by law, servicemembers are entitled to have their cases fully evaluated by an independent panel of high ranking, fair-minded, and experienced board members - not unappointed staffers under pressure to cut corners (including the denial of the due process rights of servicemembers) in order to adjudicate cases in 10-months."

Cooley adds that if some of the problematic bonuses were issued to Air Guard members from California, in addition to the Army Guard members, "then there would be unacceptable dual standards, with the Air Force Guardsmen walking upstairs to the regular order boardroom conducted by an independent and appointed board, while the Army Guardsmen are directed to the basement where the staff is in charge while the appointed board members are divested of all of their decisional authority."

Jordan and Cooley believe "it is time to rightsize the BCMR process, as all servicemembers are entitled now to the gold standard adjudication afforded by the Air Force BCMR, and nothing less."

Donald Eugene Lowe Says He Could Still ‘Stop’ President-Elect Trump Based on Election Law Loopholes

SAN ANGELO, Texas /ScoopCloud/ -- No matter party affiliation, everyone can agree that this year's elections were heart-pumping. And for Donald Eugene Lowe, it might have even been a bit more so. Why? To date, he says that he is the first person in history to become a President-Elect Alternate. It's the law - a combination of many, in fact.

"I know many will be confused by this, but it's true. It's still possible to stop President-Elect Trump from taking office," Lowe says. "We both share the Republican presidential electors and this means that the Electoral College could still pick me."

He says it's possible due to a series of legal loopholes.

"When the other candidates withdrew, I announced I was running under the Republican Party. Next, I announced that I was challenging President-Elect Donald Trump and then I said I was skipping the general election and pushing onwards to the Electoral College," he explains.

Lowe says that since the Republican Party never let him have his brokered convention with Donald Trump, they inadvertently made the loopholes within the laws come true for the first time in history. As a result, he says that he is now in the Electoral College as President-Elect Alternate.

"I know almost everyone will be confused because I am doing something that's never been done before, but it could work," he says.

If the Electoral College picked Lowe instead this could cause no one to have 270 electors and would force the constitution to work. Lowe would be the first person to become president using the laws to make it happen instead of traditional process.

"If I become president it's because of the laws of the states and the constitution," he says.

CCDC’s Trickey Appointed to State Advisory Board

Bill Trickey

OSCEOLA, Iowa, April 27, 2016 (SEND2PRESS NEWSWIRE) -- Clarke County Development Corporation's Executive Director, Bill Trickey, was recently appointed to the Small Business Development Center (SBDC) State Advisory Board. The Iowa SBDC offers high quality assistance to current and future Iowa business owners. As a member, Trickey will influence decisions that benefit businesses and job creation throughout the state, discuss current business trends and play an important role in communicating the needs of the business community to Iowa lawmakers. So, what makes Trickey qualified for the job?

In 1979, Trickey received his MBA from Rockhurst College, four years after leaving the Air Force. He spent the next two decades honing his business management and sales process knowledge, ultimately joining the Des Moines Buccaneers Hockey program in 2002 as COO. In 2006, Trickey became the Executive Director of the Clarke County Development Corporation. He commuted from Des Moines for a year, then eventually made Osceola his permanent residence.

As Trickey reflects on his first year at Clarke County Development Corporation, he remembers a friend saying "don't take that job in Osceola, you'll never get out of there."

He chuckles, "It was true, but I don't regret it." In nine years at Clarke County Development Corporation, Trickey has seen the city through an abundance of growth and achievements. Some of his most notable achievements include securing the Turkey Hatchery, Iowa Steel, the Salford plant and Astoria Industries (now Altec) as Osceola businesses.

Clarke County Development Corporation has won four celebrated awards under Trickey's leadership. In 2014, Osceola became the seventh community in the state to earn the Connected Community Certification. "We're always working to ensure our local businesses have every advantage possible," said Trickey during the award ceremony. To earn the certification, the city of Osceola ensured maximum access to broadband supported technologies. In the same year, the city was designated as a Skilled Iowa city and a Home Base Iowa Community. The Skilled Iowa Initiative helps link workers with essential skills to employers with open job positions. As a Home Base Iowa Community, Clarke County is committed to offering resources and incentives for veterans.

In 2013, Osceola won the IADG Silver Shovel Award, which honors outstanding leadership, innovation and achievement in business and community development.

Prior to being appointed to the State Advisory Board, Trickey served on the Creston SBDC Regional Board. He has also served as an Executive Committee member with the Southern Iowa Council of Governments, and is an adjunct professor at Southwestern Community College where he teaches a variety of business classes.

As a State Advisory Board member, Trickey plans to introduce new trends to Clarke County and expand Osceola's business community. "My goal is to establish Osceola as a place that fosters startups and helps young companies grow and flourish," says Trickey. With more than 30 years of experience and over a decade of growing Iowa commerce, Clarke County's Executive Director remains passionate and optimistic about the future of Iowa businesses, especially their future in Osceola.
