Rural South-Central Iowa Sees Over $480,000 in Grant Windfall for Local Organizations

OSCEOLA, Iowa /ScoopCloud/ -- Rural organizations throughout south-central Iowa, specifically, the city of Osceola and Clarke County Iowa look to their development corporation, the Clarke County Development Corporation (CCDC), for grants and other assistance to add value and benefits to the communities they serve.

Earlier this spring, with the assistance of funding from Osceola's Lakeside Casino (lakesidehotelcasino.com), a number of organizations realized over $480,000 in grants approved and distributed for various projects and causes by the CCDC board.

Some of the grants awarded include:

* Clarke County received a $25,000 grant for improvements to secondary roads and bridges throughout the county. Residents rely on the rural secondary roads for travel so the County will be purchasing maintenance equipment and will upgrade bridge safety, rebuilding where necessary, adding culverts and laying down and grading new gravel throughout the County.

* The Village Early Childhood Center in Osceola was awarded a CCDC grant of $150,000 to pay off the building's mortgage and other bills as well as $93,500 to help pay for Geothermal Heating / Cooling units at the site. The City of Osceola and Clarke County will also make contributions to The Village to help pay off the mortgage.

* The area's East Lake trail projects will continue to move forward thanks to an incredible $100,000 The CCDC grant disbursement will go toward completion of the paved trail that connects East Lake Park to the elementary school and extending the Safe Routes program. Already this summer, the park has hosted over 200 third graders a group from Murray for fishing, and spent a full day with Clarke fifth graders. Concrete should be laid in the fall, giving students easy access to the park without relying on costly bus transportation.

* The Murray School District was granted $75,000 for district-wide technology upgrades and the integration of smart tablets for all students from elementary through 12th.

* Clarke County Cattlemen's Association was approached by the Clarke County Fair Board over the winter regarding the need to make the fairgrounds handicap accessible. Since the Fair Board is already tied up with other projects, the Cattlemen's Association has been raising funds to lay concrete in the cattle barn. With a $9,000 grant from CCDC and the Association's own fundraising efforts, concrete will cover the whole cattle barn, except for the cattle stalls. The project is projected to be completed in time for the County Fair this summer.

* Clarke County Fairgrounds will be able rewire much of the infrastructure with the help of a $12,000 grant.

* Clarke Community High School's chapter of the FCCLA received $3,500 to help student finalists travel to their National Competition.

* Community Health Centers received $20,492 to help with the purchase of new equipment to be used at the new Mental Health Emergency center.

* Families First, located in Osceola, received their annual contribution of $15,000 that helps with field trips, back packs for students, swim passes and more.

* The City of Osceola was awarded a grant to cover the costs of demolition of dilapidated and dangerous abandoned structures. These houses and other buildings are eyesores and potential hazards for fires and structural collapse. CCDC has awarded a grant of $5,000 to the city's program that removes these buildings and paves the way for new homes and businesses.

"With the assistance we receive from the casino, funding community grants like these helps the CCDC board impact our community's future and improve the community's collective quality of life and, correspondingly, our business viability," said Bill Trickey, Executive Director of the Clarke County Development Corporation.

The Clarke County Development Corporation holds monthly public meetings where opportunities like those listed above as well as the actions the CCDC board will be taking each month are discussed. In Michigan, a Battle between Veteran Asbestos Cancer Victims and the Asbestos Industry

Today, Michigan's Commanders Group (Congressionally Chartered Veterans Organizations) filed their resolution in opposition to the bill.

The group includes American Legion, American Veterans, Disabled American Veterans, Jewish War Veterans of the United States, Marine Corps League, Noncommissioned Officers Association, Polish American Veterans, Order of the Purple Heart, Vietnam Veterans of America, Paralyzed Veterans of America, and the Veterans of Foreign Wars.

Legal advocates claim HB 5456 - seeks to delay if not deny compensation from the responsible corporations to victims. "Since we already have transparency by law in Michigan this transparency titled proposal is designed with one goal in mind - to run out the clock on asbestos victims in Michigan so they die before their cases even make it to court," said Attorney Lane Clack of Saginaw.

"People who were unknowingly sickened by asbestos deserve justice, and the companies responsible for poisoning them should be held accountable."

In Lansing today, Clack said that legislation - Asbestos Claim Transparency HB 5456 - passed by the Republican controlled Michigan House of Representatives last week would penalize Michigan residents who are sick and dying from asbestos exposure, many of whom are veterans, and would be an unwarranted giveaway to big companies that made products with asbestos.

"An estimated 10,000 - 15,000 Americans die each year from asbestos-related diseases and people are still getting sick. Dozens of countries have banned asbestos, but it is not banned in the United States," said Clack. "As companies continue to import hundreds of tons of asbestos into the U.S. each year, workers, first responders and others continue to be exposed, especially when buildings are renovated or demolished. HB 5456 puts onerous burdens on victims and asbestos trusts, but does nothing to protect innocent Michigan workers from exposure to asbestos. And don't forget, this is a veterans' issue. Forty percent of all Michigan asbestos victims are veterans. That's why many of the major veterans groups oppose this bill."

Asbestos was once widely used in a number of industries that employed many people in Michigan, including construction, steel, pulp and paper production and the auto industry. Michigan has a higher-than-average mortality rate for asbestos-related diseases, according to AsbestosNation.org.

Michigan Veterans are disproportionally afflicted with asbestos-related diseases. While they make up 8 percent of the U.S. population, they account for roughly 30 percent of Americans who contract mesothelioma, a cancer that attacks the lining of the lungs, stomach and other organs caused only by asbestos.

Legal experts with the Michigan Association for Justice, point out the bill makes no sense in Michigan. Michigan already has "Transparency" by Court Order and Michigan juries already consider fault of all bankrupt asbestos companies; MI has had apportionment by Statute since the 1990's.

Clack said, "Since the Republican majority in the House of Representatives rolled over like puppy dogs for the Asbestos Companies and the Chamber, the bill now moves to the Senate. It is now left to the Senators on the Senate Competitiveness Committee to decide which side they are on - either Michigan Residents, Veterans and First responders or the Asbestos Companies and their lobbyists."

Sudden Unexplained Death in Childhood (SUDC) is a category of death in children over the age of one year which remains unexplained after a thorough investigation and autopsy. "Far too often, the first time people hear about SUDC is when they, or someone they know, has lost a child to it," said Laura Gould Crandall, Executive Director and Co-Founder of the SUDC Foundation. "SUDC families too often grieve in isolation, without information, resources or knowledge that other families exist with a similar loss. Raising awareness of SUDC is integral to the work of the SUDC Foundation so we can support those affected by SUDC and advocate for research that will further our understanding of the causes and ways to prevent SUDC."

The SUDC Foundation is advocating for SUDC Awareness Month proclamations in all 50 U.S. states this March. In 2017, 36 U.S. states participated. Celebrating Los Angeles Unified School Districts Outstanding Plant Managers

In addition heat treatment has been the preferred method for eradicating termites, eliminating potential exposure of other toxic chemicals.

"The Los Angeles Unified School District, second largest school district in the nation, spans 28 cities and 710 square miles, with more than 25,000 buildings covering 80 million square feet," said Robina Suwol, founder and executive director of California Safe Schools. "The success of the policy is a result of extremely well trained and committed management, plant managers, pest, and turf and landscape management experts. celebrating our plant managers for all of their tremendous work was long overdue given their tireless efforts to make our schools safe for all."

RMA Taps New Beer Trends to Combat Urban Blight

Once the buildings are retrofitted as craft breweries, they have the potential to become a major catalyst for revitalization within a city, attracting additional visitors, job creation and investment.

"With North Miami Beach, RMA analyzed the market potential and developed the framework for a targeted industry incentive program to attract craft breweries," continued Farrell. But he also warns cities not to jump on the craft beer bandwagon just because it worked in other towns.

The cities who have successfully engaged breweries as part of their revitalization plan, did so after careful analysis and as part of an overall redevelopment strategy."

Back in 2011, RMA launched the revitalization of Oakland Park, Florida with the creation of a culinary arts district. That city's growth was ignited when Funky Buddha brewery relocated to the area. That success story led to craft breweries popping up in many cities including Pompano Beach, Wynwood and more.

"Currently, the craft beer market represents about 12% of market share in the United States, while other beverage markets like coffee and high-end drinks can command up to 40%," he explained. "So, there is room for smart growth, but we also see related emerging trends in the market."

Farrell notes that Millennials, who have grown accustomed to drinking craft beer, are now seeking to socialize in brewpubs, where they can enjoy their favorite beers accompanied by housemade foods.

"The demand exists for family-friendly restaurants where guests can enjoy great beer and food while experiencing the good feeling of supporting a local business versus a chain. Brewpubs fit this model and will be the next phase of development."

Taking a giant leap beyond simple community gathering spots, co-op brewery models are on Tiller's radar as he tracks states like Montana, New Mexico and Texas, where groups or cooperatives are investing in breweries as a means to stimulate revitalization. Cooperatives are organizations owned collectively by members who share in profits or benefits. While currently there are only a handful of these co-ops in in the United States, Canadian co-ops are touting increased employment and neighborhood unity.

For cities wanting to capitalize on the economic engine of the beer industry, Tiller advises city leaders seek experts to analyze 3 key areas:

* Feasibility: Does your area have a market of consumers to support the business? And will the city offer incentives to entrepreneurs looking to open and operate breweries in your community?

Michigan Veterans File Opposition to Asbestos Bill

This bill would impose burdens on asbestos victims, including active and retired service members, the civil justice system, asbestos bankruptcy trusts, and taxpayers. It would force victims and their families to jump through several expensive and time-consuming hoops before being allowed to move forward with a claim in state court.

Those suffering from mesothelioma, on average, have 12 to 18 months to live. Asbestos victims do not have extra time or money to spare. Unfortunately, the asbestos industry is seeking to take advantage of this fact. Their goal: To delay and deny until victims die.

Michigan ranks 12th nationally for mesothelioma and asbestos deaths, and 40 percent of asbestos victims in the state are veterans. Hundreds of asbestos exposed Veterans in Saginaw, Detroit, Muskegon, Escanaba, Lansing, Grand Rapids, Alpena, Port Huron and other industrial cities will be disproportionally put at risk. Veterans were extensively exposed to asbestos products not only during military service but in their civilian work at Michigan's automobile plants, steel mills, paper mills and in construction trades.

It is wrong to give asbestos companies new ways to stonewall their victims, especially those that served their country. This injustice is magnified by the fact that this legislation is unnecessary in Michigan as state law already requires transparency. Asbestos victims must provide asbestos defendants with copies of all claim forms six months before trial, and juries are already compelled to assign responsibility to bankrupt defendants under existing Michigan Law.

Asbestos victims deserve justice. It is unconscionable that Michigan lawmakers would pass legislation to allow the same out-of-state corporations and their front groups who hid the dangers of asbestos for decades and caused hundreds of thousands of deaths to avoid accountability. Once again our elected representatives should be fighting for asbestos victims and their families - not those who harmed them.

We urge all Michigan veterans to immediately call their state senator and representative and urge them to oppose HB 5456.

U.S. Governors Are Applauded for Proclaiming November Clostridium difficile (C.difficile, C.diff.) Infection Awareness Month

City of La Mesa offers Official Proclamation in Support of Ferret Legalization for California

LA MESA, Calif. /ScoopCloud/ -- Mayor Mark Arapostathis and all members of the La Mesa City Council issued a proclamation on November 9 urging the California State Legislature to pass ferret legalization legislation, non-profit Legalize Ferrets announced today.

The original request was for La Mesa to declare itself a ferret sanctuary city. The idea drew support, but many people objected to the term "sanctuary." The request was made to declare La Mesa a "ferret friendly city."

Ferret owners were aided at first by city councilwoman Kristine Alessio who has had experience with Savannah cat legalization issues and knew what ferret owners are facing in a hostile Fish and Game Commission and apathetic California legislature.

"We were also aided by city councilman Bill Baber who sympathized with us for facing another useless and outdated law backed up by an out of touch state agency," said Pat Wright of Legalize Ferrets.

Mayor Mark Arapostathis was an outstanding ally of the ferrets and recommended a proclamation.

Wright added, "We are also grateful to City Councilmen Guy McWhiter and Colin Parent who agreed with the absurdity and cruelty of California's anti-ferret law and signed on to the proclamation."

California ferret lovers continue to be rejected or ignored by California legislators but are achieving support from cities around California. Culver City has already put the ferret issue on their city council agenda and ferret lovers are next set to ask the Encinitas city council.

Now that we have this proclamation we are set to ask cities around California to adopt the ferret friendly resolution.

The Atlantic Boulevard Bridge will display a playful design concept which incorporates sail-like components and a marine-themed mural at the bridge tender house base.

"When people see the bridge, they will probably assume we were influenced by the sail-like components and art work of our garage design, however, we actually designed the bridge first," explained Sowards. "We knew these two structures needed to have a cohesive style, but we created each with its own personality. This area will truly be a gateway to the city, and we thrilled that our designs will be welcoming residents and visitors alike for decades to come."

The Ocean Avenue Bridge in Boynton Beach was a tale of two cities. This whimsical structure connects the City of Boynton Beach and the Town of Ocean Ridge, two very diverse coastal communities. The 21' structure replaced a dated and substandard bridge crossing the Intracoastal Waterway. Native sea life provides the artistic palette for the bridge's metal trellis work which serves as the base for spire-like towers emerging from the bascule piers. Separate pedestrian and bicycle access is provided along with illuminated waterfront communal space under the bridge. The bridge served as an integral piece of Boynton Beach's downtown revitalization.

The Flagler Memorial Bridge, much like the Ocean Avenue Bridge, is the connecting point for the City of West Palm Beach and the Town of Palm Beach, two distinctly different South Florida communities. The bascule bridge serves as the replacement for a 1938 structure and spans 2,400 feet over the Intracoastal Waterway. CSA as a sub consultant to KHA provided services to FDOT for a PD&E study and met with the community to determine location of new bridge, height and the architectural style of the bridge. The team then developed a criteria package for a design build project delivery and assisted FDOT with the selection of the design build team and provided plan review of documents for compliance with the RFP.

The Crosstown Parkway Bridge in Port St. Lucie is the largest and most industrial of the Currie Sowards Aguila bridge designs, and includes an approximately 3/4 mile long fixed flyover of a sensitive estuary called the North Fork St. Lucie River. CSA created architectural features at each corner of the approach spans that signify the entrance to the estuary and conveys the community's value for the natural environment. The inclusion of the commissioned art work by Guy Harvey which features the River's natural habitat completes the design of the bridge aesthetics.

The CSA design team has also transformed several bridge tender houses including Atlantic Avenue in Delray Beach, Hillsboro Boulevard and Commercial Boulevard.

Iowa Governor Kim Reynolds Scheduled to Honor Veterans at Clarke County Freedom Rock Dedication

Seating will be limited, so guests are encouraged to arrive early, use the shuttle services available from Murray, Osceola, and the Bunn Manufacturing locations and to bring their own lawn chairs.

About the Clarke County Freedom Rock:

Sorensen began painting the original Freedom Rock, located north of Greenfield, Iowa, in 1999 after being inspired by the movie "Saving Private Ryan."

His original rock, which was painted with a new design each Memorial Day, quickly garnered local, regional and national recognition. Sorensen soon decided to spread the message of the Freedom Rock by committing to painting a Freedom Rock in each of Iowa's 99 counties and beyond. According to TheFreedomRock.com Web site, the Clarke County Freedom Rock is 67th of 68 current honorary displays.

Since Sorensen designs each rock to represent the military members and history of each county, Sorensen and the Clarke County Freedom Rock and Honor Wall committee started conversations in the fall of 2015 to brainstorm ideas and themes for the rock being dedicated on Saturday.

"That usually means finding specific veterans," Sorensen said while working on another Freedom Rock in Cresco. "We landed on killed in action. That's why the front side of that (rock) is a gold star family member clutching a flag that was given to them and the ghost of the fallen soldier touching her."

The front face of the Clarke County Freedom Rock also features a quote from Abraham Lincoln.

The back face of the Clarke County Freedom Rock, facing the Honor Wall, features illustrations of Maxton Daniel, Raymond Harris, George Horton, Herschel Oehlert and Bert Keeler - Clarke County residents who were killed in action.

The west side of the rock features a large red bull logo, signifying the 34th Infantry Division, which Highway 34 is named after.

"There was a guy from Garner, Iowa, driving by and he saw that red bull's face," Gibbs said. "It's got great history. This guy's dad was in the 34th Infantry Division. That was something Bubba added and thought would be appropriate. I'm so glad he did. That's a big deal to tens of thousands of people."

The Clarke County Freedom Rock Honor Wall:

Constructed behind the Freedom Rock is the Clarke County Freedom Rock Honor Wall, which gives individuals the opportunity to have a veteran's name engraved into plaques placed on the wall. To date, the Honor Wall has plaques representing over 450 veterans from Clarke County and surrounding areas. The Honor Wall is not limited to veterans who lived in Clarke County.

Gibbs said the committee wanted to give everyone an opportunity to have their veteran recognized on the wall, especially since there will be people from all over the country visiting the Freedom Rock and Honor Wall.

Governor Reynolds and Clarke County:

Iowa Governor, Kim Reynolds, has a special connection with the community in Clarke County. Bonneville GOP Legislative District sends nominees to replace Senate Majority Leader Bart Davis to Governor C.L. Butch Otter

IDAHO FALLS, Idaho /ScoopCloud/ -- Republican Senate Majority Leader Bart Davis of Legislative District 33 was sworn in as U.S. Attorney for the State of Idaho on September 22, 2017, creating a vacancy in the state Senate when Senator Davis resigned on September 21, 2017.

Davis is a 10-term state Senator from Idaho Falls with a private legal practice focusing on corporate litigation, bankruptcy and real estate law. He's served as the state Senate majority leader for 15 years.

Davis was sworn in on Thursday as the state's new U.S. Attorney in a ceremony in Pocatello. "I am humbled and honored to continue to serve the great people of Idaho as United States Attorney. I am grateful for the special trust and confidence shown me by President Trump, Attorney General Sessions, Senator Crapo, Senator Risch, and all of those who supported me throughout this process. I inherit a very capable office and look forward to joining them in continuing to do great things," Davis said.

Legislative Chairman Stafford Smith said, "Seventeen individuals have the opportunity to participate in something monumental. We congratulate and thank Senator Davis and wish him the very best in his new assignment."

Pursuant to Idaho State code and the Idaho State Republican Party State Rules, the Legislative District 33 Republican Committee has selected three nominees to fill this vacancy.

Governor C.L. Butch Otter will appoint one of these nominees within 15 days:
- Mark Fuller
- Representative Bryan Zollinger
- Tony Potts.
