CCHR Addresses UN to End Coercive Psychiatry and Protect Children from Abuse

LOS ANGELES, Calif., Aug. 18, 2025 (SEND2PRESS NEWSWIRE) — The Citizens Commission on Human Rights International (CCHR) addressed the United Nations Committee on the Rights of Persons with Disabilities (CRPD) on August 11, urging the global abolition of electroshock treatment (ECT), forced drugging, psychosurgery, and other coercive psychiatric practices—especially when used on children. CCHR told the Committee that these practices constitute sanctioned abuse, often amounting to torture, and continue with impunity due to weak or unenforced penalties against perpetrators.

Founded in 1969, CCHR has spent over five decades documenting and exposing psychiatric abuse and advocating for rights-based alternatives to coercion. The group commended the CRPD Committee for its leadership in advancing a human rights-based approach to mental health, aligned with World Health Organization (WHO) and UN guidance.

CCHR’s Executive Director, Fran Andrews, detailed the organization’s landmark legislative victories: the first U.S. ban on ECT for children under 12 in California (1976), Texas’ ban for those under 16 (1993), and Western Australia’s 2014 prohibition for children under 14—backed by criminal penalties. The Australian Capital Territory banned ECT under the age of 12 in 2015.

Despite these precedents, ECT remains in use worldwide, including on very young children. In the U.S., children as young as five can still receive electroshock, with both the American Psychiatric Association and the American Academy of Child and Adolescent Psychiatry promoting its use in minors.

International data underscores the scope of the problem. A 2022 review found significant ECT use on 10–18-year-olds in the Czech Republic, Finland, Denmark, and Sweden.[1]

In New Zealand, a government inquiry confirmed that children were subjected to electroshock without anesthetic at the now closed Lake Alice psychiatric hospital—treatment survivors described as torture and confirmed last year by the country’s Prime Minister.

Prominent Australian psychiatrist Dr. Niall McLaren has stated unequivocally: “No psychiatrist needs to use ECT.”[2]

CCHR President Jan Eastgate testified about the alarming rise in psychotropic drugging of children worldwide. A Lancet Psychiatry report confirmed global increases in prescribing, with the U.S. leading in prevalence rates for youth. Depending on the cohort, antipsychotic prescribing for children has surged by 50% to 200% over the past two decades.[3]

Many parents remain unaware of the risks—weight gain, metabolic changes, diabetes, tremor, sedation, and even sudden death. The antipsychotic risperidone, widely prescribed to children as young as four, has been linked to severe side effects, including gynecomastia (female breast growth in boys), sometimes requiring mastectomies.

In Spain, CCHR President Salvador Fernández warned of the ongoing prescription of ADHD stimulants such as methylphenidate, despite documented risks of suicidal behavior, psychosis, and cardiovascular complications.

Eastgate also addressed deaths of children as young as 7 in U.S. for-profit psychiatric hospitals from restraint, some ruled homicides. Yet prosecutions are rare, and facilities continue to operate, profiting from insurance coverage.

A New York Times investigation in September 2025 revealed that one of the largest private psychiatric hospital chains in the U.S. has detained individuals against their will to maximize insurance billing, prompting judicial intervention in some cases.

In Spain, Fernández testified that children are still subjected to involuntary hospitalization and prolonged mechanical and chemical restraints.

CCHR’s written submission to the CRPD cited studies showing psychiatric hospitalization can raise suicide risk 44-fold, while forced psychiatric drugging increases the risk sixfold.[4] A July 2025 study found that those involuntarily hospitalized were nearly twice as likely to die by suicide or overdose within three months of discharge.[5]

A 2022 European study confirmed widespread use of mechanical and chemical restraints, with inconsistent regulations across countries.[6] In the U.S., a Harvard Law School report found that state hospitals continue to use forced ECT and other practices that may constitute torture under international law.[7]

Ms. Eastgate told the Committee: “Electroshock, psychosurgery, forced drugging, seclusion, and restraint are not care—they are sanctioned abuse and must end. Upholding a person’s autonomy, dignity, and liberty is non-negotiable. Rights-based alternatives must replace outdated, violent psychiatric practices.”

CCHR urged the CRPD to call for:

  • A global ban on electroshock.
  • Prohibition of forced drugging and the use of mechanical and chemical restraints.
  • Strong criminal penalties for perpetrators of psychiatric abuse, with full enforcement.
  • International adoption of WHO/UN human-rights-based mental health guidelines.
  • Transparent reporting of psychiatric abuse cases, with public access to enforcement outcomes.

RECA Reauthorized: Expanded Compensation Offers Renewed Hope to Radiation Exposure Victims

PRESCOTT, Ariz., Aug. 14, 2025 (SEND2PRESS NEWSWIRE) — After years of advocacy and policy delays, the Radiation Exposure Compensation Act (RECA) has been reauthorized and expanded through December 31, 2028, the Law Office of Laura J. Taylor PLLC announced today. Signed into law by President Donald J. Trump on July 4, this legislation reinstates a critical federal compensation program for individuals harmed by nuclear weapons testing and uranium industry work during the mid-20th century.

Originally enacted in 1990, RECA provides $100,000 in tax-free compensation to those who developed cancer or other illnesses linked to above-ground nuclear tests or uranium employment. With this reauthorization, eligibility has been significantly broadened. New Mexico residents present between September 24, 1944, and November 6, 1962, are now covered.

Entire states – Utah, Idaho, and New Mexico – have presumptive eligibility, along with certain counties in Arizona and Nevada. Residents of ZIP codes affected by Manhattan Project–era radioactive waste in Missouri, Tennessee, Kentucky, and Alaska are also included.

Eligible claimants in all areas except New Mexico must show twelve consecutive months of presence between January 21, 1951, and November 6, 1962. New Mexico residents must show one year of eligibility between 1944 and 1962. All covered groups—Downwinders, Uranium Workers, and On-Site Participants—now receive the full $100,000. Previously, payments ranged from $50,000 to $75,000 depending on exposure type. Surviving family members, including spouses, children, and grandchildren, may file claims on behalf of deceased loved ones. Prior recipients of the award are not eligible for additional compensation.

The updated statute also expands the list of compensable illnesses for uranium workers to include renal cancers, nephritis, and kidney tubal tissue injuries. It adds new employment categories such as core drillers and waste remediation workers and allows workers to qualify based on cumulative uranium-related jobs over time.

Refinances tick up and non-QM hits record high as purchase activity falls nearly 5% in July

Lenders respond to affordability pressures with loan product diversity and pricing strategies

PLANO, Texas, Aug. 12, 2025 (SEND2PRESS NEWSWIRE) — Optimal Blue today released its July 2025 Market Advantage mortgage data report, which found a 3% month-over-month (MoM) drop in overall rate lock volume, led by a nearly 5% drop in purchase activity as affordability remained strained.

Mortgage rates rose MoM across all loan types. The OBMMI 30-year conforming fixed rate, the benchmark for CME Group’s Mortgage Rate futures, ended July at 6.72%, up 5 basis points (bps). FHA, VA and jumbo rates also ticked up, rising 3, 4 and 11 bps respectively to 6.50%, 6.33% and 6.89%.

While purchase volume held steady year-over-year (YoY), refinancing showed renewed strength in July. Cash-out and rate-and-term refinance locks rose 5% and 7% respectively, partially offsetting the broader softness in the purchase market.

“As we near the end of peak buying season, 2025 purchase activity has largely tracked with 2024,” said Mike Vough, head of corporate strategy at Optimal Blue. “With affordability still a major constraint, purchase volume in line with 2024 is generally a disappointment to the industry based on 2025 projections We’re seeing more cash-out (+27% annually) and rate-and-term (+13% annually) opportunities as borrowers with post-2022 loans respond to even modest rate improvements, and borrowers may be undergoing some financial stress based on cash-out increases.”

Non-QM lending reached a new milestone in July, accounting for 8% of total rate lock volume – the highest on record. At the same time, GSE-eligible originations fell to 52.2% and non-conforming lending rose to 16.8%, underscoring a market shift toward nontraditional financing solutions. This can be attributed to elevated rates, increased debt, growing openness to alternative forms of income verification, and conventional loan limits, which are prompting more borrowers to seek flexible qualification paths.

“There’s growing separation in the ways larger and smaller lenders are managing profitability,” Vough added. “We saw an uptick in agency MBS executions, insinuating more market share is going to depositories and large IMBs, alongside stronger bid-to-cover ratios, indicating lenders are chasing the highest price over other execution considerations. Combined with deeper engagement in OBMMI-tied CME futures and many conversations about capital markets strategies for non-agency loans, it’s clear lenders are being proactive in their pricing, margin and pipeline risk strategies.”

Key findings from the Market Advantage report, derived from direct-source mortgage lock and secondary market data, include:

Volume trends and market composition

  • Volume down: Total locks declined 3% MoM in July, driven primarily by a 5% drop in purchase activity and reflecting ongoing affordability challenges.
  • Refinance share increases: Although only 20% of the market, refis are gaining traction as borrowers with post-2022 loans find opportunities to lower monthly payments. Cash-out and rate-and-term refis rose 5% and 7%, respectively.
  • PUD volume rises: Planned unit development (PUD) activity grew 0.85% to 28.5% of all production, while single-family homes declined by 0.87% to 63.5%. Despite the monthly increase, new construction market share is down 4% YoY, pointing to a broader builder pullback.

Rates and pricing

  • Benchmark rates climb: The OBMMI ended July at 6.72%, up 5 bps after dipping to ~6.625% earlier in the month. FHA rose 3 bps to 6.50%, VA increased 4 bps to 6.33% and jumbo jumped 11 bps to 6.89%.
  • MSRs dip: Mortgage servicing rights (MSRs) for conforming 30-year loans fell 3 bps to 1.19, moving in counter to OBMMI, but impacted by increases in intramonth volatility.
  • Futures activity rises: CME futures tied to the OBMMI are attracting increased interest from MSR holders and pipeline hedgers seeking to manage rate risk. MSR values tend to fluctuate with interest rate expectations, and recent activity suggests growing demand for tools that help mitigate exposure.

Channel and execution

  • Conventional share slips: The GSE-eligible share declined 0.78% to 52.2%, while non-conforming originations (including jumbo and non-QM) rose 0.62% to 16.8%. FHA, VA and USDA volumes remained flat MoM.
  • Hedged loan sales shift: Sales to the agency cash window fell 200 bps to 26%, while agency mortgage-backed security (MBS) executions rose to 37%, reflecting stronger securitization activity among large lenders and potential for market share increase from this cohort.
  • Loan sales favor higher pricing tiers: The share of loans sold at the highest price rose to 70% (+100 bps), while loans sold in the fourth tier or worse fell to 11% (-100 bps), suggesting that eligibility exceptions and representative delivery profiles played a smaller role in pricing decisions than in prior months.

Product mix and borrower profiles

  • Non-QM reaches record: The share of non-QM loans hit 8% of total volume for the first time, with investor/DSCR at 29%, bank statement loans at 34% and other non-traditional income documentation methods at 38%.
  • ARMs gain: Adjustable-rate mortgages (ARMs) rose to 9.52% of overall volume in July, up from 8.81% in June, despite the SOFR curve flattening with the 2-year/10-year spread dropping ~ 7 bps, but remaining positively sloped.
  • Average credit scores: Conforming FICO scores fell 1 point to 756, and FHA scores dropped to 675, while VA remained flat at 713.
  • Loan amounts dip: The average loan amount was $382,476, down from $386,084 in June. Of the top 30 MSAs, average loan amounts ranged from a high of $609,008 in the New York region to a low of $476,637 in Sacramento, California.

Wrap the Woods Pop-up Art Installation to Save One of Asheville’s Last Remaining Urban Forests

ASHEVILLE, N.C., Aug. 11, 2025 (SEND2PRESS NEWSWIRE) — The Save the Woods organization in Asheville, NC, invites volunteers, community members, and activists to an art action: Wrap the Woods on Saturday, September 6, starting at 9:30 a.m. UNC Asheville’s 54-acre urban forest and cherished community resource and wildlife habitat (aka “The Woods”) is under threat of development despite its status as one of the last remaining urban forests in Asheville.

Today, as part of a multi-phase plan, UNCA proposes leasing the urban forest property to a developer who will erect a 5,000-seat stadium along with retail shops and market-rate housing. Community members are speaking out against this plan, including university staff, faculty, and students; members of the adjacent neighborhoods, which will be directly impacted by the development; and more than 15,000 petition signers.

However, after months of community action to preserve this forest, the university’s administration and the UNC Board of Governors refuse to change course. The Wrap the Woods event is intended to draw attention to the sheer size of the threatened acreage containing around 20,000 trees.

This art action was inspired indirectly by artists Christo and Jeanne-Claude, who were known for their large-scale, site-specific environmental installations. It is directly inspired by local Asheville resident Peggy Gardner who, in 1980, borrowed from the awe-inducing spectacle of Christo and Jeanne-Claude’s wrap installations to save a then-threatened downtown Asheville.

At the time, city leaders and business-owners were pushing to demolish 11 city acres of the quiet, fairly empty downtown to make room for a complex containing a shopping mall and hotel. Gardner and other organizers envisioned an educational art installation, wrapping the blocks and buildings facing demolition to provide a visual of what would be lost.

Two hundred people volunteered to help save downtown, and today Asheville is a thriving city with a bustling tourism industry set against the charming backdrop of beautifully preserved Art Deco architecture.

Now, it is Asheville’s last-remaining forested acreage that needs protection. The Urban Forest is an important wildlife corridor, home to a wide variety of plant, animal, and bird life. It’s also an outdoor classroom for at least 18 UNCA course offerings in the natural sciences alone and provides recreation and relaxation within city limits for university staff, students and the surrounding community.

And less than a year since Hurricane Helene ravaged Western North Carolina, the community is still hard at work rebuilding from the losses wrought by the storm, including 40% of its tree canopy. To raze 54 acres of forest is to demolish even more of that damaged canopy along with an important stormwater mitigation system and carbon sink.

To draw attention to this cause, the community will stand side-by-side on September 6, holding up sheets to form a human chain “wrapping” the Urban Forest in fabric, demonstrating the impact of this devastation and to show objectively what is at stake for our community and our planet, and to preserve this precious natural resource.

Save LBI has long opposed both Atlantic Shores projects, which portend a number of devastating environmental, social, and economic consequences for New Jersey coastal communities. Project plans call for erecting 357 thousand-foot-tall wind turbines less than 9 miles off the coast of Atlantic City and Long Beach Island, closer to shore than any large offshore wind project in the world.

To name but a few of the many adverse impacts, these projects would:

  • Degrade the island’s pristine shore environment and lifeblood tourism economy.
  • Obstruct migration of the critically endangered North Atlantic right whale, whose population has dwindled to around 370, all but guaranteeing its extinction.
  • Disturb the behavior of the bottlenose dolphin and significantly reduce its population.
  • Compromise national security by impairing the early warning air-defense radar system at Gibbsboro, NJ.
  • Degrade the pristine air quality at nearby Brigantine National Wilderness Area, which is afforded special federal protections under the Wilderness Act and Clean Air Act.
  • Destroy now submerged archeological sites dating back to the Ice Age, which could shed light on the first humans to come to North America.
  • Substantially increase the already spiraling cost of electricity throughout New Jersey.

FLAWED FROM THE START

Save LBI has contended throughout the approval process and in subsequent litigation that the permits issued to the Atlantic Shores South (OCS-A 0499) and North (OCS-A 0549) projects are seriously flawed. The actual impacts of these projects were misrepresented, systematically underestimated, and not fully disclosed.

“The root cause of the many harmful impacts of the Atlantic Shores projects is their uniquely bad location,” explained Save LBI president and co-founder Bob Stern. “Location is the most critical factor in the entire decision-making process, yet it received little attention many years ago when a DEP-led task force approved those sites without full and proper vetting or public input.”

The record shows that many of the negative consequences Save LBI and others have been publicly denouncing for years were not even considered. “Project modifications cannot cure the uniquely bad siting of these projects, which is why the Atlantic Shores South and North lease areas must be cancelled,” Stern concluded.

The Save LBI petition also reminds DOI Secretary Douglas Burgum of the urgent need to:

  • Implement the Offshore Wind Directive issued by President Trump on January 20, 2025.
  • Address the concerns expressed by candidate Trump raised at a public event in Wildwood, NJ last year.
  • Rescind permit approval under the Endangered Species Act to help prevent extinction of the endangered right whale.
  • Expedite lease cancellation to prevent further whale injuries when the next migration season begins in December.

LenderLogix Q2 2025 Homebuyer Intelligence Report Shows Increased Loan Quantities as Borrower Activity Holds Steady

BUFFALO, N.Y., Aug. 5, 2025 (SEND2PRESS NEWSWIRE) — LenderLogix, a leading provider of mortgage point-of-sale and automation software for banks, credit unions, independent mortgage banks, and brokers, today announced the release of the Homebuyer Intelligence Report, a quarterly summary of insights into borrower behavior during the home-buying process based on data collected by the LenderLogix suite of tools. The latest report covers data collected during the pre-approval and borrower application process in the second quarter (Q2) of 2025.

Pre-Approvals

In Q2 2025, borrowers generated 11.9% more pre-approval letters through LenderLogix’s QuickQual pre-approval platform over Q1 2025. The average number of pre-approved borrowers per loan officer increased from 26.5 in Q1 2025 to 28.6 in Q2 2025.

The average pre-approval letter loan amount increased from $326,714 in Q1 to $367,305 in Q2. The average sales price also increased significantly from $381,820 to $423,667. The average down payment size shows a slight decrease from 14.4% in Q1 to 13.3%.

Conventional loans remained the most popular loan type for pre-approved borrowers in Q2, increasing marginally from 74.2% to 74.7% over the prior quarter. FHA pre-approvals decreased marginally from 19% to 18.6%. VA (4.5%) and USDA (1%) maintained their share from Q1 to Q2 2025.

“Despite the increase in sales price, we’ve seen increased prequalification numbers for conventional, FHA VA and USDA loans, demonstrating borrowers’ desire to purchase,” said LenderLogix Co-Founder and CEO Patrick O’Brien. “Lenders and real estate partners need to be vigilant to help borrowers find homes that fit their prequalification amounts.”

Borrower Conversion

Of the borrowers using QuickQual in Q1 2025, the average number of days between pre-approval and loan submission increased from 79.6 to 86.3 days in Q2. The most prolonged duration between pre-approval and application decreased by sixty-three days from 709 in Q1 to 646 in Q2. The conversion rate among borrowers from pre-approval to loan application increased slightly from 55% to 56% in Q2. Borrowers maintained an average of eight pre-approval letters before converting. In total, new applications through the LiteSpeed point-of-sale (POS) platform increased 8.7% from Q1 2025 to Q2 2025.

“Overall, borrower conversion and activity are remaining fairly steady,” said O’Brien. “Lenders must hone their marketing and outreach strategies to effectively reach the prepared borrowers in their area to remain competitive.”

Post-Application Engagement

In Q2 2025, the number of documents uploaded through LiteSpeed grew 18.3% quarter-over-quarter. The number of newly created needs lists, including both online applications and those entered by loan officers, decreased 16.7% in Q2.

Successful verification of income and employment (VOIE) through POS improved, increasing from 15.5% in Q1 to 17.1% in Q2. Verification of assets (VOA) decreased slightly from 36.7% to 33.7% over the same period.

“While we saw a dip in Needs List creation, the continued growth in document uploads and improved VOIE success rates suggest borrowers are more prepared and proactive after application,” O’Brien added. “That preparation ultimately helps lenders build cleaner, faster-moving loan files.”
