ACLENet and Government of Uganda Sign Memorandum of Understanding (MoU) to Further ‘Building Lightning Safe Communities’ Effort

CHICAGO, Ill. /ScoopCloud/ -- An important milestone for promoting lightning safety across Africa occurred with the February 2022 signing of a Memorandum of Understanding between the US and Uganda-based African Centers for Lightning and Electromagnetics Network (ACLENet) and the Office of the Prime Minister (OPM) of Uganda. This MoU was piloted and promoted by the Ministry of Relief, Disaster Preparedness, and Refugees (MoRDP'R) within the Prime Minister's Office.

"My Ministry is working with ACLENet on the scientific aspects of disaster preparedness," said Hilary Onek, the Hon Minister for Relief, Disaster Preparedness and Refugees. "It is the hope of parties involved in this partnership to make this optimism a reality," Onek explained during a Public Service Announcement (PSA), an integral part of engagements leading to the signing of the MoU that was broadcast during the 2021 holiday season in both English and Luganda, the primary indigenous language in Uganda.

The MoU is an important milestone for ACLENet, as it is expected to provide instrumental framework for: 1) A national mandate to plan, promote, and advocate for lightning safety across Uganda; 2) Introduction of scientific principles of lightning safety for people, property, and places according to globally recognized lightning protection system (LPS) safety standard provisions of the International Electrotechnical Commission (IEC).

"This partnership is expected to further ACLENet's goals of saving lives and property across Africa," said Dr. Mary Ann Cooper, Managing Director of ACLENet.

Data sets and information packages are being prepared for the Hon. The recording established him internationally as an in-demand jazz pianist and composer. Franck returned to France in 2001, and his most recent album recorded there is "Gotham Goodbye," a quartet featuring Cuban saxophonist Irving Acao. It has garnered superb reviews worldwide.

East Bay Connection

What brings Franck to Covenant Winery, in Berkeley? In the mid-1970s, young Franck was part of a jazz big band at the French National Music Conservatory in Nice, France. Also in the band was Covenant founding winemaker (and saxophonist), Jeff Morgan, who eventually performed with Franck for some 20 years in New York and Europe before trading in his horn for a wine thief and a second career as a winemaker. But in 1987, the two musicians were co-band leaders for the house band in Monte Carlo at Prince Rainier's Grand Casino in Monaco. Their last gig together was New Year's Eve 1995 at Gotham Bar and Grill in New York City.

That's the year Jeff officially retired from the music business to become a wine journalist and winemaker. During the recent Covid pandemic, Jeff had some time on his hands and started practicing his saxophone again. It had been more than 20 years since he'd touched the instrument. MCTlive! Mortgage Lock Volume Indices are based on actual dollar volume of locked loans, not numbers of applications, therefore providing a much more accurate picture of industry lock activity than other surveys or application data. The data is also broken out by transaction type: purchase, rate/term refinance, and cash out refinance. Especially in a tight purchase market, applications are a less reliable metric for the mortgage industry as there is a higher likelihood of having multiple applications per funded loan. Prequals do not convert at as high of a rate in the current market as has historically been the case, especially when applications are counted at the early stage of entering a property address.

Covering the period from April 1 through April 30, 2022, this inaugural MCTlive! Lock Volume Indices shows that total mortgage rate locks by dollar volume decreased 5.0 percent in April, and lock volume is down 25.4 percent from a year ago. Purchase locks are up 2.2 percent over the course of the month and 7.55 percent from one year ago, a bright spot even as mortgage rates have increased rapidly in 2022. That increase in mortgage rates is evident in the refinance figures, as rate/term refinances are down 36.4 percent and cash out refinances are down 31.1 percent month-over-month. From one year ago, cash out refinance volume is down 51.7 percent, while rate/term refinance volume has dropped 89.2 percent.
