LenderLogix Q1 2025 Homebuyer Intelligence Report Shows Early 2025 Mortgage Market Momentum, Stronger Loan Engagement

BUFFALO, N.Y., May 6, 2025 (SEND2PRESS NEWSWIRE) — LenderLogix, a leading provider of mortgage point-of-sale and automation software for banks, credit unions, independent mortgage banks, and brokers, today announced the release of the Homebuyer Intelligence Report, a quarterly summary of insights into borrower behavior during the home-buying process based on data collected by the LenderLogix suite of tools. The latest report covers data collected during the pre-approval and borrower application process in the first quarter (Q1) of 2025.

Pre-Approvals

In Q1 2025, borrowers generated 37.8% more pre-approval letters through LenderLogix’s QuickQual pre-approval platform over Q4 2024. The average number of pre-approved borrowers per loan officer increased from 23 in Q4 2024 to 26.5 in Q1 2025.

The average pre-approval letter loan amount slightly increased from $322,532 in Q4 to $326,714 in Q1. The average sales price also increased from $376,436 to $381,820. The average down payment size shows a marginal increase from 14.3% in Q4 to 14.4%.

Conventional loans remained the most popular loan type for pre-approved borrowers in Q1, though decreased marginally from 74.3% to 74.2% below the prior quarter. FHA pre-approvals decreased marginally from 19.1% to 19%. VA (4.5%) and USDA (1%) maintained their share from Q4 to Q1 2025.

Borrower Conversion

Of the borrowers using QuickQual in Q4 2024, the average number of days between pre-approval and loan submission decreased from 91 to 79.6 days in Q1. The most prolonged duration between pre-approval and application increased by fifty-nine days from 650 in Q4 to 709 in Q1. The conversion rate among borrowers from pre-approval to loan application increased slightly from 54% to 55% in Q1. Borrowers maintained an average of eight pre-approval letters before converting. In total, new applications through the LiteSpeed point-of-sale (POS) platform increased 54% from Q4 2024 to Q1 2025.

“Borrowers are clearly staying engaged throughout the early stages of the homebuying journey,” said O’Brien. “We’re seeing signs of increased urgency and lender responsiveness, both of which point to a more active purchase market and continued adaptation to borrower expectations.”

Post-Application Engagement

In Q1 2025, the number of documents uploaded through LiteSpeed grew 48% quarter-over-quarter. The number of newly created needs lists, including both online applications and those entered by loan officers, rose 37% in Q1.

Successful verification of income and employment (VOIE) through POS improved significantly, increasing from 6.5% in Q4 to 15.5% in Q1. Verification of assets (VOA) also rose, climbing from 33.1% to 36.7% over the same period.

ATLANTA, Ga., April 22, 2025 (SEND2PRESS NEWSWIRE) — Down Payment Resource (DPR), the housing industry authority on homebuyer assistance program data and solutions, today released its Q1 2025 Homeownership Program Index (HPI) report. The report saw the number of entities offering homebuyer assistance programs increase by 55 year-over-year (YoY). The number of programs increased by 43 during the first quarter, bringing the total number of available programs to 2,509.

Down payment assistance (DPA) can be used by lenders to lower a homebuyer’s loan-to-value (LTV) ratio by an average of 6%. The average benefit is $18,000.

“Rates are still high and prices keep climbing, but we’re seeing expanded program offerings, new providers and greater flexibility in how funds are used — not just for down payments but also to cover closing costs, lower the rate or meet other buyer needs,” said Rob Chrane, founder and CEO of DPR. “More programs now include manufactured and multi-family homes, opening new paths to affordability and steady income. For lenders, that means more ways to qualify buyers and close loans in a tough market.”

KEY Q1 2025 HPI REPORT FINDINGS

An examination of the existing 2,509 homebuyer assistance programs on April 4, 2025, resulted in the following key findings:

  • 43 homebuyer assistance programs were added in Q1 2025, a 2% increase from Q4 2024. 952 programs (38%) are available to repeat buyers. 240 programs (10%) do not have income restrictions, increasing the number of buyers who might qualify for assistance. 29 programs support first-generation homebuyers, an increase of 16% over the last quarter.
  • ”Other homebuyer assistance” programs increased 35% from the previous quarter, below-market-rate (BMR)/resale-restricted programs increased 18% and grant programs grew 7%. BMR/resale-restricted programs offer housing at prices lower than the open market, with restrictions on resale to ensure affordability for future buyers, typically low-to moderate-income households.
  • 80% of DPAs in Q1 were deferred payment programs, a 3% increase from the previous quarter. With a deferred payment loan, borrowers don’t make monthly payments, and the balance is typically due when they sell or refinance or the loan matures. Many of these loans are also forgivable. 53% of DPAs in Q1 offered partial or full forgiveness over time, as long as the homeowner meets certain requirements, such as maintaining primary residency.
  • 990 programs (39%) were offered through local housing finance agencies (HFAs), virtually unchanged from the previous quarter. Nonprofits accounted for 21%, a 2% increase over the previous quarter. State FHAs represented 18%, a slight drop from the previous quarter.
  • The number of programs supporting manufactured housing grew 6%, from 914 in Q4 2024 to 971 in Q1 2025. Manufactured homes are considered to be an affordable housing supply since they are significantly cheaper to purchase than site-built homes, with average costs per square foot around $87 versus $166 according to the Manufactured Housing Institute.
  • 833 programs supported the purchase of multi-family housing, a 3% increase from the previous quarter. Of these, a growing number of programs support purchasing three-unit homes (562) and four-unit homes (536). Investing in multifamily properties can generate cash flow and potentially offer tax advantages to buyers.
  • 20 programs offered special funding to surviving military spouses, an 18% increase from the previous quarter, while energy efficiency programs grew by 17%. Other incentive programs included 69 for educators, 56 for protectors (jobs focused on safeguarding people, property, or information), 50 to assist military veterans, and 50 for Native Americans.

The report saw the number of homebuyer assistance programs increase by 172 and the number of entities offering them increase by 75 year-over-year (YoY), bringing the total number of available programs to 2,466.

KEY HPI REPORT FINDINGS

An examination of the existing 2,466 homebuyer assistance programs on January 8, 2025, resulted in the following key findings:

  • The number of U.S. homebuyer assistance programs increased by 22 over the past quarter. This represents a 1% increase over the previous quarter, and a 7% YoY increase.
  • Grants accounted for the largest share of program gains YoY. The most substantial YoY gains were seen in grant programs (50), combined assistance programs (49), and below-market-rate (BMR)/resale-restricted programs (21).
  • Local housing finance agencies added the most programs in 2024. Local housing finance agencies introduced 72 programs in Q4 2024, a 60% YoY increase. Nonprofits added 50 programs, and municipalities added 46 programs during this period.
  • Rise in multi-family and manufactured housing programs continues: Programs supporting multi-family purchases increased by 17% YoY, rising from 686 in Q4 2023 to 805 in Q4 2024. Similarly, programs for manufactured housing grew by 14% YoY, from 804 in Q4 2023 to 914 in Q4 2024.
  • 2024 concluded with 196 programs offering incentives for special groups. 68 programs offer special funding for educators, 54 programs for protectors, 49 programs for military Veterans, 47 programs for firefighters, 44 programs for healthcare workers, and 47 for Native Americans.

LenderLogix Q3 2024 Homebuyer Intelligence Report Data: Homebuyers Hold Steady and ‘Wait for the Rate’

The latest report covers data collected during the pre-approval and borrower application process in the third quarter (Q3) of 2024.

Pre-Approvals

In Q3 2024, borrowers generated 49,392 pre-approval letters through LenderLogix’s QuickQual pre-approval platform, a 15% decrease from Q2 2024. The average number of pre-approved borrowers per loan officer decreased slightly from 29 in Q2 2024 to 28.5 in Q3 2024.

The average pre-approval letter loan amount increased by 26% from $308,681 in Q2 to $388,215 in Q3, fueled by a 23% increase in the average sales price from $362,780 to $446,390. The average down payment shrank marginally from 15% in Q2 to 13% in Q3.

Conventional loans remained the most popular for pre-approved borrowers, staying consistent at 76%. All categories held steady through Q3, with FHA pre-approvals barely climbing from 17.8% to 17.9%, while VA (4%) and USDA (1%) maintained their share from Q2 to Q3 2024.

“With the Fed’s announcement that rates will likely drop again, it’s not surprising to see steady-to-slow developments as homebuyers wait for the rate,” said LenderLogix Co-Founder and CEO Patrick O’Brien.

Borrower Conversion

Of the borrowers using QuickQual in Q2 2024, the average number of days between pre-approval and loan submission increased nearly 7% from 85 to 91 days in Q3. The longest duration between pre-approval and application decreased by ten days from 603 in Q2 to 593 in Q3. The conversion rate from borrowers using QuickQual to loan application decreased slightly from 58% to 56% in Q3. Borrowers generated an average of eight pre-approval letters before converting.

“Homebuyers’ behavior has a lot to do with expectations, and we are certainly seeing that with our holding pattern,” O’Brien noted. “With Fannie Mae signaling this fall that its 30-year fixed rate will land at 6.2% by the end of the year, bringing it in line with the MBA’s expected rate before both glide in below 6% in 2025, we can see the effect of anticipation. Nonetheless, there are those who have found what they are looking for now, and they know those lowered rates will mean more demand that could place them in a bidding war.”

Sherri Culpepper is a hard-working grandmother who has enjoyed an illustrious and multi-faceted career. The veteran urban radio producer has never said no to a challenge. She even changed careers after the age of 50, becoming an operating engineer, mastering a large variety of construction equipment, including cranes, bulldozers, and front-end loaders before joining the International Union of Operating Engineers - Local 15, not a small feat as a Black woman. However, the predicament she now finds herself in while trying to preserve her family legacy and save her home is a situation she never saw coming.

Culpepper's building has been systematically entangled in a web of condemning bureaucracy. First, her single-family home was erroneously designated as a Single Room Occupancy (SRO). SROs are a form of housing that is typically designed for persons with low or minimal incomes who rent small, furnished single rooms with a bed, chair and sometimes a small desk. Second, her biggest blow came in 2014 when the brownstone was unceremoniously "selected" by the Housing Preservation and Development's (HPD) Alternate Enforcement Program, better known as the "slumlord" program, and served with 52 violations and fines. Forty-nine of them had been corrected decades before, but never administratively removed from the record books, in turn creating additional ongoing issues and setbacks for her. Both the SRO and HPD codes have allowed the freeloaders "legal," no-rent housing.

As one of a diminishing number of original Harlem brownstone homeowners, Culpepper alleges these efforts were enacted to force her to sell her historical property in a massive gentrification effort seen throughout many urban cities. In addition to the SRO designation and HPD's tactics, Culpepper has been continuously served an onslaught of ongoing violations and fines over the years.

"Brownstones hold generational history and wealth here in New York, yet, per gentrification, so many of the original owners have been displaced by the city and corporate contractors coming to takeover. I have refused to sell and so here we are, over a decade later and I find myself with more than seven tax liens, numerous retained and since fired attorneys, and hundreds of thousands of dollars in fines, erroneous violations, legal fees, and interest. And on top of that, I am still taking care of numerous people living free in my home because the city has sanctioned it. I believe my so-called 'tenants' are being supported and encouraged to create violations, damage, and vandalize my property!" cites Culpepper. "It's disappointing that in 2024, redlining and systemic racism continue to hold and prevent certain communities from what's just and fair."

When Culpepper took ownership of the home in 2012, she also inherited a house full of cousins who had been living rent free because of family ties. The cousins started renting out spaces in the home to total strangers. Along with contending with the cousins and new tenants, Culpepper, a grandmother, and mother of three, found herself in ongoing legal entanglements with the city. Her home was identified as one of the most distressed in the community district, despite not fitting the criteria required of the program. In fact, she attests that she has been overly attentive with the upkeep of the property because of the skills garnered from her professional construction background.

Culpepper's great grandparents moved into the brownstone in 1929, with a family of nine people at the time, including her great grandfather's church occupying the parlor floor. The brownstone holds deep, cultural, and familial ties as her great grandfather was also the accountant for freedom fighter, Honorable Marcus Mosiah Garvey in the early 1930's! In addition, her great uncle was one of the Port Chicago 50, a group wrongly accused of mutiny by the U.S. Navy in 1944 and represented by NAACP's attorney, the Honorable Thurgood Marshall. Until 1974, for 42 years, the family rented the property before the owner finally sold the real estate to her great grandmother and four of her children. For the last 88 years, the only people living in the building were immediate family members and an occasional close family friend passing through.

Culpepper's ultimate dream after securing and maintaining ownership of her brownstones is to use her family's property to continue their legacy of community activism. She hopes to revision her brownstone as an inner city, sustainable, eco-friendly workspace and teach children in the neighborhood about organic gardening, water harvesting, creating green roofs, and utilizing recycled building materials for new constructions.

Kaitlyn Harvey, also a CENTURY 21 Signature Real Estate agent, spoke with the Development Corporation about the housing need to help their customer who was being transferred to Osceola, Iowa for a new job.

"We found about the {incentive} program through extended family when discussing our client's relocation needs," said Harvey. "Their timeframe was a bit more flexible, and the location of the lot fit the family's interests, so why not take advantage of the financing opportunity?"

Their lot, located at 401 Putter Ridge Place in the Country Club Estates area, was reasonably priced, considering its location. Where competing lots in the area were going between $120,000 and $180,000, the Harveys and their clients saw the Putter Ridge Place decision as a "no-brainer" and used the Osceola Building Incentive Program lot price as equity for the development of their 1,600 sq. ft. home. Eighth + Harlow Design and Build also utilized the investment opportunity to purchase the neighboring lot to build a 1,300 sq. ft. spec home.

"Our clients had a budget they needed to stick to, and the program gave us the flexibility to finish out some higher-end detail work and the basement before they permanently moved to the area," said Harvey.

As Kailyn discussed the details of the two homes, both that will fall in the $290,00 to $400,000 price range as new listings, she estimated development of both homes to be complete by August of 2024.

The two new developments in the County Club Estates area added to a housing boom Osceola has been experiencing over the recent 18-24 months.

More than two years ago, local manufacturers communicated their need for workforce housing to maintain employment and help grow their base. To answer that call, a new, 122-unit development will be coming online in the next 30- to 60-days. Another, recently finished, 18-unit condominium off South Gustin was fully leased by November of 2023. As part of the workforce housing tax credit program, Osceola developer, Advanced Homes 360, has delivered 4 new, single-family homes throughout the city and are considering additional plans.

To add to the much-needed workforce housing, mid-level and executive homes continue to go up off Clay, behind Revelton Distillery and at the picturesque Arbor Valley Lake. And, with the City of Osceola and Clarke Community Schools on their second trades housing development project of the school year, it makes more than 160 new front doors and 160 new opportunities across a wide range of income levels hitting the local housing market.

The Black Homeownership Symposium is co-hosted by local NAREB chapter Western Washington Realtists and the Black Home Initiative, a network of community groups, nonprofits, private companies and government agencies working to generate 1,500 new Black homeowners in Seattle by 2027. The free two-and-a-half-hour event kicks off at 5:30 pm Pacific at the historic Langston Hughes Performing Arts Institute in Seattle's Central District.
